Pathway to Energy Efficiency in the Americas Kateri Callahan President, Alliance to Save Energy OAS Private Sector Forum June 1, 2007

What is the Alliance? Mission: To advance energy efficiency world-wide through policy, education, research, technology deployment, market transformation and communication initiatives. Headquartered in Washington, D.C. with operations in Eastern Europe, South Africa, Mexico, India and several states in the U.S. Chaired by Senator Mark Pryor (D-AR) and James Rogers (CEO, Duke Energy) with strong bi-partisan congressional, corporate & public interest leadership.

What is the Alliance? NGO coalition of prominent business, government, environmental and consumer leaders who promote the efficient and clean use of energy worldwide Staff of 50; Annual Budget or $10 Million U.S.; Initiatives in Policy, Education, Communications, Technology Deployment and Market Transformation, Research and Analysis, Capacity Building.

Why Energy Efficiency? Energy Efficiency is an Abundant National Resource: CHEAPER QUICKER CLEANER Each $1 invested in Energy Star program = $75 in energy cost savings and $15 of investment in new efficiency technologies Average Cost of DSM Programs cents/kwh In 2001, California cut peak electricity use by 10% in less than a year Negawatt produces NO ENVIRONMENTAL FOOTPRINT EHANCES ECONOMY and SECURITY Minimizes Needs for Imported Energy Creates New Jobs Helps Keep Energy Prices Lower by Reducing Demand

Greatest Energy Resource America's Greatest Energy Resource Energy Efficiency and Conservation Improvements Since 1973 Have Reduced Annual Consumption by 43 Quads Energy Efficiency and Conservation Petroleum Natural Gas Coal Nuclear Electric Power Wood, Waste, Alcohol Conventional Hydroelectric Geothermal Solar and Wind Quads (2004) Domestic Production Net Imports Alliance to Save Energy January 2006

Energy Efficiency Savings Avoiding roughly 2.5 billion tons of CO2 annually Roughly $400 billion energy savings per year

A Perfect Storm: Energy Costs are a Pocketbook Issue

A Perfect Storm : Energy is a National Security Issue

A Perfect Storm : Energy Use is an Environmental Issue Share of Global CO2 Emissions by Country (2003) U.S. buildings 9% Others 33% U.S. other sectors 14% Western Europe 15% India 4% Japan 5% China 14% Russia 6% Source: Energy Information Administration and 2005 Building Energy Data Book

A Perfect Storm: Climate Change Concerns 1/3 of Americans say global warming ranks as the world s largest environmental problem 70% Want more federal action 25% Want higher taxes on electricity to encourage conservation!

The Perfect Storm = A Flurry of Federal Activity 110th Congress introduced over 100 energy related measures in first 4 months House & Senate to Consider Energy Efficiency & Clean Energy Legislation this summer - Likely Provisions Efficiency Appliance & Equipment Standards Building Efficiency Codes (Residential & Commercial) New Federal Partnership Programs Increased Vehicle Efficiency Requirements Enhanced Federal Energy Management Tax incentives expansion and extensions???? Efficiency Portfolio Standards Carbon Control Legislation??? - House Announced Time Frame - Senate Continues Hearings

State Action Can Make a Difference! 14,000 Per Capita Electricity Use 12,000 10,000 8,000 6,000 4,000 2,000 California United States

Challenge: Increasing Utility Investment in EE

In addition to work with & through utility sector Adopt Aggressive Residential & Commercial Building Codes Put in Place Tax Incentives Consumer Education and Awareness Campaigns

Motivating Consumers Works! California Cut Energy Use and Peak Demand Flex Your Power Campaign - Retail promotions - TV, Print & Radio Advertising 20/20 Utility Rebate Program - Automatic Enrollment Simple Requirement - Executive Order All Investor-owned Utilities Results Reduced energy consumption at peak by 14% 32% of residents & businesses cut energy use by at least 20% Per capita energy use lower than any industrialized nation Cost of savings lower than contract or spot market power purchases

Watergy - Mexico Recent Focus: Border Region - Watergy now spans entire border Baja California (Tijuana) Sonora (Guyamas) [still in discussion stage] * Chihuahua (Hidalgo de Parral) * Coahuila (Monclova-Frontera) Nuevo Leon (Monterrey) * Tamaulipas (Matamoros and Tampico) * Direct Contracts to Alliance

Watergy - Mexico Results in 2006: 12 million kwh saved/year $3 million saved/year 550 water utility specialists trained >$169,000 contributed by utilities and private sector Enormous interest - political and general public

CASE STUDY: MONCLOVA, MEXICO ISSUES Desert (15 or 38 cm rain/yr) Water provided only 6 hours every 3 days! 48% losses from system APPROACH Managerial & operational improvements Leak detection Variable speed drives Managing pumping systems during peak demand periods, e.g., alternating the operation of pumping stations

CASE STUDY: MONCOLOVA, cont. RESULTS - Preliminary after 1 year 20% in water losses Service in pilot area now 24/7! Water Saved: 10 million m 3 /yr Energy Saved: 6.5 million kwh/yr Cost Saved (energy): $1.2 million/year ~ Monclova water utility now cost sharing further improvements for entire utility ~

Currently being charted Reality: USAID funding ending after FY08 Goal: Path: FUTURE OF WATERGY IN MEXICO Self-sufficient by 2009 Use FY08 (with help from USAID $$) to ~ Establish official office ~ Recruit more utilities - direct contracts ~ Some Mexican gov t support?
