High level concerns remain impacts to treated water quality, wastewater treatment facilities, and general surface water quality concerns. New concerns may emerge when the water quality modeling and analysis is complete and made available for review and comment. o Fort Collins has questions regarding modeling and analysis (interpreting results around regulatory targets that will change as time goes on: temperature, nutrients) Northern Water hasn t yet seen impacts report Northern Water is currently developing an application for the Colorado Department of Public Health and Environment Water Quality Control Division 401 certification process o Final application scheduled for completion in September 2018 based on a preliminary schedule subject to change Still on target to complete Final Environmental Impact Statement (FEIS) in early 2018 Possibly a 30-day public comment period for FEIS Water Quality Analyses will be on existing standards o Fort Collins asked questions regarding water quality in Glade Reservoir Northern reiterated that the pipeline between Horsetooth and Glade reservoir was eliminated from the project design. Northern Water would not discharge any Glade Reservoir water into the Pleasant Valley Pipeline without approval of pipeline water users It is Northern Water s understanding that public comment will be accepted by the Corps on FEIS. Additionally, the 401 certification process will have a 30-day public comment period o Fort Collins question on FEIS regarding water quality data; how will results be presented? FEIS will contain impacts 1
2 Mitigation o The Corps is holding a meeting with cooperating agencies on October 24 Fort Collins requests info on general themes discussed Detailed information discussed in the cooperating agency meeting will not be publicly released until FEIS Water Quality Monitoring Handout by Northern Water on three different monitoring programs (see attachment) o Cache La Poudre Water Quality Monitoring Program o Cache La Poudre Temperature Transition Zone Monitoring Program o Cache La Poudre Temperature Monitoring Program Discussion - Cache La Poudre Water Quality Monitoring Program o Fort Collins would be interested in opportunities to coordinate sampling o Northern Water is continuing baseline water quality monitoring in the Poudre (three years of data so far) Retrospective analysis to be done by late winter or spring Will be glad to share this information o Northern Water is involved in Poudre River data group annual meetings to discuss status Think about how to collaborate; share and leverage information to support everyone s needs Discussion - Cache La Poudre Temperature Transition Zone Monitoring Program and Cache La Poudre Temperature Monitoring Program o Northern Water has brought all stakeholders together to collaborate on establishing common technical platform; possible joint proposal in 2020 o Fort Collins suggestion to look at other Western states efforts to monitor temperature and fish species o A state technical advisory committee is working on other temperature-related issues; will report to Water Quality Forum in November o Preparing for the South Platte Basin Water Quality Standards Hearing in 2020 o Fort Collins is applying for a grant from the Colorado Water Conservation Board for a fish movement study to research whether fish are using fish ladders; fish ladder installation scheduled for Timnath inlet; maybe help with temperature data needs Northern Water will discuss coordination opportunities internally and report back to Fort Collins. 3 CACHE LA POUDRE WATER QUALITY MONITORING PROGRAM Water Year 2017 The following describes Northern Water s Cache La Poudre River Water Quality Monitoring Program. The objectives of this program are to: Support the Poudre River mass balance water quality model required for the NISP EIS and 401 Certification process Inform the development of appropriate Poudre River water quality mitigation measures Allow for tracking of long term changes in water quality before and after NISP project components are built and implemented Provide a consistent, high quality data set from above the North Fork to the confluence with the South Platte River that provides for upstream to downstream spatial comparisons of the various water quality parameters over time This program began in Monitoring Locations The 2017 Cache la Poudre Water Quality Monitoring Program includes 18 monitoring sites in Larimer County and Weld County. Geographically, the sites span from upstream of the North Fork of the Poudre River downstream through Fort Collins, Windsor and Greeley to the confluence with and including sites in the South Platte River. There are 11 sites on the mainstem of the Poudre River, 4 sites on tributaries to the Poudre River, 2 sites on the South Platte River and 1 site in an agriculture ditch that releases into the Poudre River as outlined in Tables 1 through 4. Geographic coordinates were collected using the NAD Poudre River at in Fort Collins 1983 (Conus) datum Cache la Poudre Water Quality Monitoring Page 1
4 One sampling station was added to the 2017 monitoring plan to address data gaps: PR EDU Poudre River upstream of Eaton Draw. After review of the 2016 data, one sampling station from 2016 was dropped from the 2017 monitoring plan and will not be sampled in 2017: DC PRU Dry Creek upstream of the confluence with the Poudre River. 5 Parameters The Cache la Poudre Water Quality Monitoring Program includes monitoring for nutrients, metals, general chemistry and physical parameters (Table 4). There are two parameter lists: PR1 and PR2. PR1 is sampled at most sites and includes parameters that are of interest in terms of modeling and existing water quality issues. PR2 includes parameters that are of interest for drinking water treatment (total organic carbon, alkalinity and total dissolved solids) in addition to the parameters on the PR1 list. Arsenic and zinc were added to the monitoring program in 2016 as they are included in the parameters that will be quantitatively modeled for NISP. The PR2 parameter list was added in 2016 to characterize water quality at points where there could be future drinking water supply diversions. There are automated flow measurement stations (State Division of Water Resources and USGS) at or near several of the monitoring sites (Table 5). For sites without automated flow measurements, manual flow measurements will be taken when possible during sampling. Each sampling event will likely span several days. For months with two events schedule the sampling will be bi weekly. Effort is made to collect the samples in the same order that the sites are listed in Table 6. 7 October April sampling will be carried out by Northern Water Field Services. April September sampling will be a hybrid of Field Services and LT Environmental Inc., alternating sampling events. Field Services will be sampling the first week of the month and the LT Environmental will be sampling the third week of the month. Sample Collection, Analysis and Data Processing All sample collection carried out by Northern Water is done utilizing protocols documented in Northern Water s SOP Standard Operating Procedures (SOP s) for Northern Water s Water Quality Monitoring Programs. LT Environmental will sample according to their SOP which may be modified to maintain consistency with Northern Water s SOP. Samples for nutrients and TDS are analyzed at High Sierra Water Lab; a USGS certified private laboratory whose analytical methods have low level detection limits. Samples for metals and general chemistry are analyzed at Huffman Hazen Laboratories; a USGS certified private laboratory whose analytical methods for metals have low level detection limits. All data collected in the field and received from laboratories is subject to thorough QA/QC following protocols documented in Northern Water s SOP Standard Operating Procedures (SOP s) for Northern Water s Water Quality Monitoring Programs. 9 CACHE LA POUDRE TEMPERATURE TRANSITION ZONE MONITORING PROGRAM Water Year 2017 The following describes Northern Water s temperature monitoring in the transition zone of the Cache la Poudre River. The transition zone is the section of the river where the temperature regime changes from cold water to warm water. The objectives of this program are to: Collect adequate temperature data in the transition zone to allow for characterization of where temperature changes occur Support development of an appropriate temperature standard in the Poudre River transition zone This program began in August Monitoring Locations The 2017 Cache la Poudre Transition Zone Temperature Monitoring Program consists of seven monitoring locations. Geographically, the sites span from upstream of the South Fork of the Poudre River (Cold Stream Tier I) downstream to Lions Park in Fort Collins (Cold Stream Tier II). There is one site in the South Fork of the Poudre just upstream of the confluence. Data collected at these locations will be used in conjunction with data from existing temperature monitoring locations that are part of Northern Water s Cache La Poudre Temperature Monitoring Program. These locations were selected to fill in areas where additional data were needed to sufficiently characterized the transition zone. The 2017 sites are listed in Table 1. 10 Station Operation and Maintenance Northern Water maintains all stations. A HOBO ProV2 temperature logger is used at all sites (Figure 1). The logger records temperature at oneminute intervals and averages the one minute data every 15 minutes, 24 hours a day while deployed. Each station is equipped with two HOBO data loggers, a primary and a secondary logger, in order to validate the recorded temperature data as well as guard against gaps in the data due to a sensor malfunction. Station visits are conducted monthly (or as conditions allow) to download the data, take manual water temperature measurement for comparison, and to clean and inspect the equipment. Data are collected year round. The data are processed, uploaded and validated in Northern Water s Aquarius database. All of the data are processed and finalized during the winter following the sampling season. Data are collected beginning in early spring (the soonest conditions allow for equipment installation) through late fall at SP PRU and FC PRU. The data are processed, uploaded and validated in Northern Water s Aquarius database. All of the data are processed and finalized during the winter following the sampling season.
