Successes and challenges: An overview of ongoing assessment and remediation activities at Environment Canada s High Arctic Weather Stations 2015 RPIC Federal Contaminated Sites Regional Workshop 2015 Westin Edmonton Derick Poirier, Meggan Sine (Environment Canada) June 4 th, 2015
Overview of Presentation Objective: share the EC experience and encourage discussion. Interested to hear from others regarding lessons learned and opportunities to collaborate on work in the north. Outline: Overview of High Arctic Weather Stations (HAWS) in context of EC s Meteorological Service of Canada Common characteristics and challenges Contaminated sites work to date and future plans Page 2 June 24, 2015
EC- Meteorological Service of Canada - Forecasts, research and information about past, present and future conditions of atmosphere, climate, water, air quality, ice conditions. Exeter Radar, ON Whitehorse Automated UAS, YT Page 3 June 24, 2015
Meteorological monitoring and research activities Hydrogen Building; Mould Bay HAWS, NT Releasing a weather balloon Eureka, NU PEARL (Eureka), NU Page 4 June 24, 2015
Page 5 June 24, 2015
Mould Bay HAWS, NWT Runway Station Creek Causeway High Arctic Weather Stations - Established for the purpose of radiosonde observations (upper air pressure, temperature, humidity, wind speed Page and 6 June 24, direction 2015 data) NRC Seismic observatory Building
Common characteristics of HAWS Further north than many other federal properties Page 7 June 24, 2015
Designed as large, self-sustaining properties which would be used year-round Isachsen HAWS, NU Mould Bay HAWS, NWT Similar contamination (extent, observed concentrations) Page 8 June 24, 2015 Lack of maintenance at closed stations
Existing land claims and negotiation of future land use Not many communities nearby Must consider NWT and NU devolution Aboriginal engagement, consultation and accommodation, use of aboriginal companies to support environmental projects Page 9 June 24, 2015
Contaminated Sites Source, Pathways and Receptors Common activities/issues and sources of contamination Common contaminants across all properties include: PHCs PAHs Heavy metals PCBs Page 10 June 24, 2015
Fuel use and storage Page 11 June 24, 2015
Waste disposal and landfilling Page 12 June 24, 2015
Caustic waste from hydrogen generation Hydrogen Building; Isachsen HAWS Page 13 June 24, 2015
Abandoned equipment, hazardous and non hazardous materials Page 14 June 24, 2015
Pathways Terrestrial environment Where most exposure is expected through soil contact, incidental ingestion Aquatic environment Sites all generally slope towards a bay or fjord Need to consider other adjacent water resources (drinking water lagoon, creeks) Page 15 June 24, 2015
Receptors Mould Bay and Isachsen - must consider possible future use as well as the occasional visitor to the site Eureka an operational station must consider MSC staff as well as visitors and tourists Eco considerations are similar at all three sites Page 16 June 24, 2015
Challenges Eureka HAWS, NU Location / Remoteness Large properties with many individual contaminated sites and infrastructure considerations Page 17 June 24, 2015
Challenges Colocation of contaminated sites Eureka Operational buildings and infrastructure Capital projects to support ongoing operation Mould Bay and Isachsen Deteriorating buildings, other infrastructure Page 18 June 24, 2015
Logistics for site assessment and remediation and challenging work environments Limited window of opportunity for work, options for travel and transport Page 19 June 24, 2015
August 12, 2013 August 15, 2013 August 18, 2013 Rapidly changing weather conditions can prevent access to pick up and drop off supplies, personnel. Page 20 June 24, 2015 Narrow window of opportunity for work.
Challenges Access unrestricted, unauthorized use of property Page 21 June 24, 2015
Addressing the decommissioning of fuel storage tanks and storage tank systems Page 22 June 24, 2015
Abandoned Buildings and Infrastructure Page 23 June 24, 2015
Deteriorating infrastructure Mould Bay Isachsen Page 24 June 24, 2015
Knowledge base of past practices decreasing Complex historic use, many unknowns Page 25 June 24, 2015
Challenges Project and financial risk management, mitigation strategies Large contingencies Early financial commitments Back up projects Generational nature of assessment, remediation and decommissioning activity Page 26 June 24, 2015
Eureka - Overview Status Site assessment completed in Currently in remediation as of Next Steps Continued risk management (monitoring) Active remediation (when required) Changing site conditions Capital Projects Page 27 June 24, 2015
Mould Bay - Overview Status Site assessment completed in 2013/14 Detailed human health and ecological risk assessment completed in 2014/15 Next Steps Addressing remaining data gaps and fuel storage tank decommissioning Risk management to be implemented Future active remediation likely during station decommissioning activities Page 28 June 24, 2015
Isachsen Overview Status Limited Phase I ESA , Limited Phase II ESA Next Steps Risk-based ESAs, detailed risk assessment and preparation of ROA /RAP. Aligning work with storage tank decommissioning activities to cost share on-site camp costs with MSC large programs of work will alternate years. Page 29 June 24, 2015
Successes and Challenges FCSAP funding has allowed for considerable advancements in contaminated site management. Increased attention to and understanding of these properties and working in the North. Interested in discussing opportunities for collaboration, information exchange and to learn from experience of other groups/individuals. Page 30 June 24, 2015
Acknowledgments EC employees past and present PWGSC in supporting us through many projects Other federal departments in collaborating and sharing information Environmental consultants and contractors Page 31 June 24, 2015
