Among key achievements: Led a new global water initiative which includes: (i) a Global High Level Panel on Water and Peace co-convened by 15 countries and supported by a Group of Friends of about 40 countries, to recommend a global architecture for water, security and peace, and (ii) a Geneva Water Hub for Hydropolitics Towards Peace and Security to help prevent water conflicts at intersectoral and transboundary levels and to promote water as an instrument of peace and cooperation. Led the design, launch and development of the Global Hydrometry Support Facility and Innovation Hub (HydroHub) at the World Meteorological Organization, to develop and efficient, innovative and sustainable framework for operational hydrology, build capacity in hydrometry and water monitoring globally, and facilitate free and open data sharing. Led the first ever joint project of SDC global and regional domains to strengthen the regional framework for integrated water resources management in Central Asia. A successful launch conference in Basel in November 2014 brought for the first time in this configuration Minister-level representatives from all 5 Central Asian countries. Led the development of hydrodiplomacy initiatives including IWRM in the Orontes river basin (including the first update of the basin Atlas in 65 years), Strategic Management of Hydrological and Meteorological Data in the Middle East, early recovery in the water sector of Syria, innovative payment for watershed services in the Blue Nile Basin. Among key achievements: Led the design and development of a major multi-sectoral regional integration program in Central Africa, for the sustainable development of growth corridors in the Congo river basin, involving multiple countries, regional organizations (economic, river basin), development partners, and the private sector; Led the successful implementation of the first second generation social plan for the DR Congo national water utility on the entire territory of the DRC, including voluntary retirement and reinsertion programs. 01/07 01/10 The World Bank, Europe & Central Asia Region, Sustainable Development Unit Almaty, Kazakhstan Regional Sector Coordinator for Central Asia (senior GG level). In charge of the strategic and operational coordination of sustainable development programs and projects in the Central Asia region, involving 8 sectors (transport, energy, water, agriculture, urban, rural development, social development, environment) and 5 countries (Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, Uzbekistan) as well as regional integration activities with the Central Asia Regional Economic Cooperation (CAREC) and the International Fund for the Aral Sea (IFAS). Led 4 regional programs, 7 investment lending projects and 9 technical assistance activities (see details in Annex). Among key achievements: Led a high-level consultation and preparation process with 5 Central Asian countries and regional organizations (CAREC, IFAS) related to disaster risk management and financing, including the development of a regional program to improve the delivery of weather, climate and hydrology services in Central Asia, resulting in the first ever regional World Bank/IDA project in Central Asia, approved by the World Bank Board in May 2011; Led a high-level consultation and preparation process with 5 Central Asian countries and Afghanistan related to hydropower development on the transboundary Vakhsh and Amu Darya rivers, resulting in the commissioning of major assessment studies for the proposed Roghun Hydropower Dam in Tajikistan which would be the highest in the world. Served as country coordinator for urban/water for Kazakhstan and Kyrgyzstan and led several water supply and sanitation (WSS) operations in Central Asia, both investment lending and policy dialogue, which contributed to a substantial scale up of WSS investment projects in the region notably in Uzbekistan; 07/00 12/06 The World Bank, South Asia Region, Environment and Infrastructure Units New Delhi, India Senior Water & Sanitation Economist (GG level). On a joint appointment reporting to both Environment and Infrastructure Directors, task managed 7 investment operations, 3 carbon finance operations, and 13 technical assistance and analytical and advisory activities (AAA). Provided cross-support to investment operations as the team environmental specialist for 30 projects in the South Asia Region, in India, Nepal, Pakistan and Afghanistan. Provided cross-support to investment operations as the team economist for 13 projects in South Asia, Africa and Europe/Central Asia Regions. Received a total of 8 spot awards for outstanding performance. Among key achievements: Led the design and preparation of the Karnataka UWSS project through extensive stakeholder dialogue, which pioneered the (re) introduction of 24/7 water supply in India, and reengaged the World Bank in India s UWSS sector after a near 10 years hiatus in new lending. This project has since received several awards from India and the Bank; Led the financial (costings) and environmental analysis of the Afghanistan reconstruction program for the first Tokyo donor conference (2002); Served as the environment coordinator for Afghanistan from , in charge of the preparation and supervision of the entire portfolio and pipeline of projects in Afghanistan (more than 30 projects in infra, social, economic, private sectors), playing an instrumental role in the Bank s re-engagement and program scaling up in Afghanistan; Led the design and preparation of the Delhi WSS project, including a sector vision, policy and action plan and an innovative decision support system for water resources management in the Greater Delhi Metropolitan Region.
