3 1 INTRODUCTION The purpose of this report is to provide information on the monitoring and maintenance of the District of Elkford s water distribution system for 2016, as is directed by Interior Health and mandated by the Drinking Water Protection Act. The Drinking Water Quality Monitoring program generates data for the continuous trending of the community s water quality in a reliable and systematic way. The program allows for potential health hazards to be quickly identified and corrected and for consumer enquiries to be accurately addressed in a timely manner. Included in this document is a brief introduction to the District of Elkford s water distribution system, 2016 consumption information, the drinking water monitoring and testing program, and major improvements made to the system. A summary of all water sample analyses results collected in 2016 is also provided. The information contained herein collectively serves to confirm and verify the distribution system s continued performance in delivering a safe and sufficient supply of drinking water to the community. 2 WATER DISTRIBUTION SYSTEM OVERVIEW The District of Elkford s municipal water system is comprised of four groundwater wells for potable water, four above ground reservoirs, two non-potable groundwater wells, a water system from Boivin Creek, and approximately 40 km of pipes. Potable water is distributed to three Zones: Zone 1 - Boivin North, Town Centre and the old industrial area Zone 2 - Abruzzi Heights, Chauncey Ridge, Balmer Knoll and Deerborne Subdivisions Zone 3 - Industrial Park Zones 1 and 2 are connected, while Zone 3 is independent. 3 WATER SOURCES The District draws water from a groundwater aquifer through the groundwater wells. The District identified the need to map the aquifer to ensure the long-term sustainability of the water source. The aquifer has not demonstrated any replenishment issues when water draw tests were conducted, however, the tests did not estimate the capacity of the aquifer. The District also holds a water license to draw water from Boivin Creek. This source of water would only be used in an extreme emergency as extensive restorative work would be required to the infrastructure. See maps referenced in Appendix H for the location of the wells, reservoirs, and water zones. Pumps in the wells are triggered by falling water levels in the reservoirs. Page 1

The pump is inside an 8 pipe inside a 14 well casing. Balmer Well: Currently not in service has been physically disconnected from the main water supply Located beside the driveway of the Rocky Mtn Elementary School on Balmer Drive Well is 80m ( feet) deep B. Surface Water 1. Boivin Creek Intake: Currently not in service Located 3 km beyond the end of Natal Road A portion of Boivin Creek was diverted into settling pond from which water can be drawn into the water system. 7 B. Zone 1 and 2 Connection If the Balmer Knoll Reservoirs have a tank level above 80%, water can be dropped from the Balmer Reservoirs through the Boivin Intake. During normal operating conditions, this process happens automatically if the Town Centre Well does not maintain a reservoir level of 80%. In order to maintain sufficient volumes and maximum flow rates at hydrants, operators may be required to turn Service Commercial #1 or #2 pumps into the manual position on the control panels in the buildings to assist the Balmer Knoll Reservoirs to maintain a level higher than 80% level during high water usage events, such as a major fire. 5 DISINFECTION SYSTEM The District has a Primary disinfection system on the Town Centre Well and the Service Commercial Wells 1 and 2. There is one disinfection unit at the Town Centre Well, while the Service Commercial Wells #1 and #2 share a unit. The units have a small footprint and reduced environmental handling concerns. The units were installed into existing buildings. 1. System information: PPG AccuTab System dry calcium hypochlorite tablets produce a hypochlorite solution. A chlorine injection line injects a minute dose of chlorine into each well (when in operation). An automatic chlorine analyzer continuously measures the free chlorine residual in the treated water. Low and high chlorine alarm set points will notify Water Department personnel through a telephone auto-dialer should either set point be reached. Chlorine residuals are monitored on a bi-weekly basis from various locations in the distribution system. A minimum residual of approximately 0.2 mg/l free chlorine is maintained throughout the distribution system and at the reservoirs. 2. Distribution Network The treated water enters the distribution system at the wells. The pipes in the system range in size from one (3/4) inch to 18 inches in diameter and combine to make up approximately 40 kilometers of pipe. System pressure ranges from 25 to 150 psi at the consumer level. In 2017 the District is engaging in a Pressure Management Project aiming to reduce the excessively high pressures. This will mitigate the additional stress on the system and increase the useful life of the infrastructure. Page 5

For example a wet summer leads to less water usage. The warmer 2016 fall resulted in residents not turning on bleeder valves as early resulting in considerable water savings. 7 TESTING AND MONITORING PROGRAM The water quality monitoring program includes source and distribution system monitoring. Routine bi-weekly samples are collected at each well head and predetermined sites within the community. These samples are collected by District of Elkford staff and forwarded to a BCCDC for microbiological testing. Page 7

10 Lab results along with consumption and turbidity are reported to the Public Health inspector on a monthly basis. In 2016 a total of 200 samples were analyzed for total coliforms and E.coli with no positive results. As per schedule B of the Drinking Water Protection Act the District of Elkford is required to analyze 4 samples per month. To emphasize the District of Elkford s commitment to providing safe drinking water the number of samples analyzed in 2016 was approximately 17 per month on average. The District of Elkford also conducts full spectrum analysis on each source on an annual basis for physical and chemical parameters, as summarized in the appendix. 8 SYSTEM MAINTENANCE AND REPAIRS SCADA programming updating was performed by MPE Engineering Ltd to help improve system dependability. There is two years remaining on this upgrading program. The District of Elkford has adopted an operations and maintenance (O&M) program that includes reservoir draining and cleaning on an approximate 10-year cycle, (very low sediment in Elkford water does not allow for an accumulation of sediment in the reservoirs); annual hydrant inspections, maintenance and flushing, valve exercising, and dead end main flushing. In 2015, 7 service line leaks were discovered and repaired, a decrease of 5 over the previous year. In 2016, 15 service line leaks were discovered and repaired, an increase of 8 over the previous year. May 27, 2015 it was discovered that the wood stave reservoir was experiencing some weeping. It was inspected and it was determined that it may require some upgrades in five years time. Monthly operations reports on the water system are provided to Interior Health (IH). The District of Elkford has developed a GIS Mapserver which is currently under development and is intended to be used to access maintenance information by Systems staff. All of the District of Elkford s visible water infrastructure (i.e. water main valves, fire hydrant service valves and fire hydrants) were surveyed by a Global Position Satellite (GPS) in The data from this survey has been added to our mapping data base to improve the accuracy and reliability of our maps. The District has since acquired a RTKGNSS (Real Time Kinematic Global Navigation Satellite System) receiver and base that will allow even more accuracy within the mapping system. It also will allow operators to accurately locate valves needed in the winter to be accessed in an emergency. 9 SYSTEM IMPROVEMENTS A SCADA master plan was developed for future SCADA upgrading. In 2015 the District of Elkford upgraded the PLC s in the Town Centre and Service Commercial 2 Well Houses and added larger UPS backup In 2015 the booster pumps were removed and a flow meter was installed in the Abruzzi Heights Booster Station. This allows for monitoring the flow and potential water loss in the Abruzzi Heights subdivision. In the future, this building will be referred to as the Abruzzi Heights PRV Station. This was followed up with leak detection being completed in that subdivision in Page 8

11 In 2016 the PLC at the Boivin Creek Booster was upgraded. The District of Elkford Engineering Technologist has been developing an Asset Management Plan that will be a guiding document and working document under yearly review by a committee. This committee will include at least one certified operator. The District of Elkford passed Bylaw No. 769, 2015 which is the Bylaw to Regulate Outdoor Water Usage. The changes included changes to the allowable water days and well as changes to the allowable times. To view this bylaw in its entirety please visit our website at 10 METERING The only metering recorded in the District of Elkford Boundaries was at the source until 2015 when a meter was installed in the Abruzzi Heights PRV Station. 11 EMERGENCY RESPONSE PLAN (ERP) The ERP was completed in 2011 all contacts are updated as necessary. 12 OPERATOR EDUCATION AND TRAINING The District of Elkford has established a training program that follows EOCP guidelines for required training. Operators have been qualifying to write exams as per EOCP guidelines on an ongoing basis. A. The District of Elkford currently tests and tracks 29 backflow assembly devices located on various Town owned/operated facilities. February 2014, the Municipal Council approved Bylaw No. 756, 2014 to Establish a Cross Connection Control Program and Process for the District of Elkford. This bylaw includes specifications for proper devices for any new construction. After construction, the backflow devices installed on private buildings will be added to our database so that we can track and record the testing history of each assembly installed within the District of Elkford. Currently the District of Elkford tracks all Town owned and maintained facilities. We have engaged MTS Training Systems Inc. to provide a tracking system. Page 10

13 14 SCADA SYSTEM Within the Supervisory Control and Data Acquisition (SCADA) system numerous control parameters are in place allowing District of Elkford staff to make changes on an as-needed basis according to ongoing process changes. The following facilities listings itemize all currently in-place SCADA control parameters. Remote access via cell phones and / or tablets allow operators to monitor the system and acknowledge any alarms. Trending and reporting continues to be compiled into monthly and yearly reports. Operators conducting manual checks of all facilities three times a week continue to record flow data. This is the data used to compile reports. Over time as confidence in the SCADA system increases we expect to switch over and use the information compiled by the SCADA system to compile reports. 15 EVENTS/EMERGENCY RESPONSE December 24 th, 2015 around midnight a water main break came to the surface. Operators were able to make the repairs and reestablish service to the area on December 26 th around noon. The 22 residential properties affected were provided with bottled drinking water and buckets of water for sanitary use in the meantime. Extremely cold temperatures added to the challenge. 16 FUTURE PLANS FOR 2017 Continue to make improvements to SCADA system; Conduct night flow analysis for leak detection (spring/fall); Create a source protection plan Prioritize and carry-out leak repairs; Work with Engineering firm and contractor to install zone metering and pressure reducing stations. Design will take place for the infrastructure replacement in Abruzzi Heights as part of an entire subdivision rehabilitation plan. Page 11

14 17 SUMMARY The District of Elkford has worked with local Health Officials since 2002 to develop a water quality monitoring program that exceeds the Drinking Water Regulation. The Town will continue with this monitoring program as part of its commitment to deliver a safe potable water supply to consumers.
