4 Producer responsibility EPR (REP ) De Bries BV Smart solutions for a cleaner World Waste Management July
5 Extended Producer Responsibility EPR EXPRA EPR THE NETHERLANDS An environmental policy approach where a producer is responsible for the entire life cycle of its product in order to meet legal obligations. this means that the producer is responsible for designing its products with materials that are the least damaging to the environment and in such a way that the recycling of the product is optimized. Furthermore, the producer is responsible for the collection and treatment of its products, with a focus on recycling. Extended producer responsibility means that producers or importers are responsible, or share responsibility, for the management of the products that they have or will put on the market when these products are discarded. This responsibility can be agreed upon voluntarily (and where desired supported by the Minister responsible for a universally binding agreement on a waste management fee) or through legislation. Instruments for promoting producer responsibility are generally used in combination with other instruments, e.g. the introduction of landfill bans and landfill tax levies. Design for recycling Stimulate recycling, by putting more recycled BUT NOT materials AT ALL COSTS in the packaging. Give the example. Responsibility for putting it on the market. It is a shared responsibility Producers/importers of packed products feel responsible and want to contribute, but also to control the budget and expenses De Bries BV Smart solutions for a cleaner World Waste Management July

20 EPR in Practice In general: obliged companies contribute financially to an organization that on their behalf organizes the collection and recycling of packaging waste By organizing public tenders for owned collection infrastructure, or By organizing public tenders together with municipalities, or By agreeing to receive data and to provide feedback to municipalities The EPR organization assists and advises obliged companies to implement eco design and packaging waste prevention strategies Differences in member states: some have only 1 EPR organization, others have more EPR organizations De Bries BV Smart solutions for a cleaner World Waste Management July

25 History in packaging waste management Covenants with industry to provide data, no legal consequences if data are not delivered: no full coverage of companies poor data + lack of compliance EU comments on the Dutch system, asking for a different implementation Industry wishes to cancel the mandatory deposit system 2006: Introduction of Extended Producer Responsibility (EPR) for packaging 2009: Full release of separate plastic packaging waste collection 2012: Redesign of the system 2013: Full focus on documented audit/control, transparent reporting 2016: All waste companies and municipalities are reporting data to the EPR - System De Bries BV Smart solutions for a cleaner World Waste Management July

27 The Challange How to build EPR within existing market Basic constraint: municipalities are responsible for the organization and design of their collection infrastructure The line of thought: interfere as little as possible, try to achieve the lowest possible cost for society Leave roles and responsibilities as much as possible as they are Define roles and responsibilities in an official document Provide remuneration for packaging waste collection and reporting at standardized cost (not necessarily all cost) Provide transparent reporting to the government: all parties have to show transparency Provide enough competition: municipalities contract via tenders De Bries BV Smart solutions for a cleaner World Waste Management July
