Phones : , Fax : Website : SHORT TERM TENDER FOR HIRING OF STRUCTURAL DESIGN CONSULTANCY SERVICES FOR DESIGNING "RCC COOLING TOWER FOUNDATIONS WITH RETAINING WALLS STRUCTURE SUMP FOR AC PLANT AT BMHRC". 1. Sealed tenders are invited for the design of RCC Cooling Tower Foundations With Retaining Walls Structure Sump for AC Plant at BMHRC. Both the Technical and the Commercial bids are to be delivered in sealed envelops and dropped in the tender box kept at BMHRC Admin Block up to 2:00 pm on 30/11/2017 addressed to Director BMHRC, Bhopal. 2. All structural design engineers/ design consultants will submit their credentials along with their work experience in the field and provide references as part of the Technical bid in a sealed envelope for designing the work of RCC Cooling Tower Foundations With Retaining Walls Structure Sump at BMHRC, Bhopal. The sealed envelope would be clearly marked as TECHNICAL BID. The consultancy charges are quoted in Financial Bid format and to be submitted in separate sealed envelop marked as Financial Bid Both the envelop to be kept in bigger envelop superscripted with Name of tender & bidder details. The Technical Bids would be opened on at 15:30 hrs in presence of bidders representative if present. 3. Technical Evaluation Committee nominated by the Director, BMHRC Bhopal will select one of the proposals and identify suitable design consultants / structural design engineers. All the bidders who qualify in the technical evaluation shall be considered based on the commercial bid for consultancy services towards designing the RCC Cooling Tower Foundations With Retaining Walls Structure Sump at BMHRC". 4. All documents including design, in both soft and hard version, once submitted, will become the property of the BMHRC Bhopal. 5. Any correspondence concerning this tender should be addressed as indicated at the top of this sheet, quoting the reference as given. 6. Director BMHRC reserves the right to reject Technical bids without assigning reasons and is not bound to accept lowest bid alone or any other bid and Director's decision will be final and binding. 7. The tender documents may be obtained from BMHRC Engineering Services Department or can be downloaded from BMHRC website any modifications in the tender Conditions would be posted on BMHRC website after the pre bid meeting. There is no tender documents cost needed to be submitted by bidders. 8. Earnest Money Deposit (EMD) : Bidders are required to submit EMD of an Amount Rs. 2000/- in the form of DD/FDR/Bankers cheque from any Commercial Bank in favour of Director BMHRC payable at Bhopal. EMD submitted by unsuccessful bidders would be released within 30 days of Bid opening. Any bid submitted without EMD would be out rightly rejected. Page 2 Director, BMHRC

BMHRC invites sealed Technical bids and Commercial bids, under a two bid system from suitable design consultants / structural design engineers in a sealed envelopes for providing structural design and consultancy services including designing the work of RCC Cooling Tower Foundations With Retaining Walls Structure at BMHRC. The sealed envelopes would be clearly marked as TECHNICAL BID and COMMERCIAL BID. Only those design consultants / structural design engineers who qualify in the technical evaluation by the Technical Evaluation Committee would be invited for the commercial bid for the consultancy services. 2. Yes Note : (i) The RCC sump tank is suitable for Advance/ Paharpur make Cooling Towers of Mechanical Induced Type. (ii) The layout plan mentioning the sizes of foundation required for installation of Cooling Towers is enclosed as (Annexure-1) any other information /Technical details needed for the structural Design of Foundations would be provided by BMHRC. 3. The RCC Foundation with Retaining wall sump for following facilities is needed. A: For Main AC Plant of BMHRC - 03 Nos. B. For R&T AC Plant of BMHRC - 02 Nos. 4. It would be the responsibility of consultant to resolve any design issue arised during the execution of work for RCC foundations of Cooling Towers carried out through the nominated civil contractor. 5. Detailed site visits may be undertaken by design consultants / structural design engineers on site with prior intimation to the BMHRC Engineering Services Dept. (Tel , ext.6515). 6. Pre Bid. A Pre Bid meeting with probable bidders will be conducted for resolving queries and clarifications at 11:00 AM on 23/11/2017 at BMHRC Engineering Services Dept. Page 3

Desirous design consultants will submit the following documents:- (a) Personal credentials including professional qualifications and certifications self attested. (b) Details of expertise and experience in the designing of RCC foundations of Cooling Towers & Similar Structures. 8. In case the vendor fails to submit the above mentioned documents/details (Para-7), BMHRC reserves the right to reject the offer submitted as such and he will not be allowed to participate further in the tendering process thereafter. 9. No late entries will be accepted. Bidders will be deemed to have satisfied themselves before submitting the tender, as to its correctness of stated facts and to have taken into account of all that is required for the full and proper performance of the contract. 10. Technical Evaluation Committee nominated by the Director BMHRC will evaluate the credentials based on the above mentioned yardsticks and with select consultant based on the commercial bid for their consultancy services. 11. Detailed scope of work for the design consultancy services will include the following:- a) To study the site condition of proposed cooling tower structures at BMHRC. b) Structural Design & Drawing of 5 Nos Foundations at respective locations at BMHRC, as per the technical parameters of cooling tower (Minimum 3 sets). c) Working drawings of proposed RCC structure for cooling tower foundation with relevant technical details, dimensions for execution of works (Minimum 3 sets). d) Specifications of work. e) Detailed Bill of Quantities for the work for tendering purpose. f) The design submitted must be verified and authenticated/ vetted by Govt. Engineering College, Bhopal, the cost incurred on vetting to be borne by the bidder. 12. Time period for submission of Design & Drawings : the selected agency would be required to submit the design, drawings, BOQ, with all the necessary details of RCC foundations for Cooling Plant BMHRC duly vetted by Govt. Engineering College within 10 days from the date of issue of letter of Intent. 13. Commercial Bid of technically qualified bidders would be opened on at 15:30 hrs. at BMHRC, Bhopal. Certain important aspects of the Commercial bid are as deliberated below:- a) Commercial bid will be opened in respect of only those vendors who have been approved by the Technical Evaluation Committee. b) Details of all taxes must be given out separately as part of the bid rendered. c) Commercial bid will be evaluated by Financial Bids evaluation Committee for determining most responsive offer. d) The bidder shall submit their most competitive rates in their offer. 14. Force Majeure conditions: i. Natural phenomena, including but not limited to abnormally bad weather, unprecedented flood and draught, earthquakes & epidemics. ii. iii. Political upheaval, Civil commotion, strikes, lockouts acts of any Govt. (Domestic/foreign) including but not limited to war, proprieties, quarantine embargoes. In the event of delay due to Force Majeure for more than one month the contract may be terminated at the discretion of the BMHRC. Termination under such circumstances will be without any liability on either side. - Serious loss or damage by fire. - Any other causes which, at the sole discretion of BMHRC, is beyond the control of the contractor's.

ARBITRATION : Any dispute and or difference arising out of or relating to this contract will be resolved through joint discussion of the authorized representatives of the concerned parties. However, if the disputes are not resolved by joint discussions, then the matter will be referred for adjudication to a sole Arbitrator appointed by the Director BMHRC. 16. Payment Terms : a) 80% of payment would be released to Consultant after submission of structural design and working drawings with relevant details for execution of work of proposed RCC Foundations for Cooling Towers to BMHRC. b) 20% payment would be released after execution of work by the contractor and successful installation & commissioning of cooling towers. 17. In Case of any dispute post award of contract the Jurisdiction of courts would be at Bhopal. Director, BMHRC Page 5
