6 PHASE II ENVIRONMENTAL SITE ASSESSMENT 3229 San Leandro Street Oakland, California EXECUTIVE SUMMARY This Phase II Environmental Site Assessment (Phase II ESA) Report presents the results of soil and groundwater sampling activities performed at the property located at 3229 San Leandro Street in Oakland, California (Site) (Figure 1). The Site comprises Assessor s Parcel Number and is located in an area of Oakland that has historically been a mix of commercial/light industrial and residential land use. The Site is currently occupied by two small metal storage buildings, machine parts, a flat bed trailer, and a truck with a hoist. The Site was most recently used for storage by a marine facilities construction company, but is currently vacant. This Phase II ESA was performed to assess potential environmental conditions at the Site based on the results of a Phase I ESA performed by Treadwell and Rollo, Inc. (Treadwell & Rollo, 2009a). The Phase I ESA noted extensive staining by oil or other hazardous materials or petroleum products on pavement in various locations around the Site and other potential recognized environmental conditions at the Site. These conditions included an area where a former building burned, and historic use by facilities that commonly use hazardous materials or petroleum products. To assess the environmental conditions at the Site, Treadwell & Rollo collected soil samples from five soil borings on the Site. Groundwater samples were scheduled to be collected from two locations (SLTR-1 and SLTR-2), but groundwater was not encountered in these borings. Analytical results were compared with Regional Screening Levels (RSLs) established by the United States Environmental Protection Agency (EPA) and Environmental Screening Levels (ESLs) established by the California Regional Water Quality Control Board, San Francisco Bay Region (RWQCB). Soil results were evaluated with respect to soil RSLs and ESLs for both residential and industrial land use. The residential land use values were used to provide a broader range of potential future land uses. Chemicals detected in soil at the Site included volatile organic compounds (VOCs), organochlorine pesticides (OCPs), petroleum hydrocarbons, and metals OAK 16 October 2009

7 PHASE II ENVIRONMENTAL SITE ASSESSMENT 3229 San Leandro Street Oakland, California 1.0 INTRODUCTION This Phase II Environmental Site Assessment (Phase II ESA) Report presents the results of the recent activities to characterize and assess potential environmental conditions at the property located at 3229 San Leandro Street in Oakland, California (Site) (Figure 1). This assessment was performed in general accordance with Treadwell & Rollo s Proposal for Phase II Environmental Site Assessment, 3229 San Leandro Street, Oakland, California, dated 15 July 2009 (T&R, 2009b). Treadwell & Rollo performed this assessment to evaluate the potential for soil and/or groundwater contamination at the Site and identify the source or sources of contamination. To do this, Treadwell & Rollo collected and analyzed soil samples for chemical laboratory analysis of organic chemicals and metals. No groundwater was encountered at the Site to the maxium depth explored. Therefore, no groundwater samples were collected from the Site. The following sections include a Site description, a summary of previous investigations, a summary of field activities, a discussion of analytical results, and our conclusions and recommendations. 2.0 BACKGROUND 2.1 Site Description The Site consists of the property located at 3229 San Leandro Street, and is bound to the northeast by San Leandro Street (beyond which are residential properties), to the southeast and northwest by commercial properties and to the southwest by a commercial property (beyond which is a railroad rightof-way and railroad tracks). The Site is approximately ¼ acre in area and comprises Assessor s Parcel Number (Figure 2). The Site is at an elevation of approximately 34 feet above Mean Sea Level (T&R, 2009a). The ground surface in the Site vicinity slopes gently downward to the southwest. The Oakland inner harbor channel is located approximately ½ mile southwest of the Site. San Francisco Bay is approximately two miles to the southwest. Groundwater flow is variable in the vicinity of the Site, but the assumed general direction OAK 16 October 2009

8 of groundwater flow is to the inner harbor channel. Groundwater at the Site is not considered a drinking water source. 2.2 Previous Environmental Investigations Previous environmental investigations were performed at the Site by Aqua Terra Technologies in 1988 and Treadwell & Rollo in June, 2009 (T&R, 2009a). The following discussion summarizes the results of these studies Aqua Terra Technologies (ATT) A 1988 Phase I ESA report prepared by ATT was reviewed at the Oakland Fire Department (OFD) during the Treadwell & Rollo Phase I ESA. The ATT ESA mentioned a contaminant release at 3301 San Leandro Street (the adjacent property to the southwest) in The exact location of the release was not determined, since the address of the Site (3229 San Leandro Street) and that of the adjacent property were used interchangeably in many of the records examined by Treadwell & Rollo. Due to the illegibility of the ESA report, no further information was obtained, and the release could not be confirmed. It could not be determined if this reported release was related to the USTs that were removed from that property Treadwell and Rollo Treadwell & Rollo conducted a Phase I ESA in June, Based on the findings of the Phase I ESA, the Site had several commercial/light industrial uses since the early twentieth century. The documented Site uses were users of hazardous materials, and there was evidence of historical hazardous materials storage at the Site. Treadwell & Rollo observed extensive staining of pavement at various areas around the Site during a Site visit. In addition, vehicle storage and poor housekeeping practices were observed, as also indicated by the staining. 3.0 FIELD INVESTIGATION Treadwell & Rollo performed two field investigations, one on 5 August 2009 and another on 8 September Soil sampling was conducted in five locations (SLTR1-1 through SLTR1-5). The boring locations are shown on Figure OAK 2 16 October 2009

9 Prior to drilling, a boring permit was obtained from the Alameda County Environmental Health Department. Treadwell & Rollo also notified Underground Service Alert (USA) and subcontracted Precision Locating of Brentwood, California, to survey and locate underground utilities at marked boring locations. The following sections describe the drilling and sampling activities. 3.1 Soil Sampling On 5 August 2009, Vironex, Inc. advanced three soil borings (SLTR1-1 through SLTR1-3). The borings were advanced by direct push technology. Continuous cores were collected and the borings logged for soil type using the Unified Soil Classification System (ASTM Standard D 2487). Soil at the Site is primarily composed of fill to a depth of approximately 1.5 feet followed by alternating sandy clays and sandy silts to a depth of approximately 10.0 feet below ground surface (bgs). On 8 September 2009, Vironex, Inc. advanced two additional soil borings (SLTR1-4 and SLTR1-5) using direct push technology. On 5 August 2009, two soil samples, one shallow and one deeper, were collected from SLTR1-1 through SLTR1-3. Shallow samples were collected from depths ranging from 0.5 to 1.5 feet bgs. The deeper samples, collected from depths ranging from 2.0 to 4.0 feet bgs, were placed on hold with the laboratory pending shallow sample results. On 8 September 2009, one additional sample was collected from borings SLTR1-4 and SLTR1-5 at a depth of 9.5 feet bgs. Samples were collected in six-inch plastic tubes cut from the cores, capped, sealed, labeled and placed in chilled coolers for transport to Curtis and Tompkins, Ltd. of Berkeley, California (Curtis and Tompkins) for analysis. 3.2 Groundwater Sampling Groundwater samples were scheduled to be collected from two locations (SLTR-1 and SLTR-2). After advancing boring SLTR-1 to 20 feet bgs and SLTR-2 to 15 feet bgs, no groundwater was encountered. A temporary well was installed at SLTR-1 using 1-inch schedule 40 PVC with slotted screen and left for one hour to determine if measurable groundwater would enter the well. After one hour, no groundwater was found in SLTR-1. As a result, no groundwater samples were collected from the Site. 4.0 LABORATORY ANALYTICAL RESULTS Soil samples were sent to Curtis and Tompkins for analysis. Selected soil samples were analyzed for some or all of the following: OAK 3 16 October 2009

10 Volatile organic compounds (VOCs) by EPA Method 8260 Semi-volatile organic compounds (SVOCs) by EPA Method 8270 Total petroleum hydrocarbons quantified as gasoline (TPH-g) by EPA Method 8015 Total petroleum hydrocarbons quantified as diesel (TPH-d) and motor oil (TPH-mo) by EPA Method 8015, using the silica gel cleanup method Methyl tertiary butyl ether (MTBE) and benzene, toluene, ethylbenzene, and xylenes (BTEX) by EPA Method 8021 Organochlorine pesticides (OCPs) and polychlorinated biphenyls (PCBs) by EPA Method 8081/8082 Leaking Underground Fuel Tank Manual (LUFT 5) metals (cadmium, chromium, lead, nickel and zinc) by EPA Method 6010 California Assessment Manual (CAM 17) Metals (antimony, arsenic, barium, beryllium, cadmium, chromium, cobalt, copper, lead, mercury, molybdenum, nickel, selenium, silver, thallium, vanadium and zinc) or single metals by EPA Method 6010/7470 Dioxins and Furans by EPA Method Soil Analytical Results Above 2.0 Ft bgs 5 August 2009 To evaluate the concentrations of chemicals found in soil at the Site, detected concentrations were compared with Regional Screening Levels (RSLs) of the United States Environmental Protection Agency (EPA) (2009) and Environmental Screening Levels (ESLs)of the California Regional Water Quality Control Board, San Francisco Bay Region (RWQCB) (interim final 2007, revised 2008). Chemical-specific EPA RSLs for residential soil and industrial soil were used; no EPA RSLs have been developed for petroleum hydrocarbons. Metal concentrations were also compared to local ambient metal concentrations in soil, as calculated in - Analysis of Background Distributions of Metals in the Soil at Lawrence Berkeley National Laboratory, Lawrence Berkeley National Laboratory (LBNL, 2002). The VOC tetrachloroethene (PCE) was detected at a depth of 0.5 ft bgs at SLTR1-3 at a concentration of 0.13 milligrams per kilogram (mg/kg). The detected concentration did not exceed the EPA residential or industrial RSLs or the RWQCB residential or industrial ESLs OAK 4 16 October 2009

11 Several pesticides were detected in the sample from SLTR1-2 at a depth of 2.0 ft bgs. However, with the exception of dieldrin, the detected concentrations did not exceed the EPA residential or industrial RSLs or the RWQCB residential or industrial ESLs. Dieldrin was detected at a concentration of mg/kg which exceeds the EPA residential RSL and the RWQCB residential and industrial ESLs. SLTR1-2 was located where the former building was burned and is currently covered by vegetation. Pesticides can be very persistent in soils and the detected pesticides at SLTR1-2 are potentially residue from former pest control practices. TPH-d and TPH-mo were detected in the sample from SLTR1-3 at concentrations of 590 and 2,900 mg/kg, respectively, at a depth of 0.5 ft bgs. These concentrations exceed the RWQCB residential and industrial ESLs. EPA does not list RSLs for these compounds. TPH-d and TPH-mo in the soil may be the result of historic storage of vehicles and equipment on the Site. Dioxins and furans were tested in the sample from SLTR1-2 at a depth of 2.0 ft bgs, where the former building was burned. Dioxins and furans are often the result of combustion and can remain in soil for a long period. No dioxins or furans were detected at levels that exceeded the EPA residential and industrial RSLs or the RWQCB residential and industrial ESLs. Arsenic and vanadium were detected in the sample from SLTR1-2 at a depth of 2.0 ft bgs at concentrations of 2.5 and 25 mg/kg, respectively. The arsenic concentration exceeds the EPA residential and industrial RSLs and the RWQCB residential and industrial ESLs. The vanadium concentration exceeds the RWQCB residential ESL. However, these concentrations may reflect local natural background values which range between 0.3 to 42 mg/kg for arsenic and 0.79 to 120 mg/kg for vanadium (LBNL, 2002). The analytical results are summarized in Tables 1, 2, and 3. Copies of the laboratory analytical reports and chain-of-custody documentation are presented in Appendix A. 4.2 Soil Analytical Results Below 2.0 Ft bgs 5 August 2009 Based on the shallow soil analytical results, the laboratory analyzed the sample from SLTR1-3 at 3.5 ft bgs for TPH-d and TPH-mo and the sample from SLTR1-2 at 3.5 ft bgs for pesticides. TPH-d was detected at a concentration of 2.1 mg/kg at 3.5 ft bgs at SLTR1-3. TPH-mo was not detected. This OAK 5 16 October 2009

12 result does not exceed the RWQCB residential or industrial ESLs. No pesticides were detected in the sample from SLTR1-2. These analytical results are summarized in Tables 1 and 3. Copies of the laboratory analytical reports and chain-of-custody documentation are presented in Appendix A. 4.3 Soil Analytical Results 9.5 Ft bgs 8 September 2009 Based on the analytical results from soil sampling performed on 5 August 2009, additional sampling was performed in two locations (SLTR1-4 and SLTR1-5) on 8 September The samples were analyzed for VOCs, TPH-g, TPH-d, TPH-mo and CAM 17 metals. In addition, a duplicate sample from SLTR1-5 (SLTR D) was analyzed for CAM 17 metals for Quality Assurance/Quality Control (QA/QC). No VOCs, TPH-g, TPH-d, or TPH-mo were detected. Among the CAM 17 metals, arsenic, cobalt, nickel and vanadium were detected in the sample from SLTR1-4 at concentrations of 3.6, 28, 240 and 40 mg/kg, respectively. The arsenic concentration exceeds the EPA residential and industrial RSLs and the RWQCB residential and industrial ESLs. The cobalt concentration exceeds the EPA residential RSL. The nickel concentration exceeds the RWQCB residential and industrial ESLs. The vanadium concentration exceeds the RWQCB residential ESL. Arsenic and vanadium were detected in the sample from SLTR1-5 at concentrations of 9.7 and 44 mg/kg, respectively. The arsenic concentration exceeds the EPA residential and industrial RSLs and the RWQCB residential and industrial ESLs. The vanadium concentration exceeds the RWQCB residential ESL. However, these concentrations may reflect local natural background values which range between 0.3 to 42 mg/kg for arsenic, 0.92 to 29 mg/kg for cobalt, 6.0 to 380 mg/kg for nickel, and 0.79 to 120 mg/kg for vanadium (LBNL, 2002). With the exception of antimony which was not detected above the reporting limit in the primary sample from SLTR1-5, but detected in the QA/QC sample SLTR D sample at a concentration of 2.4 mg/kg, metal concentrations in the QA/QC sample correlated to those of the primary sample. These samples measure laboratory precision by repeating analyses on similar samples. The laboratory QA/QC results reported on the laboratory reports (Appendix A) were within acceptable parameters. These analytical results are summarized in Tables 1 and 3. Copies of the laboratory analytical reports and chain-of-custody documentation are presented in Appendix A OAK 6 16 October 2009

13 5.0 CONCLUSIONS AND RECOMMENDATIONS Treadwell & Rollo evaluated the potential for soil and/or groundwater contamination at the Site and has the following conclusions. Soils are generally fine-grained and groundwater flow is limited. PCE, pesticides, TPH-d, and TPH-mo are present is shallow soil. Specifically our investigation found the following: The VOC tetrachloroethene (PCE) was detected in one shallow soil sample in the southern portion of the Site at a concentration that did not exceed the EPA residential or industrial RSLs, or the RWQCB residential or industrial ESLs. Of the pesticides detected, dieldrin in one sample in the northern portion of the Site exceeded the EPA residential RSL and the RWQCB residential and industrial ESLs. No pesticides were detected in deeper soil at this location. Total petroleum hydrocarbons as diesel (TPH-d) and total petroleum hydrocarbons as motor oil (TPH-mo) exceeded the RWQCB residential and industrial ESLs in one shallow soil sample in the southeastern portion of the Site. EPA does not list RSLs for this compound. In a deeper sample at this location, TPH-d was below the screening levels, and TPH-mo was not detected. Arsenic exceeded the EPA residential and industrial RSLs and the RWQCB residential and industrial ESLs in three samples. Cobalt exceeded the EPA residential RSL in one sample. Nickel exceeded the RWQCB residential and industrial ESLs in one sample. Vanadium exceeded the RWQCB residential ESL in three samples. However, the detected concentrations were within the local natural background levels for these metals in soil. Treadwell & Rollo recommends that a soil mitigation plan (SMP) be prepared prior to redevelopment of the Site to address mitigation of soil in the areas where PCE, petroleum hydrocarbons and pesticides were found in shallow soil OAK 7 16 October 2009

The samples were received cold and intact. TPH-Purgeables and/or BTXE by GC (EPA 8015B): No analytical problems were encountered. TPH-Extractables by GC (EPA 8015B): No analytical problems were encountered. Volatile Organics by GC/MS (EPA 8260B): High surrogate recoveries were observed for toluene-d8 in SLTR ' (lab # ), the method blank for batch , and the MSD of SLTR ' (lab # ); no associated target analytes were detected in the sample. No other analytical problems were encountered.
