2 Aim of the debate: Islands have always evoked the image of a paradise, but today their green landscapes and the blue sea surrounding them are increasingly threatened. In their search to keep up a good standard of living for insular populations and to compete in a complex European and world economy, island economies often undergo sacrifices in their ecosystems, which are one of their best assets. The shortage of resources has significant repercussions for island economies. Right now islands are also facing up to the challenge of sustainable development. What might the model of sustainability adapted to an island be? What kind of sustainable development should be got under way in a small insular area? What is the role of island companies in this process? What are the limitations and difficulties that an insular company has to face on the island during this process? We are putting forward questions like these to which the 10 th INSULEUR forum will attempt to reply. Sustainable development is a model which seeks to maintain the objective of growth, reconcile economic progress and social development and the preservation of the environment, considering this to be a legacy for passing down to future generations. The sustainability strategies of insular areas must take into account that there are limits to growth through the insular situation. Drawing up sustainable territorial models on islands based on the estimation of the load capacity means a challenge which must be the subject of political and citizens debate in insular territories. More than just a concept, sustainable development has in fact become a new structure of business management integrating both strategic decisions and operative management. Economic profitability, social balance and environmental responsibility are no longer seen as opposing elements. Most companies consider sustainability as an opportunity to cut down operating costs, setting them apart from competitors, increasing staff s motivation and promoting loyalty in a clientele increasingly sensitive to environmental and ethical arguments.
3 The concept of corporate social responsibility (CSR) stems from this process. This concept means that companies integrate social and environmental concerns and economic activities on a voluntary basis. A business will get this approach under way for numerous reasons: to prevent and control environmental and social risks, innovate, create a market advantage, differentiation and brand value; to take into account customers or consumers needs in a more global sense, anticipate or adapt to regulatory limitations; to reduce their costs, enhance their image and preserve their credit in society; to encourage the staff to participate voluntarily and responsibly, to ensure efficiency, etc. Although the pressure of communication media on big businesses is very great at the present time in this domain, SMEs and micro-companies and particularly island companies are sure to be affected in the future; they cannot fail to get involved in this trend, which will gradually modify their practices and condition their development strategies. These are service-oriented practices, supporting companies in the integration of environmental concerns in their business as a whole, as well as in their organisation and operating systems, or product-oriented, when these practices help companies to manage better and optimise the products (goods or services) taking into account, from their conception, the entire range of their environmental impacts, throughout their life cycle. The aim of a company integrating sustainable development in its strategy and its operation is to ensure sustainable development over time, respectful with a system of social and environmental values, as part of a logic of continuous progress, involving actors inside and outside the company. The 10th INSULEUR Forum sets out to act as a centre for debate of these questions and of others with the representatives of 45 island Chambers of Commerce, representing local, national and European institutions, academic experts and European organisations defending insular territories.
4 At the three panels and a political round table, the idea is to analyse the values and problems of sustainability on the islands, the integration of renewable energies and of an appropriate management of water and waste on the islands, as well as sustainable development as a reference framework for a quality tourism. From Crete 2000 to Majorca 2010: the 1st decade of INSULEUR This year 2010 the Network of Insular Chambers of Commerce of the European Union is celebrating its tenth year of existence since the INSULEUR Articles were signed on the Greek island of Crete on 6th May 2000, with 26 European insular chambers of commerce taking part. The ambition to become a driving force of island development in strict cooperation with regional and local authorities and insular universities, in order to promote the viability of the economy, whilst developing the competitiveness of island economies was then, has been since and continues to be the main objective of the members of INSULEUR. First Greece, then Italy, later France and now Spain, have led the organisation until this has become a representative concern respected by the European institutions through its thoroughness as regards its contribution to the sustainable development of European insular construction. That is why today, 10 years later, INSULEUR wishes to pay due tribute for all the hard work done for the organisation s consolidation and growth and - much more important still everything that has been done to defend the economic and social interests of the European insular business fabric. All this has been possible thanks to the efforts made by different management and technical groups led by Elías Michalakis (Greece), President of INSULEUR ( ), Romano Mambrini (Italy), President of INSULEUR ( ) and Raymond Ceccaldi (France), President of INSULEUR ( ). For this reason, a publication commemorating the 10th anniversary of INSULEUR will be presented at a preliminary act before the official opening of the 10th Forum, in the framework of a celebration event, which will also pay homage to the first three top representatives of the organisation.
