24 Resolution And; BE IT FURTHER RESOLVED, That the Dakota County Board of Commissioners directs staff to consider future improvements in the study area, consistent with implementation of Scenario D-Refined, as mutually agreed upon between the County and the city the improvements are located in, through the County s Transportation Capital Improvement Program process.
25 PROPOSED AMENDMENT: And; Resolution BE IT FURTHER RESOLVED, That the actual location of future roadway and intersection alignments and design of improvements, consistent with Scenario D-Refined, will be based on conditions existing at the time of the improvement, as mutually agreed upon by the County and the city the improvements are located in, taking into consideration input from City Councils, residents and businesses.

36 County 73 Improvements MAPO Transportation Plan Rosemount CIP request for County 73 improvements The City of Rosemount would still pay 45% for the ½ mile segment that is not future turnback, per County policy. Build future turnback segment of CR 73 to city collector standards at 100% County cost, per County policy. 37 MAPO Frequently Transportation Asked Plan Questions UMORE is currently being mined, and will be for decades. Won t that preclude future development and roads? As mining is completed, development will occur. This is typical, and is currently happening in Apple Valley along County 46 and County 31. County/cities have successfully worked with mining companies and developers on roadways. U of M is exploring purchase agreements for 595 acres
38 MAPO Frequently Transportation Asked Plan Questions Will traffic control at major intersections along County 73 need to change? Questions have been raised at County 42, Bonaire Path, and County 32. These intersections will be monitored for the need for traffic control changes consistent with intersections across the County system. The need for changes is not anticipated in the short term.
39 Frequently Asked Questions MAPO Transportation Plan Won t existing Akron become a shortcut when County 73 is realigned in the future? Resolution says that roadway and intersection alignments will be determined and agreed upon by the County and City taking into consideration input from residents and businesses Cities and Dakota County will work together at the time of full realignment of 32 and CR 73 on connection details. Connection to County 32 will be determined in the future by City and County with input from residents and businesses City street when County 73 is realigned CSAH
40 MAPO Frequently Transportation Asked Plan Questions Isn t the access spacing between 118 th and Albavar a problem? Spacing is about 300 (less than guideline of ¼ mile) The offset allows for left turn lanes for both intersections. This spacing is more of an issue if turn lanes are not built Long-term plan is for Akron to become a City collector. This is also a larger issue if that is not the plan.
41 MAPO Frequently Transportation Asked Plan Questions What are the implications of the Koch Jet Fuel Pipeline? This will need to be addressed through the design process for any future improvements on County 73. It would be most prudent to avoid the portion of the pipeline currently outside of the County 73 right of way.

Discontinuous system and implications for safety and efficiency Changing land uses along the southern portion of the corridor coupled with existing rural residential land uses that will not change Investments should fit with a long-term plan
