6 ASEAN Workshop on Social Forestry Madiun East Java, Indonesia, March 2005 Aimed at sharing of knowledge and experiences in social forestry development, Recommended the ASEAN Member Countries to develop cooperation in the field of social forestry through the establishment of an ASEAN Social Forestry Network (ASFN), through which the ASEAN Member Countries can strengthen initiatives and cooperation activities in achieving sustainable forest management while improving the welfare of the community.

7 ASEAN Social Forestry Network ASFN MEMBERSHIP: OBJECTIVES: to establish, operationalize, and strengthen the ASEAN Cooperation in Social Forestry, to promote policy and practices of social forestry where possible in ASEAN Member Countries, to establish and strengthen the ASFN information and communications system, to promote and develop support for the ASEAN Cooperation in Social Forestry. the members of the ASFN includes the government officials, experts and practitioners in social forestry.

8 Coordination with ASEAN Secretariat ASFN Indonesia, as Lead Country of the ASFN, has allocated the office space, the necessary facilities and human resources for the ASFN Secretariat, at the Ministry of Forestry of Indonesia. The relevant Desk Officers of the ASEAN Secretariat for ASEAN Cooperation in Forestry are consulted on regular basis.

9 ASFN Communication ASFN An official electronic mail account had been established for the ASFN Secretariat to communicate with ASFN Members and Partners at Inputs and comments from ASFN Members for activities undertaken have been received at this addressed administered by the ASFN Secretariat. Expression of interest from external parties outside the ASFN to take part in the ASFN Meeting and activities are also received at this address.

12 To Promote and Develop Support for ASFN (ASFN Objective, Rule 4 of ROP)

13 ASFN Project with UNDP funded by EC The 10 th ASOF Meeting, July 2007, Vientiane: Agenda Item 8.2: agreed in-principle to the concept paper that was developed under the purview of the ASFN for a joint programme in social forestry with partner organizations, for further development as an ASEAN project proposal. Agenda Item 14.7: noted that the proposed amount of funding is considerably large and more information are needed before going through ASEAN project appraisal process. ASFN Development: Proposal had been further developed with more information needed, with adjustment at the Title and the Budget to fit with the theme of cooperation for funding assistance and volume of funds indicated by the targeted Donor for proposal application in the year 2008; Budget of the proposal is now at EUR 2,632,662 and had been developed into detailed break-down; As much as 83% of the Total Budget is proposed to be sourced from the targeted Donor (EC), while UNDP and SEARCA will provide 12.66% and 1.44% of it, respectively. Local Government Units in participating Countries will provide office space and in-kind facilities that is estimated at 2.92% of the overall Budget.

14 ASFN Project with UNDP funded by EC ASFN Roles of ASFN: Under Two Components of the three-year EC funded project (Learning Sites and Knowledge Management), the Specific Activities for ASFN will be: a) At least one yearly Regional Conference on Local Forest Governance to be held back-to-back with ASFN Meetings; b) Publications on Local Forest Governance to be jointly published by the ASFN, UNDP and SEARCA; c) Reflection Visits to Project Sites by the ASFN Leaders. ASFN sits in the Regional Steering Committee of the project, together with the the identified funding donors (EC, UNDP and SEARCA) as well as Partners of the project (ASEAN Center for Biodiversity and the Asia Forest Network), which allows further discussion in the implementation of the project. Recommendation: The ASFN Meeting may wish to 1) take note of this development under detailed Budget of the Project and endorse the proposed ASFN Project with UNDP to be funded by the EC; and 2) endorse and make ASFN consolidated comments to the project proposal, if any; 3) support the project to undergo further appraisal process at ASEAN Secretariat.

15 Proposed MOU with RECOFTC ASFN Background: Pursuant to the ongoing discussions between the ASFN & RECOFTC on strengthening collaboration between the two Parties, the Executive Director of RECOTFC met with the ASFN Chairman at the ASFN Secretariat on 11 June 2008, which was followed with the proposed MOU drafted by RECOFTC to be signed by the ASFN and RECOFTC.

Developed brief project concept paper for the ASFN for further improvement according to the format of ASEAN as well as the targeted partner organizations.

29 Recommendation for further cooperation on forest tenure reform in Asia Promote international-wide forum, giving great attention to forest tenure reform Using lesson learned from experienced countries/organizations as conceptual idea to be applied for promoting forest tenure reform International organizations should response to the needs of any countries, where appropriate, to support an effort on forest tenure reform Exchange of information between and among countries an organizations to share knowledge about successful of forest tenure reform

30 Recommendation for further cooperation on forest tenure reform in Asia Greater coordination of research activities to support potential joint implementation initiatives under forest tenure reform is needed A range of representatives from international and non-government organizations (NGOs) and private sector should be invited to take part in the meetings of forest tenure reform International frameworks should be explored to promote grater cooperation Ad-hoc working group should be established to explore frameworks and options for improving forest tenure reform
