10 CEI-Bois Roadmap 2010 The European Confederation of Woodworking Industries (CEI-Bois) is continuing its Roadmap action plan to make wood products the leading materials by 2010 Key strategic processes: Building With Wood Living With Wood Wood in transport and packaging Wood in Sustainable Development

11 Biomass EPF convinced EU Commission to create a working group investigating the consequences of its policies on Renewable Energy Sources (RES) Strong input by EPF in co-operation operation with pulp & paper industry, forest owners and sawmilling sector Results were used by the EU Commission in its May 2004 Communication on RES: No increase in RES targets, in particular not for biomass! Additional efforts to develop other renewables Additional efforts to develop high-efficiency power plants

12 Biomass Action Plan The Commission recognised current distortions A Biomass Action Plan is being prepared that avoids undue distortion of competition, as requested by EPF Regional and national authorities will be tempted to continue subsidising or financing renewable energy sources, like wood

13 EPF recommendations to EC Policy measures should keep, not disturb existing markets and respect needs of WWI Encourage efficient harvesting and wood recycling Reasses availability of wood resources, based on reliable statistics Make analyses per Member State of the impact of economic instruments; they should be correctly used and targeted Examine and promote other biomass sources If wood biomass energy is used, it should be used efficiently Encourage research on all relevant issues

14 Modify Kyoto Protocol: Wood Products are Carbon Sinks European Commission writes: Wood plays a major role in combating climate change EPF proposes extension of the Kyoto Protocol: Include the use of wood-based panels as carbon sinks Target: COP meeting in Montreal on 28/11 9/12!

15 Formaldehyde - European developments SCOEL published recommendation for an OEL value of 0.2 ppm (8hr TWA) and 0.4 ppm (15 min STEL) Chemicals Bureau of the EU Commission is considering a potential reclassification of formaldehyde at EU level France already introduced a proposal for such a potential European reclassification EPF members are committed to produce only panels achieving the lowest emission level in the EN standards!

16 VOCs - European developments Germany notified to EC a draft decree on VOC emissions from (indoor) construction products Text is based on AgBB evaluation scheme and would create serious technical barrier to trade EPF and its members took action towards EC to extend standstill period EC invited EPF to contribute to evaluation of German reply, expected < 1 December 2005

19 PEFC recommends EPF standard PEFC decided to consider recovered wood as neutral, if it fulfills certain criteria The EPF standard defining the quality of recovered wood for the production of wood-based panels is recommended
