1 Projects/Capacity Building for Implementation of the United Nations Framework Convention on Climate Change and the Kyoto Protocol in the Republic of Croatia (LIFE04 TCY/CRO/000029) Capacity Building for Implementation of the United Nations Framework Convention on Climate Change and the Kyoto Protocol in the Republic of Croatia (LIFE04 TCY/CRO/000029) Beneficiary: Ministry of Environmental Protection, Physical Planning and Construction Partner: EKONERG Energy Research and Environment Protection Institute, Ltd., Zagreb Project duration: January 2005 October 2007 The main objectives of the project are as follows: to establish institutional, legislative and organizational capacities and to promote education and public awareness related to climate change in order to prepare Croatia for implementation of the obligations related to the United Nations Framework Convention on Climate Change (UNFCCC) and for the ratification of the Kyoto Protocol and meeting its commitments. Specific objctives of the project are: assess capacity bulding needs; develop implementation Strategy with an Action plan; draft all the necessary legislation; prepare guidelines for al operational programmes; remove barriers in the implementation of programmes; establish effective monitoring system; set up a system for implementation of the Kyoto flexible mechanisms (Joint Implementation, Clean Development Mechanism, Emission Trading); strengthen international co-operation on cliamte change issues; and network relevant institutions and programmes. Project tasks: Task 1 Analyses and assessment of capacity building needs To get comprehensive understanding of institutional, legislative, organizational, human resources, al, financial and knowledge capacity building needs for implementation of the UNFCCC and the Kyoto Protocol in Croatia To assemble the key stakeholders and to facilitate discussion on barriers for implementation of the UNFCCC and the Kyoto Protocol and actions need to overcome them To get informations on good practice in the economy in transition and developed countries which have already developed Strategies and Action plans Task 2 National Implementation Strategy and Action Plan To prepare National Implementation Strategy with short-, medium- and long-term objectives and targets related to implementation of the UNFCCC and the Kyoto Protocol which will make a framework for the Action plan To prepare Action Plan which stipulates policy instruments, mitigation measures, organizational scheme, duties/responsibilities, expenditures, financing options and timetable for implementation of the Strategy

2 To discuss strategic objectives and Action plan with key stakeholders and make all necessary changes and extensions if it is needed Task 3 Drafting of legislation Preparation of draft By-law on Carbon Dioxide Tax Preparation of draft By-law on Greenhouse gas emissions allocation Preparation of draft By-law on Greenhouse gas emissions monitoring Preparation of draft By-law on Implementation of the Kyoto flexible mechanisms Preparation of draft By-law on Waste landfills Preparation of draft Rule-book on Joint Implementation Projects (JI) Preparation of draft Rule-book on Clean Development Mechanism (CDM) Preparation of draft Rule-book on International Emission Trading (ET) Task 4 Technical guidelines for al operational programmes Preparation of draft Technical Guidelines for preparation of operational programme in Energy Preparation of draft Technical Guidelines for preparation of operational programme in Industry Preparation of draft Technical Guidelines for preparation of operational programme in Agriculture Preparation of draft Technical Guidelines for preparation of operational programme in Waste Task 5 Implementation monitoring mechanisms To establish effective mechanism of monitoring anthropogenic greenhouse gas emissions and effects of policies and measures stipulated by the National Implementation Strategy, Action Plan and al Operational Programmes To regularly report national authorities and the UNFCCC Secretariat, on greenhouse gas emissions, projections and effects of policies and measures, according to principles, guidelines and standardized reporting format prescribed by the UNFCCC and EC To regularly update and implement new requirements on monitoring and reporting issues stipulated by the UNFCCC and EC Task 6 Kyoto flexible mechanisms To examine how the Kyoto flexible mechanisms (Joint Implementation Projects, Clean Development Mechanism, Emission Trading) might be developed according to national circumstances to meet the Kyoto target To analyse EU Emission Trading Scheme and possible opportunities and constraints on Croatia as a future member country of EU To prepare National Strategy for implementation of the Kyoto flexible mechanisms To establish institutional, legislative (cross-cutting taks, see Task 3) and organizational framework for implementation ofthe Kyoto flexible mechanisms To design National Greenhouse Gas Emission Registry To prepare all necessary guidelines for preparation and implementation of the Kyoto flexible mechanisms

3 Task 7 Education and public awareness To raise the level of knowledge and public awareness about causes and consequences of climate change in Croatia by comprising following target groups: youth in elementary and secondary schools, state administration at national, county and municipality level, business entities which represent large greenhouse gas emission sources To create first multimedia educational tools (CD, booklet) and manage educational campaign on climate change in Croatia in the period Task 8 International co-operation To establish international co-operation with one economy in transition and one developed (Annex II) country which already implementing the UNFCCC and the Kyoto Protocol (crosscutting task, see Task 1) To initiate transfer of knowledge, experineces and practice in capacity-building and implementation issues (cross-cutting task, see Task 1 and Task 6) To promote co-operation in projects which lead to reduction of greenhouse gas emissions Task 9 Task management and reporting to the European Commission To apply all necessary knowledge, skills, tools and techniques to project tasks to meet project objectives and execute project according to proposed timetable and working plan To establish Steering Committee for the project which will supervise implementation of the project and evaluate result of dissemination activities To regularly and due time report on the progress of the project to European Commission and external monitoring team Task 10 Task dissemination Objecitves: To timely present and disseminate project results and deliverables to the stakeholders and public via the Internet To organize workshops and round tables To organize press conferences after important project milestones accomlishment To produce and publish papers in technical/scientific journals To ensure sustainability of project results after project completion Reports Workshops
