2 Back t tp 3 RURAL ENVIRONMENT The rural area cvers nearly 99% f the land area f the District. The land is used predminantly as a natural resurce fr primary prductin and assciated activities and rural settlements. The rural settlements are quite small and include a number f Mari settlements, sme f which are lcated n the banks f the middle reaches f the Whanganui River. There is a significant prprtin f land in the rural part f the District which is nt used fr prductive purpses at all. This is due t the physical limitatins f the land resurce, r the desire t prtect areas with imprtant landscape and eclgical values. The Whanganui Natinal Park ccupies the nrthern part f the District. Activities in the rural area use up resurces and generate standards which, if unmanaged, and ver time, may reduce the prductive capability f the land resurce base. The ptential f the land t supprt future needs and the quality f life f peple and cmmunities in the rural envirnment may als be adversely affected. The rural envirnment is characterised by penness and greenness and dminant physical features; and the peratinal characteristics f rural land use activities, e.g. smell, nise and traffic mvement. Rural Prductin Zne Whanganui has gd sils and climate, which is a rare cincidence in the NZ cntext. Future rural fcus fr Whanganui is t prduce high end prduct; ur future lies with increasing prductive use f the land. The extent f LUC Class I and II land in the Whanganui District is limited. It cmprises just seven percent (15,712 hectares) f the land in the District (237, ha), with much f it lcated clse t the urban area. Apprximately 12% f this land is nw ccupied by nn r lw prductive activities. With increased residential and lifestyle settlement particularly in the Westmere area, reverse sensitivity issues arise. This may result in further lss f prductive land, where buffer areas are created at bundaries where prductive activities are limited r avided, t minimise reverse sensitivity and neighbur issues. Hwever the nus is nt n the lawfully established rural activity t mitigate effects in this way. The prductive capability f the land is affected by subdivisin, particularly clse t the urban fringe where subdivisin is prevalent. Small lts, which cannt accmmdate a variety f primary prductive uses, shuld be avided t ensure a range f ptins are available in the future. 3 Back t tp achieve, thus retentin f larger site areas is critical t prtecting the prductive capabilities f the quality sil resurces in the District. The Rural Prductin Zne identifies thse areas clse t the urban area which cmprise LUC Class I land and thse areas f LUC Class II land which are subject t ptential residential r rural lifestyle develpment pressure. Such activities are discuraged as they have resulted in significant lss f prductive land. The Rural Prductin Zne prvides fr mst types f rural activities with a fcus n nt cmprmising the prductive qualities f the land. Rural Lifestyle Zne The Rural Lifestyle Zne identifies large areas f rural land adjacent t r surrunding the urban area where lifestyle develpment is actively encuraged. Sites generally have independent n-site water, wastewater and strmwater services. Althugh in sme areas sites have been cnnected t urban reticulated services. In future reticulated services cnnectin will nly be accmmdated where it is demnstrated that there is n additinal demand n the infrastructure netwrk and n adverse effects n the envirnment. The Rural Lifestyle Zne prvides fr mst types f rural activities as well as rural lifestyle develpment. Increased rural lifestyle develpment changes the character f the rural landscape. It als brings expectatins f urban amenities which are quite different frm thse in the rural envirnment. The effects f rural activities n rural lifestyle residents may be regarded as a nuisance. The lcatin f rural lifestyle activities in the rural envirnment needs t be managed t prvide fr the farming peratins and ther rural activities, as well as reasnable amenities fr rural living. Rural General Zne The hill cuntry cvers apprximately 80% f the land area f the District. The landfrm is characterised by mderately t steeply dissected slpes and dminant ridges. The sft rck hill cuntry is inherently unstable and has the ptential fr ersin. The present actual level f ersin is mderate. There are limitatins t the land use capability f much f this land. Apprximately 87% f the hill cuntry falls in the New Zealand Land Resurce Inventry Land Use Capability Classes VII and VIII. The castal belt f sand dunes, sea cliffs, plains and wetlands cvers arund 4% f the ttal land area f the District. The ptential and present actual ersin ver much f this land is extreme. Nearly 55% f this castal belt is made up f unstable dunes, with limitatins t their land use Whanganui District Plan (15 January 2018) Chapter 3 - Rural Envirnment 3-3

4 Back t tp capability. These dune areas fall in the New Zealand Land Resurce Inventry Land Use Capability Classes VII and VIII. The Rural General Zne identifies the majrity f rural land in the District. It is nt subject t the same peri-urban develpment pressures as experienced in the Rural Prductin Zne and Rural Lifestyle Zne, s cntrls are less stringent. The Rural General Zne prvides fr all types f rural activities. It is intended t prvide fr a predminance f rural activities and a range f cmplementary activities cmpatible with the surrunding rural envirnment. Rural Settlement Zne The Rural Settlement Zne identifies the rural service centres. The Zne is intended t prvide fr a range f residential, cmmunity and rural activities n a small scale t cmplement the rural area. The Rural Settlement Zne applies t: Mwhanau Marybank Frdell Upkngar Kaiwhaiki Jerusalem Rural lifestyle develpment is prvided fr in this Zne. Sme rural settlements have issues with drainage, water supply and/r sewage dispsal. Subdivisin and land use is cnstrained by the ability f the envirnment t sustain such activities in the rural cntext. 3.1 ISSUES Inapprpriate subdivisin, land use r develpment can lead t adverse effects n rural character, particularly the generally pen nature f the rural envirnment and n the peratin, maintenance upgrading and develpment f reginally r natinally significant infrastructure Trees and structures adjacent t bundaries can cause shading and/r sil fertility r misture lss, ptentially cmprmising activities n neighburing prperties Cnflicts between expectatins f the rural cmmunity fr infrastructure service in rural areas and the cmmunity s ability t sustain and affrd thse services Sme infrastructure facilities, especially the rading netwrk, electricity transmissin and distributin netwrks and telecmmunicatins facilities Whanganui District Plan (15 January 2018) Chapter 3 - Rural Envirnment 3-4

Rural Prductin Zne The extent f LUC Class I and II land in the Whanganui District is limited with much f it lcated clse t the urban area. Apprximately 12% f it is nw ccupied by nn r lw prductive activities. With an increase in residential and lifestyle develpment particularly in the Westmere area, reverse sensitivity issues can arise. This may result in less prductive land being available fr rural prductin activities Subdivisin, land use and develpment that fragments the land resurce can adversely affect the lng term versatility and sustainability f the life supprting capacity f the land and/r reduce ecnmic viability and prductivity. Lifestyle develpment in the Rural Prductin Zne cntributes t fragmentatin and detracts frm the primary use f this area fr rural purpses. Rural Lifestyle Zne Rural living activities can lead t pressure t extend r upgrade wastewater, strmwater, and water supply int rural lifestyle areas. There are assciated capital and maintenance cst implicatins fr Cuncil which are unecnmic when they are required in an ad-hc manner The amenity f rural living areas is being cmprmised by develpment f an urban scale which cnflicts with the character f the area. Rural Settlement Zne Sme rural settlements have prblems with drainage and sewage dispsal especially in settlements where there is pressure fr denser lifestyle develpment. 3.2 OBJECTIVES Safeguard the versatility and life supprting capacity f sils in the District, particularly LUC Class I and II land, frm inapprpriate subdivisin, use and develpment Rural activities and ther established land uses that have a functinal necessity t be lcated in the rural envirnment, including reginally r Whanganui District Plan (15 January 2018) Chapter 3 - Rural Envirnment 3-5

7 Back t tp 3.3 POLICIES Require minimum lt sizes fr rural subdivisin t prtect the prductive capability and versatility f land frm irreversible lss and t actively encurage lifestyle develpment in the Rural Lifestyle Zne clse t the urban fringe and prtect rural prductive capacity f the Rural Prductin Zne Cuncil will maintain urban reticulated infrastructure cnnectins t existing alltments (where cnnectins were in existence at 30 May 2015, except fr Rural Lifestyle Zne the date shall be 1 Nvember 2012) hwever these cnnectins will nt be extended t serve any new alltments created by subdivisin Urban water and waste water services will nt generally be extended t serve any new alltments created by subdivisin except where the effects can be avided, remedied r mitigated. Rural Prductin Zne T ensure a Rural Prductin Zne where the fllwing characteristics are maintained: a. A predminance f rural activities; b. Vehicle traffic mvement is slw as rads are narrw and private trees and fliage reduces sight distances; d. Absence f kerb and channelling r ftpaths identifies the area as rural lifestyle in character, as des the presence f wide grassed verges and pen swale drainage that are safe fr walking; e. Lw traffic n rads used primarily fr prperty access with greater traffic n rads with a distributin functin; f. A rural living envirnment with lw traffic and mderate nise levels given the relatively lw prductive use made f land, and lw develpment density; g. Prtectin f natural and cultural heritage features; and h. Develpment fllws the natural landscape cntur with minimal changes t landfrm Subdivisin and rural develpment shall maintain r enhance the rural lifestyle character Ensure pedestrian safety by prviding sufficient verge space fr nnvehicular mvement Maintain verall lw density character. Rural General and Rural Settlement Znes T define a Rural General Zne where the fllwing characteristics are maintained: a. A predminance f rural activities; b. A range f cmplementary activities where their effects are cmpatible with the predminantly rural character, scale and amenities f the area; c. Chice and diversity fr different rural lifestyle ptins; d. Reticulated services generally d nt exist T define rural settlement areas where the fllwing characteristics are maintained: a. Small clusters f develpment; b. A range f residential, cmmunity and rural activities that are develped and managed in such a way that their effects are cmpatible with the rural character and amenities f the settlement and surrunding rural area; c. Activities are cnslidated in a manner which maximises the efficient use f infrastructure and reticulated services; d. Adequate dispsal f effluent withut causing (r ptentially causing) adverse envirnmental effects; and e. Maintain r enhance natural r cultural heritage features T avid, remedy r mitigate adverse effects f subdivisin n peple s health and safety and the character f the rural envirnment by: a. Ensuring, prir t granting cnsent t subdivide, building platfrms are identified t allw adequate distances between buildings n adjacent prperties t retain the privacy f the ccupants f each prperty; b. Require sites t be f a minimum lt size, except where the Cuncil is satisfied that the subdivisin and likely future land use will nt change the general character f the area, and that the likely future uses will be cmpatible with the effects generated by existing neighburing land uses, especially t avid any ptential fr reverse sensitivity issues arising; and c. 10 Back t tp 3.4 RULES RURAL PRODUCTION ZONE Permitted Activities The fllwing are permitted activities prvided they cmply with the perfrmance standards f the Rural Prductin Zne as well as any ther relevant chapters: a. Rural activities; b. Hme Occupatin; c. Farm stays fr up t five peple; d. Retail activities nt exceeding 75m² grss flr area that are ancillary t any permitted activity; e. Cnservatin wrks; f. One dwelling per 10 hectares site area; g. One dwelling n a site f less than 10 hectares, but at least 5000m 2 site area, created by a subdivisin cnsent granted n r befre the 21 st March 2016 f this rule; h. Netwrk utilities as permitted by Chapter 22; i. Residential activities excluding residential care facilities; j. The fllwing activities within the Natinal Grid Yard prvided they are set back at least 12 metres frm a Natinal Grid supprt structure and cmply with Perfrmance Standards : i. Netwrk utilities within a transprt crridr r any part f electricity infrastructure that cnnects t the Natinal Grid; i Uninhabited farm structures assciated with farming activities (excluding milking/dairy sheds,(but nt their yards) and intensive farming buildings); and Artificial crp prtectin structure and crp supprt structures excluding cmmercial greenhuses and prtective canpies. k. The fllwing structures within 12 metres f a Natinal Grid supprt structure: i. Fences less than 2.5m in height and at least 5m frm the nearest supprt structure; i iv. A fence lcated within 5m f a supprt structure where Transpwer NZ Ltd has given written apprval in accrdance with clause f NZECP34:2001; Netwrk Utility within a transprt crridr r any part f electricity infrastructure that cnnects t the Natinal Grid; Cmmercial scale electricity generatin infrastructure; Whanganui District Plan (15 January 2018) Chapter 3 - Rural Envirnment 3-10

Are n mre than 2.5m in height; c. Are remvable r temprary t allw a clear wrking space 12 metres frm the ple where necessary fr maintenance and emergency repair purpses; and d. Allw all weather access t the ple and a sufficient area fr maintenance equipment, including a crane. Artificial crp prtectin structures, crp supprt structures and agricultural structures lcated within 12 metres f a twer supprt structure if they meet the requirements f clause f NZECP34:2001. l. Relcated buildings and temprary relcatable buildings that cmply with Chapter 19; and m. Temprary military training activities that cmply with Chapter 19. Nte: Wrks in clse prximity t any electricity line can be dangerus. Cmpliance with the New Zealand Electrical Cde f Practice 34:2001 is mandatry fr all buildings, earthwrks and mbile plant within clse prximity t all electric lines. Vegetatin t be planted near electricity lines shuld be selected and/r managed t ensure that it will nt result in that vegetatin breaching the Electricity (Hazards frm Trees) Regulatins T discuss wrks, including tree planting, near any electrical line, cntact the line peratr. Cmpliance with the permitted activity standards f this Plan des nt ensure cmpliance with NZECP34: Restricted Discretinary Activities The fllwing are restricted discretinary activities in the Rural Prductin Zne: a. Any permitted activity which des nt cmply with a Rural Prductin Zne perfrmance standard. Cuncil restricts its discretin t: The effect f the particular nn-cmpliance n the envirnment, including the cumulative r cmbined effect f nn-cmpliances. b. Subdivisin prvided that: i. 12 Back t tp i Cmplies with the subdivisin prvisins in Sectin 13.4; and The identified Building Platfrm shall be lcated utside the Natinal Grid Yard. Cuncil restricts its discretin t: The ability f sites t: Be independently serviced fr strmwater and wastewater; Cmply with the subdivisin prvisins at Sectin 13.4; and Maintain r enhance rural character and t avid ptential reverse sensitivity. Impact n the peratin, maintenance, upgrade and develpment f the Natinal Grid, including: Cmpliance with NZECP34:2001; The lcatin and rientatin f identified Building Platfrms relative t the Natinal Grid; The nature and lcatin f any vegetatin prpsed t be planted in the vicinity f the Natinal Grid; and Access t the Natinal Grid. The risk f electrical hazards affecting public safety, and the risk f prperty damage. c. Subdivisin t create ne alltment with a minimum site area f 5000m² and a maximum site area f ne hectare site area prvided that: i. The site prpsed fr subdivisin, legally existed at the 21 st March 2016 f this rule; i The balance site area is at least 10 hectares; The identified Building Platfrm shall be lcated utside the Natinal Grid Yard; and iv. Cmplies with the subdivisin prvisins in Sectin Cuncil restricts its discretin t: The ability f the develpment t be serviced by n-site means with regard t effluent and strmwater dispsal; Impact n the rural character f the surrunding area, and t avid ptential reverse sensitivity; Impact n the peratin, maintenance, upgrade and develpment f the Natinal Grid, including: Cmpliance with NZECP34:2001; Whanganui District Plan (15 January 2018) Chapter 3 - Rural Envirnment 3-12

Cuncil restricts its discretin t: Impacts n the peratin, maintenance, upgrade and develpment f the Natinal Grid, including the lcatin and rientatin f dwellings and any assciated plantings relative t the Natinal Grid substatin; Cmpliance with NZECP34:2001; and The risk f electrical hazards affecting public r individual safety, and the risk f prperty damage. e. Earthwrks within 12m f a Natinal Grid supprt structure that fails t cmply with perfrmance standard (b)(i). Cuncil restricts its discretin t: Impacts n the peratin, maintenance, upgrade and develpment f the Natinal Grid, including access fr these purpses and the risk t the structural integrity f the Natinal Grid; Discretinary Activities Cmpliance with NZECP34:2001; and The risk f electrical hazards affecting public r individual safety, and the risk f prperty damage. The fllwing activities are discretinary activities in the Rural Prductin Zne: a. Animal barding establishments; b. Retail activities nt exceeding75m² grss flr area adjining a state highway; c. 14 Back t tp f. Netwrk utilities nt prvided fr as permitted r restricted discretinary activities by Chapter Nn Cmplying Activities The fllwing are nn-cmplying activities in the Rural Prductin Zne: a. Any activity, structure r earthwrks within the Natinal Grid Yard which des nt cmply with perfrmance standard i. Dairy/milking sheds r buildings (excluding assciated yards) intensive farm buildings, prtective canpies and cmmercial greenhuses. b. Any sensitive activity, including any change f use t a sensitive activity, r any building r additin t any building assciated with a sensitive activity and lcated within the Natinal Grid Yard. c. A hazardus facility within the Natinal Grid Yard. d. Subdivisin with a building platfrm fr a principal building r dwelling lcated within the Natinal Grid Yard. e. Any ther activity which is nt prvided fr as a permitted, restricted discretinary r discretinary activity. 3.5 PERFORMANCE STANDARDS Rural Prductin Nise All activities shall cmply with the perfrmance standards in Chapter 17. Nte that Chapter 17 cntains requirements fr nise sensitive activities Light and Glare a. Artificial lighting system shall nt result in increased luminance in excess f 8 lux in the measured ambient level in the vertical plane at the windws f any residential building in any ther adjacent prperty; and b. N light surce shall cause glare which may adversely affect the visin f mtrists n a rad Hazardus Substances Any new r expanded hazardus facility is subject t the prvisins f Appendix F Hazardus Facility Screening Prcedure Structures a. All new structures shall be less than 10 metres in height; b. New structures (excluding fences less than tw metres high, and lading races in relatin t rad frntage, and dwelling): i. Shall be a minimum f 5 metres frm any bundary; and Shall nt be lcated within 20 metres f any dwelling lcated n a separate lt. Antenna dishes shall nt exceed 3 metres in diameter (except as prvided fr in Chapter 22 in relatin t netwrk utilities); e. Pedestal munted dish antenna pivted up t 4m abve grund level with a maximum diameter f 5m; and f. All new habitable structures t be used fr residential, cmmercial r industrial purpses shall be prvided with a fire fighting water supply and access t this supply in accrdance with New Zealand Fire Service Fire Fighting Water Supply Cde f Practice 2008 SNZ PAS 4509:2008. All activities shall cmply with the perfrmance standards in Chapter Parking, Lading and Vehicle Crssings Trees All activities shall cmply with the perfrmance standards in Chapter 12. a. N shelter belt shall be ver 4m in height b. Trees shall be planted t ensure that at maturity, the base f the tree fits within a recessin plane which cmmences 2 metres abve existing grund level at least 2 metres frm any bundary and then prjects frm this line inwards at a 45 degree angle. Hme ccupatins may perate nly between the hurs f 7am and 10pm and the sale f gds is limited t the hurs between 7.00am and 7.00pm.
