6 P I L D AT E-Governance Initiatives by Government of National Capital Territory (NCT ), Delhi, India Preface Preface E -Governance Initiatives by Government of National Capital Territory (NCT ), Delhi, India is a background Paper authored by Mr. Rajesh Sharma, Member, Government of Delhi, IT Task Force, India for the benefit of participants of the Pakistan-India Legislators and Experts Dialogue on Sharing of Experiences on Governance and Democracy scheduled to take place on March 07, 2017 in Dubai, UAE. The author in this brief overview discusses the different initiatives taken by the Aam Aadmi Party in Delhi including the E-District Programme; the Planning, Digging and Monitoring System (PDMS); E-Office; Paryavaran Mitra (Manage Vehicle Pollution) and e-procurement. In his analysis of each initiative mentioned above he briefly discusses the intricacies of the initiative and the benefits it has for both the citizens and the Government. Furthermore, he touches upon the future prospects of each initiative taken by the Aam Aadmi Party in Delhi. Rajesh Sharma, Member, Government of Delhi, IT Task Force, India is an Electronics & Telecommunication Engineering Graduate with over 25 years' experience in Business Operations, New Initiatives, Strategic Planning, Regulatory, Business Development, Channel Management, Retail and Distribution. Mr. Sharma's core strengths are effectively managing cross functional teams, managing Strategy and regulatory environments and developing business specifically for the Information and Technology Domain. Currently he is a Promoter Director at Gram Connect Pvt. Ltd, where they provide consulting services in the field of Telecom, IT and FMCG businesses in the domain of Regulatory, Distribution, Retail and Market expansion. He also provides handholding to new startups in the field of Technology and Mobile space. He is an Advisor at the Indian Cellular Association- Apex body for Mobile Industry on regulatory and markets, to help formulate best practices for Growth of Industry and for the ultimate benefit of customers. 10 P I L D AT E-Governance Initiatives by Government of National Capital Territory (NCT ), Delhi, India Introduction The Aam Aadmi Party Government in Delhi is committed to providing transparent and efficient administration to the citizens of Delhi. They aim to achieve this via the various e-initiatives that are being implemented across departments. Some of these initiatives have been elaborated below. E-District What is E-District Project? E-District is one of the State Mission Mode Projects(MMP) envisaged to deliver District-Level Government to Customer (G2C) services Electronically. Indicative services planned to be delivered through this MMP include: (DeitY), Government of India is the nodal Department entrusted with the National Rollout of edistrict MMP across all States / UTs in the country. The procedure adopted is as follows: Pilot in few of the selected districts Assessment of Model Districts Apex Ministry Provisioning of Funds Development of Scope of Work, Service selection under MMP, standardization of forms, BPR, Risks and Success Factors Empanelment of Agencies-Service Integrator and SPMU Formation of District E-Governance Society (headed by DMs) and staffing Front end Delivery channels/outlets or CSCs Provision for connectivity/broadband Figure 1: Illustration of the E- District Application 1. Certificates: Creation and Distribution of Certificates for Income, Domicile, Caste, Birth, Death etc. 2. Licences: Arms Licenses etc. 3. Public Distribution System (PDS): Issue of Ration Card, etc. 4. Social Welfare Schemes: Disbursement of OldAge Pensions, Family Pensions, Widow Pensions, etc. 5. Complaints: Related to Unfair Prices, Absentee Teachers, Non-Availability of Doctor, etc. 6. RTI: Online Fling and Receipt of Information Relating to the Right to Information Act 7. Linking with other e-government projects: Registration, Land Records and Driving Licences, etc. 8. Information Dissemination: About Government Schemes, Entitlements, etc. 9. Assessment of taxes: Property Tax, and other Government taxes.. Utility Payment: Payments Relating to Electricity, Water Bills Property Taxes etc. Districts are the de facto front-end of the Government where most Government-to-Consumer or G2C interaction takes place. The edistrict project was conceptualized to improve this experience and enhance the efficiencies of the various Departments at the district-level to enable seamless service delivery to the citizens. Department of Electronics & Information Technology 1. Citizens can access services at the doorstep (CSCs) in an integrated manner 2. Cost savings for citizens on account of: i. Less number of Trips ii. Less Waiting Time iii. Can track status of applications iv. Savings of upto Rs 0 per txn (based on IIM'A Impact Assessment'08) 3. Empowerment of Citizens 1. Total economic benefits anticipated ~ Rs 1200 Cr per year 2. Modernization and Automation of District Administration 3. Responsive, Transparent and Accountable Service Delivery

PDMS (Planning, Digging and Monitoring System) is a web-based application designed and developed by GSDL (Geo-Spatial Delhi Limited) to bring together two major stake holders -road cutting agencies and road owning agencies on a single online platform and thus help the road cutting agencies and the road owning agencies to streamline their area of work by eliminating all manual work and gaining online access to all data and information related to the work, right from sending a new request for any kind of work till the end or the completion of the work. The software was made functional on November 24, 2016 and can be accessed at "pdm.delhi.gov.in". Road cutting is done by various road cutting agencies in Delhi (DMRC, DJB, DTL, BSES-Yamuna, BSESRajdhani, NDPL, Vodafone, Airtel, Reliance, DEN, etc). Before beginning any digging or structuring activity, a road cutting agency needs to seek permission from the road owning agency of the area concerned. Till now, approval was sought by road cutting agencies from the road owning agencies manually, i.e., by sending requests for approval with details of work and the estimated cost and time involved. The process involved a lot of paper work and time, and multiple visits to the concerned departments. For this, a User Id and Password has been provided to the nodal officers of every agency like DMRS, DJB, BSES-Y, NDPL, BSES-Rajdhani, etc. The officers is then able to send the details of the work along with the map (provided by GSDL) of the area concerned to the relevant entity. Similarly, all the nodal officers of the road owning agencies like South MCD, North MCD, East MCD, NDMC, NHAI, and PWD (division-wise), etc. will be provided a User ID and Password to gain online access to all the requests sent by the different road cutting agencies. PDMS is an application to be used by road cutting agencies and the road owning agencies, and is also open to the public for information on all approved work that is displayed on the public portal i.e. on the homepage. This application will help road cutting agencies to send their requests online. A visit to the nodal officers of the Road owning agencies is not required. Thus it will save precious time and the cost associated with multiple visits. In the coming years, this online application will not only help in the smooth running of the work undertaken, but it will also help to monitor the work and the related agencies; ultimately making the work transparent, easy and fast. E-Office What is e-office? e-office is a workflow based product for enabling an end to end electronic file movement across the Government. Using e-file, user can create electronic files, add noting's in the files, create draft for approvals and attach correspondences in an easy and user friendly way. e-office is aimed at increasing the usage of work flow and rule based file routing, quick search and retrieval of files and office orders, digital signatures for authentication, forms and reporting components. In simpler words, e-office is a journey towards a paperless or less-paper Office. The e-office Delhi Project is being driven by the Department of IT, GNCTD. NIC is the technology partner for implementing e-office. NIC has developed the software and provides hosting services as well. A Project team has been created in the IT department to centrally manage and resolve IT issues and provide training for the same. Key benefits are as follows: 1. Improved efficiency in working 2. Bringing in transparency in the system 3. Viewing of files based on roles 4. Search and view file at any point in time (Based on hierarchy) 5. File can be retrieved anytime 6. Alerts on urgent files where action is required 1. Existing departments: Strict guidelines to move all files on e-office 2. Rollout in remaining department

Paryavaran Mitra is a software developed to generate an online Pollution Under Control Certificate (PUCC). This software also provides the following services: 1. Reminder to renew the PUCC owner SMS 2. As soon as the test is over, the details of PUCC are sent on SMS. 3. Online status of open PUC centres 4. Online checking of genuine PUCC 5. Information on failed vehicles in pollution checking 6. MIS reports to department ( An agency engaged by the Transport Department was independently providing this service. The PUCC data was transferred to a server in the Transport Department on a regular basis. The software was working in a client server mode. The transfer of data to the transport servers was manual. Additionally, the entire data of each PUC centre was kept on a local computer. The operator had an option to freeze the readings at any desired point of time. Most of the Pollution Checking Units had a common password. The data entry of the vehicle was manual. The operator had to enter the required details of vehicles. The PUC parameters were checked on the details entered. To modernize the entire process, the Transport Department had decided to go online for the generation of the PUCC. Delhi egovernance Society (DeGS) was assigned with the task to develop the system to generate online PUCC and to provide a citizen facing environment Availability of PUC Data for analytics Integration with Vahan MIS Real time capturing of data has opened various opportunities. Some of them are listed below:1. Work on removing paper base issuing of PUCC, as everything is available in real time basis. The field inspectors may validate the PUCC using any handheld device. But it will require a modification in the central rule. 2. Data containing values of various parameters like CO2, OH, etc. has been taken. The Government of Delhi does not have much use for that but activists, scientists may use this data for the study. This data may be put on an open domain to be used by those making sense of this. 3. There is a need to standardize the output of pollution checking machines. A few machines have been manualy controlling the Pollution reading process. Every machine has its own format to display the output (data of pollution check). There are a few models that display data as soon as they sense the smoke/gas, whereas there are other models that only send the output when triggered to do so. The documentation of these machine either do not exist or is not in the required state. The Transport Department may take up this issue with the Automatic Research Association of India and other concerned agencies to standardize the output. e-procurement 1. Online checking of PUCC 2. Alerts/reminders to citizen and PUC owners 3. Easy and faster service 4. Online display of PUC centers What is e-procurement? The e-procurement system provides a single online window to all the businesses to interact with the Government with respect to procurement processes and government tenders. The solution resulted in a streamlined procurement process, real time status updates and more transparent and trustworthy procurement environment. It also resulted in massive paper, time and cost savings, both to the Government and Businesses Sector. The website which can be accessed at was launched by the NIC. Key benefits are as follows: 1. Information on failed vehicles in pollution checking The tender submission, opening, awarding and post tender activities had issues of seamless performance and transparency. This led to delays in the entire The Delhi egovernance Society has developed the software for Paryavrana Mitra under the guidance of the Transport Department, GNCTD. The software is hosted by the NIC Cloud.

The trust between vendors and the government was shrinking and at the same time there was a possibility of cartelization. Performing consolidation of all the tenders opened, awarded and completed was also a tedious jobs. Thus both the, Businesses Sector and Government were looking forward to a common platform which was transparent, quick and provided ease of use to both the parties. Administrative: 1. The Govt. of the NCT of Delhi issued a circular to all Departments for procurement (Tenders above Rupees Two Lakh for Goods, Work & Services) to be done on the NIC E-procurement system (GepNIC). This was a well thought out strategy to restrict the usage to big tenders. Manual tendering was being carried out for tender value of less than INR. 2 Lakhs. 6. Considerable increase in the no. of tenders processed 1. To automate the process of EMD submission 2. To promote usage of eprocurement software by all departments Beside the above mentioned points the Delhi Government is also implementing/has implemented the following: IT: 1. Software has been developed and hosted by NIC 2. ncode company has been hired for issuance of Digital Signatures 3. Separate Helpdesk for Department (Delhi Sachivalaya) and Vendors (Vikas Bhawan-II) has been created. In addition to the above, Facility of Call Centre has also been established to provide support to the users. 4. Continuous Training sessions were conducted for department officials & vendors. Around 2,000 department officials & 3,500 vendors were trained through these training sessions. 1. Considerable reduction in the Procurement Cycle timelines 2. Periodic monitoring of processes and improvement action plans 4. No deviations from standard procurement process by both the parties 5. Compliance to the regulations built into the system itself 12 An Integrated Health Management System where in they have integrating all the Government Hospitals, Mohala Clinics, Dispensaries, Mobile Clinics and Labs to provide best health care services to the citizens of Delhi. An Online platform for service delivery for the Legal Metrology Department to deliver licenses to help small businesses of retailer and traders. A Centralized admission system for all the schools among others.
