4 Baltadapt Objective Baltadapt s objective is to develop a Baltic Sea Region wide climate change adaptation strategy.

13 Strategy for Baltic Sea Region Cooperation on Climate Change Adaptation Strengthen co-operation and information sharing across the region through mainstreaming climate adaptation as a horizontal action in the European Strategy for the Baltic Sea Region (EUSBSR) Based on facilitating climate adaptions within existing organizations and networks, as well as promoting new forms of transnational cooperation between authorities and the private sector on local, regional, national and transnational levels.

14 Raise awareness of the need for actions at all levels; Goals Provide robust policy relevant research-based knowledge on the impacts and vulnerabilities to climate change, including handling of uncertainties, costs and benefits; Ensue platforms for a policy/stakeholder-science dialogue; Review policies in the light of climate adaptation mainstreaming; Ensure common development of polices for funding of climate adaptation; Make the BSR a model region for macro-regional approach to climate change;

15 A multi-level governance issue Effects & impacts of climate change are local and regional in their nature Can be specific to a locality and/or have a global dimension Many types of actors involved on various government levels (public, private, civil society ) Demands both top-down and bottom-up approaches even inter-sectoral

18 Policy Forum concept Jointly discuss and work on the drafts of Baltic Sea Region climate change adaptation strategy, including content and structure Elaborating on a process on how to further develop and implement the strategy document after end of Baltadapt by member states Not another new working group, but building on existing political network structures

What is HELCOM:s wish list when it comes to (web-based and IRL ) platforms for policy-science dialogues? What exists now and how could it be improved? What policies does HELCOM identify to be in need of climate adaptation mainstreaming? What needs can HELCOM identify when it comes to funding of climate adaptation Including also indirect actions, related to the possibility to reach climate adaptation proofed agreements
