1 H2020 Call Critical Infrastructure Protection topic 4: Protecting potentially hazardous and sensitive sites/areas considering multi-sectorial dependencies Deadline Date :00:00 Link: 9-drs html Scope: Specific challenge: There is a need to better understand how society as a whole might be affected by risks of accidents, natural disaster or terrorist attack on sensitive sites/areas (involving potentially hazardous substances), in order to enable effective protection measures to be developed. In this respect, the breadth of impacts from Seveso type sites/areas has to be investigated, considering multi-sectoral (inter-)dependencies (notably transport, energy, communications, water). This implies developing knowledge on multiple types of sectors and socio-economic conditions around Seveso type sites/areas that might be affected by accidents, taking into account the type of sites/areas, CBRNE substances of concern, the vulnerability of various sectors and their dependencies/interactions and of the population, risk evaluation based on advanced decision making techniques and scenarios mimicking different levels of severity of impacts. Scope: Research should include : 1. analysis of risks and strength/vulnerabilities 2. identification of alternatives resources 3. focus on the development and testing of - Qualitative methods that involve identifying links between sectors (multi-sectoral dependencies: systems and connection nodes definition and modeling) and evaluating how impacts from a Seveso type accident might affect them (cascades effects). - Quantitative impact assessment tools should also be developed to evaluate socio-economic impacts of such accident. NOTE: Small-scale demonstration activities focusing on SMEs should be considered. 1

2 Budget 3-5 mln Expected impact: - better preparedness to Seveso type site/area related accidents via improved protection measures (including people training and education); - more effective assessment and decision-making related to the potential severity of a CBRNE (Chemical, biological, radiological and nuclear defense) accident, in particular regarding ways to decrease the cost of this kind of crisis and develop adequate protection measures in the light of established policy goals: - better risk assessment to evaluate different sectors, regions or populations for comparing them in terms of relative vulnerability to help set priorities that can guide the allocation of protecting measures financing appropriately; - enhanced understanding by policy-makers and other stakeholders on how multiple sectors, community, region or nation could be affected in total by an accident from a Seveso site/area, and what the total impact might be (material, human, economic). The action is expected to proactively target the needs and requirements of public bodies and industry. The outcome of the proposal is expected to lead to development up to Technology Readiness Level (TRL)5; please see part G of the General Annexes. Type of action: Innovation Actions Abstract of the idea - DRAFT The recent mega-earthquake and tsunami occurred in Honshu island (Japan) on March 11, 2011, provoked dramatic effects to the cities and infrastructures along the coastal regions. In particular, most of the attention was devoted to the reduction of the nuclear crisis of Fukushima NPP. Indeed the large tsunami wave, generated by the megaearthquake, directly hit the NPP and overpassed the control procedures, thus resulting in a system failure. The main consequences were the dispersion of radioactive material around and in the ocean, and a natural disaster hit a large area around the NPP. Following the Fukushima event, the scientific and technical community has realized that the best practices for the management of critical infrastructures, the improvement of the 2

3 prevention and the mitigation of possible disasters cannot be postponed. In such scenario, H2020 has proposed the two Calls above, both probably fitting the aims of the present work. We propose to investigate potential hazards present and to mitigate the risk to critical infrastructures prone to such risks. Moreover, cascading effects will be deeply analysed in order to foresee unexpected secondary risks. In order to deploy actions able to mitigate such risks, we propose the application of multidisciplinary approaches, based on the use of GIS and Webgis solution, Satellite remote sensing data (addressed to the investigation of surface displacements of the infrastructure itself and the environment around) and in situ measurement techniques. In addition, site surveys, UAV aerial survey, geological data, geophysical measurements are suitable to be used. Concerning the infrastructures, we have focused on power plants (NPP, electric lines), Dams, major railway facilities, gas and telecommunication. Expected Output WEB System + remote sensing data (OPTICAL + SAR) + UAV DATA, IN SITU DATA, 3D DATA OTHER? IPTSAT Our idea is to develop a DSS Decision support system based on a 4D webgis application able to publish temporal scenario for the future days impact analysis. In this application will be very important to produce also a large number of 3D scenario in augmented reality, our 2 application, able to simulate the disaster impact in different domain (railways, highway, airport, port, industrial sites, energy network, gas network), able to work in hardware future device like MICROSFOT HOLOLENS, GOOGLE NEW GLASS (IN FIERI), SAMSUNG OCULU RIFT 3
