2 ICTD Project - Objectives To demonstrate and to build further on the use of ICT for improved governance through sustainable pilot initiatives in delivery of key public services To encourage active Business Process Reengineering efforts to make procedures simple, rule based, non-discretionary and transparent thereby facilitating use of ICT on sustainable basis and outsourcing of functions. To build Public-Private Partnerships in ICT applications for governance. To develop solutions and applications based on open source and other technologies that would improve access to and reduce cost of ICT applications. To support the process of formulating master plans and road-maps for e- governance. To document lessons learnt for horizontal transfer of success stories
3 Physical /operational Achievements 20 pilot initiatives supported, in phases, in various parts of the country; 8 completed, 11 others due for completion in June 2009, initiative on RTI yet to get off the ground Models of integrated citizen s service delivery through one-stop-shop : Bangalore One mainly for payment of utilities bill, property tax, passports etc Sugam Centres mainly for delivery of District Admin. Services like RoR, Licenses, transfer of property etc. DRISTI for delivering Panchayat related certificates Birth/ death caste/occupation / BPL VIS - for delivery of Government and private services Models of Government transformation / BPR - e-procurement -Process re-engineering, Amendment in KTTP Act, PPP - DRISTI - Double Accounting in PRIs - m-government mainly G2G information sharing and reporting
4 Models of enhancing rural livelihoods contd e-krishi Platform for farmers and traders for agri-business transaction Mahiti Mitra GIS based planning and entitlements for government benefits INCOIS- Real time potential fishing zone information ASHWINI Vocational training, real-time consultation with agri-experts EDSS- Entrepreneurship development among youth MITRA - ICT enabled micro-finance operations OCAC- Livestock care and enhancement of their productivity VASTRAM Video consultation (like telemedicine) and Voice assisted access to web portal Models of empowerment (especially women) - Mahiti Manthan Production and broadcast of radio programmes on health, education, livelihood, participation in decision making; video production by rural women on local issues - e-justice Dissemination of laws in simplified manner specially relating to women s rights - SEWA Training to women on occupational skills -ICLIS- Citizen s eligibility identification system for various schemes of Government based on gender, age, caste, income, area etc.
5 Pilots already taken up for upscaling DRISTI to other districts by W B Government E-krishi to other districts of the State through PRIs E-procurement other State Governments wish to replicate VIS- merged with e-gram Vishwa Gram Programme of GoG Bangalore One Additional centres (from 17 to 50) planned by GoK Sugam centres GoHP wants to replicate in other districts held back because of absence of suitable means of financing
6 Initiatives that can be replicated through CSCs Mahiti Mitra Community centred information provisioning and partnering with Government Ashwini / VASTRAM Tele-services on health, education, agriculture, livelihood, veterinary services etc through low cost videoconferencing SEWA and VIDIYAL - ICT based training and learning centres for women
7 Initiatives with no proposal for replication presently e-justice due to limited usage among the community and lack of enthusiasm for State Government EDSS inability to adequately generate tangible outcomes like creating new entrepreneurs as envisaged Mahiti Manthan Good initiative for empowering women but lacks support from MSK or State Government for replication
8 Initiatives on trial PEDO ICT based micro-finance services INCOIS- Real time provisioning of information on potential fishing zone M-Government for G2G and G2C services VIDIYAL ICLIS Indian citizen eligibility identification services OCAC ICT for livestock care and improvement

10 Looking to the future Program outcome evaluation / impact assessment of the project Sharing of lessons learned with representatives of Central and State Governments working in the area of decentralization, health care delivery, education, livelihood promotion, women s empowerment, administrative reforms, with participation of other stakeholders / experts involved in similar initiatives Evolving a national framework and strategy for application of ICT in various social sectors / governance domains Formation of inter-ministerial steering group for implementation across departments and synergise with MMPs of NeGP

17 ICTD Project - Demonstrations Technology is only a vehicle not an end in itself Requires a variety of actors like Community Based Organisations, NGOs, PRIs for mobilization and acceptability Requires strong local base to collect and update local information Capacity building and training of actors at village level required in addition to others like officials and PRI members
18 ICT s role in development framework Based on the premise that - Information / knowledge is the basis for kick-starting any developmental activity it lies at the root of developmental cycle Developments in the ICTs have provided an enabling platform for this. We can ill-afford to neglect this opportunity. Many of the Government and private services can now be provided virtually But a meaningful ICT intervention must create value for : Citizens Government Service Providers
