He served as Founder and President of Brown, Vence & Associates, Energy and Environmental Engineers and later as National Director of Energy and Waste Management for HDR Engineers. He is currently an independent consulting engineer serving public and private sector clients in the waste management and renewable energy fields. He also serves on the Board of Global 8 Environmental Management Corporation. Mr. Brown has been involved with raising over $3 billion in capital for energy and environmental projects. He has served as the Project Director for small and large scale projects for public and private sector clients United States, Eastern Europe, Asia, North Africa and Latin America. He is an effective Project Manager with an untarnished track record for completing projects on time, within budget, and with the highest level of professional competence. Mr. Brown is a licensed mechanical engineer and holds a Bachelor s Degree in Environmental Engineering and a Master s Degree in Business Administration. EXAMPLE PROJECT EXPERIENCE GASIFICATION SYSTEM FEASIBILITY STUDY-HO CHI MINH CITY Americasia Capital Corporation Completed the initial phase of a study to determine the technical, economic and environmental feasibility of a 2,400 ton per day municipal waste gasification system. The initial study included a site visit and initial review of the suitability of the proposed gasification system to economically convert HCMC waste into electricity for sale to the National Electric Company. GASIFICATION SYSTEM PROCUREMENT Salinas Valley Solid Waste Authority, California Leading the investigation of the suitability of implementing a gasification system to convert the Authority s municipal solid waste into electricity. The project included assisting the Authority develop and adopt waste Diversion Goals (75% by 2015) and selecting a conversion technology based strategy to achieve the desired results. This project included visits to operating conversion technology facilities in Europe, Japan, Canada and North America. Currently managing a procurement process to select a private sector partner for the financing, design, construction and plant operation. GASIFICATION SYSTEM FEASIBILITY STUDY Western Placer Solid Waste Authority, California Prepared an overview of the state of the art of municipal solid waste (MSW) gasification and completed an initial review of the suitability of a Vendor specific proposed MSW gasification system.
2 GASIFICATION SYSTEM TECHNOLOGY REVIEW AND CONCEPT DESIGN World Waste Technologies, California Prepared an overview of the state of the art of municipal solid waste (MSW) gasification and completed a detailed review of three Vendor specific proposed MSW gasification systems. Prepared conceptual designs and cost estimates of front end processing system, gasification and power plants at various capacities. Identified specific project locations and potential development partners. WASTE-TO-ENERGY FEASIBILITY STUDY Cities of Denver and Aurora, Colorado Project Director. Evaluated the feasibility of converting 450 tons per day of municipal solid waste into energy. Responsible for vendor and technology selection, siting, permitting, public participation, construction monitoring, and plant start-up. CLIMATE ACTION PLANS Various Clients in California Assisted various public and private sector clients in the preparation of Climate Action Plans. Clients included the City of Hayward, the Salinas Valley Solid Waste Authority, the Monterey Aquarium Foundation and the Packard Foundation. WASTE MANAGEMENT SYSTEM IMPROVEMENTS: LANDFILL GAS-TO- ELECTRICITY PROJECTS Four Cities in Central America Conducted technical and economic feasibility studies that included landfill biogas-to-energy in four cities in Central America. Assisted a private company in preparing and presenting a project development proposal. Hosted a delegation of government representatives in California to view California technology. BIOGAS POWER PLANT Monterrey, Mexico, USTDA and the World Bank Assisted the client procure a strategic partner to augment the capital requirements provided by the World Bank and provide the technology for a 7 megawatt biogas to electricity project. The project has been successfully operating for several years. REVIEW OF WASTE-TO-ENERGY TECHNOLOGIES California Energy Commission Prepared a comprehensive review of all combustion and non-combustion wasteto-energy technologies from economic and environmental standpoints.
3 LANDFILL BIOGAS-TO-ENERGY PROJECT DEVELOPMENT El Dorado, Monterey, Riverside and Santa Cruz Counties, California Developed landfill biogas power projects, including selecting the technology, sizing the systems, arranging financing, and soliciting bids for power purchase from the new project. SMALL SCALE BIOMASS ENERGY CONVERSION TECHNOLOGY COMMERCIALIZATION REVIEW Zeitgeist Capital Corp. Identified and reviewed the state of the art in small scale biomass to energy conversion technologies for industrial and village applications. Systems evaluated included gasification, gas turbine and reciprocating engine technologies. ENERGY CONVERSION TECHNOLOGY COMMERCIALIZATION REVIEW National Energy Associates Provided technical, economic, marketability and environmental review of numerous energy technologies for a venture capital firm seeking to invest in energy technology commercialization. Technologies included biomass, wind, hydroelectric, and geothermal. ENERGY ASSESSMENT Wetsel Oviatt Lumber Company Assisted with an analysis of energy demands and loads, both natural gas and electricity. Proposed several alternative energy schemes, including natural gasfired reciprocating cogeneration units, biomass-fired cogeneration units, and gas turbine cogeneration units. Conducted an on-site energy audit and provided recommendations for energy savings. Currently assisting the client in the procurement of the reciprocating engine cogeneration system. COGENERATION PLANT AND ENERGY EFFICIENCY MEASURES Toplofikatcia Bourgas, Bulgaria Lead a team that assisted the local District Heating Plant, Toplofikatcia Bourgas, in confirming the feasibility of a vaiety of energy efficiency measures and an 18.6-MW cogeneration plant, and locating partners to finance, construct, and operate it. Power will be sold under the new Bulgarian energy laws to the National Electric Company, with hot water distributed though the existing District heating network. The project included energy efficiency improvements to the District heating system, and was funded through an Eco-Links grant (US-AID). COGENERATION SYSTEM DESIGN, AND LICENSING SERVICES Hospital Consortium of San Mateo, California
4 Principal-in-Charge. Provided design and project licensing services for proposed reciprocating engine cogeneration systems designed to generate steam from hospital waste at four hospitals. COGENERATION SYSTEM DESIGN Santa Clara County and the City of San Jose, California Prepared designs for a 4,000-kW reciprocating engine cogeneration system to serve 10 buildings. Reviewed alternative fuel sources and determined sizing and design concepts for thermal and electric demands. Analyzed economic feasibility. PUBLIC/PRIVATE PARTNERSHIP ENERGY CONSERVATION STUDIES California Energy Commission Directed numerous energy conservation studies at municipal facilities throughout the State of California, including administration complexes, jails,hospitals, corporation yards and computer facilities. BASEWIDE ENERGY SYSTEMS PLANS U.S. Department of Defense Michael D. Brown, P.E. Under the Military Energy Conservation Program, he conducted basewide energy conservation analyses for four army defense depots and air force bases in California and Utah, including auditing more than 275 facilities. ENERGY CONSERVATION SERVICES FOR SIX U.S. ARMY BASES U.S. Army, Japan, and the Philippines Performed energy audits and evaluated the feasibility of conservation improvements, including lighting, HVAC and boiler plant modification, computerized energy monitoring and control systems, solar energy, wind power, cogeneration, and coal conversions. ENERGY EFFICIENCY CASE STUDIES Western Governor s Association Served as the project director for the completion of multiple energy audits at industrial, commercial and governmental sites along the U.S./Mexico border. Facilities audited included manufacturing, governmental administration centers, border inspection stations and hotels. WIND AND SOLAR ENERGY FEASIBILITY STUDY City of Benecia, California Assisted the City identify several feasible solar and wind projects at the City s water and wastewater treatment plants and pump station sites. WIND AND SOLAR RESOURCE STUDY Universidad Autonoma de Tamaulipas (UAT), Tamaulipas, Mexico
5 Assisted UAT and the North American Development Bank assess the wind resources at five sites in the Mexican state of Tamaulipas. Work to date has consisted of reviewing the site selection methodology, helping select the preferred sites, technical review of the monitoring systems to be installed and assistance in developing a land lease agreement acceptable to NADB for financing purposes. WIND AND SOLAR ENERGY RESOURCE STUDY Fidenor, Nuevo Leon, Mexico and the North American Development Bank Assisted FIDENOR and the North American Development Bank assess the solar and wind resources at five sites in Northern Nuevo Leon. Developed a framework for assessing the feasibility of specific projects based on the accumulated data and outlined a program implementation plan.
