The basis for managing water in Benin is the water law, combined with a number of policy plans. The National IWRM plan (PANGIRE) was adopted by government (IWRM=Integrated Resources Management). Also a number of implementing texts for the water law were finished, that enable the creation of key institutions for IWRM: basin level organizations, the national water council, the national water agency and the national water fund. A river basin management plan for the largest basin of the country, the Oueme, will be finished in spring The combination of these elements (strategy, instruments and institutions) is a solid basis for developing further the sustainable use of water resources in Benin. 5 Result Question 2.2a: To what extent has there been an improvement in cross-border and joint catchment area management in your programme s target area? Result Question 2.2b: To what extent has your programme contributed to this result The Law and the IWRM plan foresee in a better coordination, also for transboundary basins. All 4 major basins in Benin are transboundary, although the Ouémé is only for a very small part also flowing in Nigeria. The Volta and Niger Basin have well established basin organizations. In principle the new legal framework makes it easier to integrate interests, also across borders. For the Mono, a basin shared with Togo, a process was started to develop a basin authority. The program has enabled the development of the new law as well as that of the National IWRM plan through the assistance to the National Partnership and to the Ministry. The program supported most of the key actors, in particular the governmental actors and the national water partnership. Assessment of achievement of results, Netherlands contribution A. The numbers for 'target' and 'result' already include the population growth of over 3%, meaning that the 100% of 2015 include 20% more persons than the 100% of The progress is based on the statistics provided by the GoB. The method for estimating the coverage is under review, and is likely to be adapted in To avoid confusion, the zero-level, target level and results for 2012 are based on the same methodology (that of the Government of Benin, GoB). The rural water program was financed through the financial processes of the government. This means the program is as much a public finance program as it is a water program. The program has strengthened the capacity to implement projects through government. It has also shown weaknesses that still exist in this implementing capacity. The shared evaluation that was done by IOB together with the German cooperation has influenced the perception of hygiene and has led to a new strategy at the ministry of health. The introduction of Integrated Resource Management (IWRM) in Benin has gained momentum in 2012 (see also result area 2). This has an impact on water services too. A pilot in applied IWRM was started for the raw water source of Parakou. Local water partnerships were started that should eventually include all types of users/stakeholders. The professionalization of managing drinking water was supported at all levels: national, 'provicial' and municipal. Also support was provided to water operators and their branche-organisation.
