2 Program Overview o o o o Paint industry operated paint management system with sustainable financing Provides free and convenient recycling opportunities for household, professional painters and other entities Decreases cost and responsibility for local and state governments Buy Right. Use It Up. Recycle the Rest.
3 PaintCare o Established in 2009 o Non-profit organization o Created by the American Coatings Association (ACA) to implement paint management programs in states that pass paint stewardship laws o Represents all paint manufacturers o Governed by Board of architectural paint manufacturers
4 Why Do We Need This Program o 10% of paint purchases is leftover/unused o 65 million gallons leftover annually in the US o Local and state government resources are limited, resulting in minimal recycling opportunities for households and contractors
5 Paint Manufacturer Stewardship Responsibility Program 2003 Local and state governments started to call on the paint industry to create take-back programs; to take responsibility for the end-of-life management of the products they sell and profit from. This led to a national stakeholder dialogue to find an industry-based solution to postconsumer paint management. Participants included: o ACA and paint manufacturers o Federal EPA, state and local governments o Recyclers / hazardous waste service providers
6 Paint Stewardship Program Legislation 2007 Dialogue resulted in agreement on state level, industry-supported paint management legislation. Legislation is needed to: o Ensure level-playing field, avoids free riders o Allow for a financing mechanism without risk of anti-trust violation o Consistency from state to state 2009 Oregon passed first US paint stewardship law
7 PaintCare States o PaintCare 8 states plus the District of Columbia o Oregon, California, Connecticut, Minnesota, Vermont and Rhode Island are up and running o Colorado and the District of Columbia under development o Takes months to set up program
8 Connecticut o Started July 2013 o 141 sites (107 retail, 34 transfer stations) o 16 large paint-only collection events, since the start of the program
9 Vermont o Started May 2014 o 73 sites (63 retail, 4 transfer stations and 6 HHW facilities) o 5 large paint-only collection events so far, 1 more planned for 2015
10 Rhode Island o Started June 2014 o 29 sites (27 retail, 1 transfer stations) & the HHW collection for the state
11 Maine o Starts August, 2015 o 60 sites are the minimum for convenience o 5 large paint-only collection events budgeted for the first year
12 Paint Next Stewardship States in the Program Northeast Legislation is Pending in NY, NJ and MA right now o NY - scheduled for a Senate hearing in on May 28. o MA - No movement yet. o NJ - passed the full Senate, as well as the Assembly Environmental Committee and is scheduled for Ways and Means in two weeks and then on to the full Assembly. o Will be reintroduced in NH next session
