Introduction Information Technology Department, Government of Jammu & Kashmir is planning to rollout Common Services Centers under the name of Sahuliyat Centers to cover every Gram Panchayat in the State to deliver various Government to Citizens (G2C) Services, Departmental Services (Collection of Electricity Bills, Water Bills etc), Banking, Insurance, Education-eLearning, Digital Literacy, Internet Browsing Services to Citizens, Tele Medicine, Health Services & various B2C Services & e Commerce which will bridge the GAP of Digital Divide between Rural and Urban population and empower Citizens using ICT technologies. All Line departments would be utilizing these centers for their services. These centers will be run by women/men who will selected by IT Department in consultation with CSC e-governance Services India Ltd. (CSC-SPV), and the respective Deputy Commissioners of the Districts. Village Level Entrepreneurs (VLE) will be identified and one time Capital expenditure will be supported by government and Operational Expenditure will have to be taken care by VLE and she/he will be able to earn minimum Rs.10, 000/ month by delivering these services. This project envisages covering all the 4201 Gram Panchayat s in next 3 years in a phased manner. These CSC Centers will cover nearly 8387 villages across the State. These centers will be positioned as Change Agents by promoting Rural Entrepreneurship and also building rural capacities and livelihoods. 2. About CSC e-governance Services India Ltd. (CSC-SPV) The Government of India under Common Service Centres(CSC) Scheme has approved the setting up more than 100,000 internet enabled centres / CSCs in rural areas under the National e-governance Plan (NeGP). As per the CSC Scheme, a Special Purpose Vehicle (SPV) has been formed by Ministry of Communication and Information Technology, Department of Electronics and Information Technology (DeitY), Government of India, so that the Government can progressively migrate to an e- Governance platform and enable services through the CSC network. The CSC SPV which is named as 'CSC e-governance Services India Limited' has been incorporated under the 3

4 Companies Act 1956 on 16th July The CSC-SPV is proposed to adopt various roles. At the basic level, the SPV is conceptualized to monitor the CSC Scheme and its outcomes on behalf of the Government at the National and State levels Service Delivery through CSCs Today, CSCs are delivering a variety of services to citizens in rural India, changing the way they learn, communicate, manage their livelihoods and access government, health, and financial services. State Governments across India are leveraging the Common Services Centers for improved access to public services in rural India. Currently, over 50% of transactions completed at CSCs are for various Government services. One of the key focus areas for the CSC Scheme has been to ensure financial inclusion through the network of CSCs in rural areas. CSCs across the country are providing financial services including banking (as banking correspondents), micro-finance and insurance service, with over 20 lakh transactions being under taken at CSCs each month. They are also actively involved in spreading awareness about various banking services in rural India. Physical Requirements All these centres will be located in the Gram Panchayat building against the availability of separate room; if the room will not be available then the VLE selected will have to set the centre in private locations, which should be easily accessible to the citizens living in the locality. In first instance, Information Technology Department and CSC-SPV in consultation with Rural Development Department will identify all the Panchayats with Space and Internet Connectivity for smooth functioning of the project. IT Department and CSC SPV will ensure that the Internet connectivity will be taken from the available and reliable services providers in the Gram Panchayat. Service provider will be evaluated on Reliability, Affordability and ease of Management The entire operation cost of the center will be taken care by the VLE. A typical center would have Good condition RCC Roof with SFT Space in GP if available or at private identified location. 2 Tables and 5 chairs It should facilitate 2 Computers, Laptop, Printer, UPS Easy access to citizens Power connection with a separate Meter Separate Entry & Exit for VLE so that the working hours will be flexible and also it will not disturb the Panchayat Operations. 7

9 Selection of the VLEs will be based on PPP Model, where the VLE will be a private person and will be appointed by Information Technology Department, Government of Jammu & Kashmir. Steps to be followed in the selection process will as follows: Step 1 IT Department in collaboration with CSC- SPV will give the advertisement in all the leading papers of J&K to invite the application Step 2 Citizens who will be interested can fill the form online at or can fill the form manually in their respective DeGS Step 4 Interviews will conducted only to the shortlisted candidates by the committee to select the VLE Step 3 All the forms will be scrutinize by the committee formed by IT Department to shortlist the candidates Step 5 OMT ID will be generated by CSC e-governance India Services Ltd. (CSC- SPV) to avail the services Terms & Conditions for Selection 9 One CSC centre to be selected in each Gram Panchayat in Rural Area. One CSC centre to be selected in each ward in Urban areas. Candidates selected should be a resident of the same Gram Panchayat/Ward for which the CSC is created. Candidates selected should fall in the age group of 18 Years to 50 Years.

10 Candidates selected should have cleared 10 th Examination. He should have knowledge of computers. IT/Computers related education is preferable. Candidate should be keen to establish business. Candidate to be selected from any Gender. Female/Male/Transgender. VLEs to be appointed from all sections of the society means (No religion bias/no caste bias/no Category bias). If more than one application is received, then IT Department will select the best suited. PAN Card is mandatory. ID and password will be generated by CSC-SPV for selected VLEs and the information will be ed to the person on his/ her registered ID. Process for registration and wallet creation is mandatory to avail services. The process flow is available on under Services in CSC Manuals. Applications will be rejected for a location where there is already an existing CSC centre. VLE preference to be given to the weaker section of the society. 9. Day to Day Operational Issues Ministry of Communication and Information Technology, Department of Electronics and Information Technology (DeitY), Government of India will give the funding to appoint two resources in each district to support the VLEs. The funding of these resources is defined in CSC 2.0 by GOI for 4 years. The issues if any of the VLEs will be handled carefully in the following pattern. 10
