3 Overview This Contaminated Media Management Plan (CMMP) provides information needed to identify, properly manage, and dispose of contaminated media at the Del Oeste Veterinary Clinic (DOVC or Site) in Eugene, Oregon. The objectives of the CMMP are to: Protect construction and excavation workers from potential exposure to contamination during future soil disturbing activities. Manage, store, and/or dispose of disturbed soil in compliance with applicable and appropriate regulations. This CMMP establishes the minimum requirements approved by the Oregon Department of Quality (DEQ). Additional requirements and protocols may be specified by DEQ for projectspecific construction activities. Site Background The Site is located at Prairie Road, Eugene, Oregon (Figure 1). The Site has been assigned DEQ Tank File # Historical information indicates there were two 1,000- gallon underground storage tanks (UST) associated with a service station formerly located on the properties owned by Northwest Hardwood (NWH) and DOVC. The fuel tanks contained gasoline and possibly diesel. The service station property was subdivided and the two former USTs were located on, and adjacent to, the property line separating the NWH and DOVC properties. Figure 2 provides a map showing the location of the former USTs. The two former USTs were discovered in 1995 and decommissioned in Site Conditions The nature and extent of impacted soil and groundwater associated with the leaking USTs are provided in the Summary Report for Northwest Hardwoods/Del Oeste Veterinary Clinic UST Site, Eugene, Oregon (# ), prepared by GSI Water Solutions, Inc., Portland, Oregon, February 25, Petroleum-impacted soils have been found primarily to the south and east of the former USTs. Chemicals of concern (COC) include gasoline-range total petroleum hydrocarbons (TPH-Gx); diesel-range total petroleum hydrocarbons (TPH-D); oil-range total petroleum hydrocarbons (TPH-O); benzene, toluene, ethylbenzene, and xylene (BTEX) compounds; naphthalene; and other volatile organic compounds. COCs are found at depth in soil, typically below the shallow water table. COCs in groundwater are the same as those for soil. 1

4 Soil and Groundwater Management Contaminated media could be encountered during soil-disturbing activities that may include, but are not limited to, clearing and grubbing, grading, excavation, utility trenching, dewatering, and well decommissioning. Figure 3 shows the area of the Del Oeste property where COCs may be encountered. COCs may also be encountered along Prairie Road during road maintenance involving excavating and utility trenching. Soil Identification of Contaminated Material Soil will be field screened for signs of contamination during soil-disturbing activities by visual inspection and odor. Field screening will consist of periodically collecting discrete samples for observation. Petroleum-contaminated soils can be identified in soil by the presence of liquid-phase petroleum, petroleum staining, petroleum odor, or any combination of these. Staining associated with petroleum contamination may have a bluegreen hue or may be gray or black in appearance. Clean Material For the purposes of this CMMP, clean material is defined as soil, gravel, concrete, or brick that has no evidence of contamination. This is consistent with Oregon Administrative Rules (OAR) (16) that define clean fill. Clean fill may be used onsite or offsite and must be placed so that it is not in contact with or does not adversely impact surface water in the drainage canal. Debris Large debris, such as asphalt and concrete, should be segregated and recycled to the extent practical. Contaminated Material For the purposes of this CMMP, contaminated material is defined as soil that is visibly contaminated and/or contains COCs above levels defined as clean fill by DEQ. Table 1 provides a summary of COC screening values. Handling of Contaminated Material Handling of contaminated material will follow the guidelines below for stockpiling, characterizing, and disposing of contaminated material. Stockpiling Contaminated Material Soil and debris may be stored in temporarily stockpiles. Stockpiled soil will be managed in a manner that minimizes erosion, contact with stormwater runoff, dust generation, and worker contact. Characterizing Contaminated Material Collect composite representative samples of the stockpiled material and test for: 2

5 Gasoline-range organics by NWTPH-Gx Diesel-range organics by NWTPH-D Oil-range organics by NWTPH-O BTEX by U.S Environmental Protection Agency Method 8021 Management/Disposal of Contaminated Material Soils that are visibly clean and/or have COCs concentrations below screening levels can be managed onsite. Soils that are visibly contaminated and/or have COCs concentrations above screening levels will be managed in accordance with solid waste and/or hazardous waste rules and will be disposed of at an Oregon-permitted landfill. Record Keeping Prepare and maintain documentation describing the activities related to soil disturbance, material handling and stockpiling; any laboratory test results; waste profiles; shipping manifests; landfill disposal tickets; and backfill material information. If onsite material treatment is conducted, document the treatment activities, and confirm sample test results and onsite disposal of the treated material. Decontamination Procedures Soil adhered to excavation equipment, vehicles, or tooling will be cleaned after the completion of construction activities and before the equipment leaves the Site. In the event that contaminated soil is encountered during excavation work, decontamination water will be containerized and disposed of under applicable City of Eugene (City) and state regulations. Groundwater Groundwater generated during construction activities, such as dewatering, will be managed and disposed of under a Site-specific groundwater plan that meets applicable and appropriate City and state regulations. 3
