The facility is a Centralized Waste Treatment facility authorized by 40 CFR 437 Multiple Wastestreams Subpart D, limited to Metals Treatment and Recovery and Oils Treatment and Recovery (Subparts A & B), which applies to wastewater generated from the treatment and recovery of non hazardous industrial wastes received from off-site. Typical wastestreams include: Oil/water Mixtures Oil Soaked Absorbent Materials Petroleum Impacted Water Iron Sludge Ethylene/Propylene Glycol Solutions Diesel Impacted Soil Machine Coolants Cutting Fluids Water-Based Parts Washer Solvent Wash/Service Bay Pit Debris Out of Spec Raw Ingredients Metals Laden Process Water Prior to accepting any waste at the HK Pretreatment Plant, Hydro-Klean personnel review each waste stream profile to determine its chemical nature, content and optimal treatment method. Before materials can be processed, a representative sample is collected and submitted to a certified laboratory for analysis. The analysis ensures the material meets the criteria for non-hazardous waste and is within the capabilities of the HK Pretreatment Plant. Once approved, equipment and personnel are scheduled according to the customer s needs to collect and transport the material. Sludge waste is off-loaded on to an indoor receiving pad where the material is dewatered and stabilized for disposal at a subtitle D landfill. Liquids are pumped into storage tanks for gravity separation of oils and/or solids. Oil is collected and shipped off-site for eventual use as a fuel source for asphalt production. The water portion is pumped into the facility for secondary treatment, which may include emulsion breaking, chemical precipitation or chemical oxidation. Suspended solids and metal sludge removed via chemical precipitation are dewatered with a filter press, combined with the other stabilized sludge and sent for disposal at the landfill. Water meeting the effluent limitations is then discharged to the sanitary sewer under an industrial discharge permit issued by the Des Moines Metropolitan Wastewater Reclamation Authority.
