3 Viet Nam s targets on improving EoDB indicators Annually, the Government approves a Resolution (named Resolution 19) on improving business environment and enhancing competitiveness. Based on international standards (10 indicators of EoDB), including TAB Simplify procedures and documents; reduce time, cost and risks for doing business Targets: Reaching equivalent level of ASEAN 4 (including Malaysia, Philippines, Singapore, and Thailand) by the end of 2016; and ASEAN 3 (including Malaysia, Singapore, and Thailand) by the end of Set detailed solutions and tasks for each ministry/agency and provinces. Viet Nam s targets on improving TAB Targets of TAB: Reaching equivalent level of ASEAN 4 by the end of 2016: Reduce time of TAB to 10 days for exports and 12 days for imports (basing on approach of EoDB 2015) Reaching equivalent level of ASEAN 3 by the end of 2020: Reduce time of trading across border to 41 hours for exports and 46 hours for imports (basing on approach of EoDB 2016, including domestic transport time) Detailed solutions and tasks for customs department and related ministries/agencies. Operate the automated customs clearance system Implement NSW and technically connect to the ASEAN Single Window accelerating administrative reform towards an e-government Reform administrative procedures Take drastic measures on specialized inspection of exported and imported goods Communication plan with extensive propaganda activities. 2

4 Legal and regulatory changes for implementing NSW NSW is stipulated in the Customs Law 2014 and Decree 08/2015/ND-CP by the Government National single-window system means permission for customs declarants to send information and electronic documents for customs formalities and formalities of related regulatory agencies to imported and exported goods through an integrated communication system. Regulatory agencies shall decide goods that are permitted to be imported, exported and transited; customs authorities shall make decisions about granting customs clearance and releasing goods on the integrated communication system (Item 3, Article 4, Customs Law 2014). Viet Nam officially started the implementation of the NSW and technical connection to ASEAN Single on 08 September, Resolutions (No 19) incorporate evidence-based recommendations for simplifying of import-export procedures and implementing NSW (for improving TAB indicator) Establish the National Steering Committee: Members are government leaders and senior officials of the ministries set out the policy decisions, strategic orientation as well as promptly remove obstacles in the implementation of NSW. Ministries plans for comprehensive reform of administrative procedures and implementation measures in the period. Ministries guidance on how to implement NSW (under the form of joint circulars). Process and technical changes The NSW connected with nine ministries and four ASEAN economies, namely: Finance; Industry and Trade; Transport; Agriculture and Rural Development; Natural Resources and Environment; Health; Science and Technology; Information and Communications; Culture, Sports and Tourism. Indonesia, Malaysia, Singapore and Thailand. The National Steering Committee cooperated with relevant ministries/ agencies to review, evaluate and modify processes and plans to streamline export and import documents and procedures for enterprises after connecting to the NSW and the ASW. Ministries/agencies improve system of information technology; and apply electronic procedures. 3

5 Results Eg. Import of construction vehicles: Before connecting to the NSW:» Enterprises needed to go directly to the Ministry of Transport (MoT) and customs office» Enterprises had to complete 14 manual steps to obtain registration certification; go back and forth at least three times to MoT and customs office (given all procedures and steps are correct).» Time was days. After MoT connected to the NSW:» Enterprises only need to register and receive results via internet» The time is shortened to only 2-3 days With the NSW, enterprises complete required clearance procedures online without submitting any written documents, it is expected to cut customs clearance time by 80% If customs clearance time is shorten to 10 days (as targeted by the Government), demurrage and storage will reduce about US$ /each shipment. Challenges Limitations on infrastructure of information technology. Financial resource Procedures of specialized inspection of exported and imported goods Time for customs procedures: 28% Time for specialized inspection: 72% Inconsistence among regulations issued by different ministries/agencies. 4
