We have a key role in the provision of life cycle management advisory services to State and Local Government water utilities to assist them to make informed water infrastructure and natural resource management investments and be competent asset owners and operators.

6 Broken Hill In the vast arid and semi-arid areas of Australia perhaps no greater challenge has existed than that of providing an adequate and unpolluted water supply to serve the inhabitants and industry of the City of Broken Hill ~(Water Carts to Pipelines The History of the Broken Hill Water Supply, 1968)

8 Broken Hill Climate The Broken Hill region generally has a hot and dry climate. (Annual Temperature and S E 315m AMSL commenced in 1889)

9 Water Supply Pipeline

10 Background Broken Hill and the surrounding communities have been through two significant drought events within the past 13 years and are currently experiencing their worst drought on record. The traditional surface water storages are been significantly depleted and current alternative water supplies are of a deteriorating quality. These drought conditions have necessitated water restrictions, currently at Level 3.

11 Background The water quality being currently sourced has high salinity, which is increasing, and various other water quality issues.

12 Background DPI Water, WaterNSW and Essential Energy/Water were tasked by government to delivery a short term emergency water supply solution while the long term water supply solution was being worked through.

13 Call to Action A short term water potable water supply had to be urgently secured for Broken Hill and Menindee before the traditional sources of surface water was depleted. The modelled critical date was initially 30 November 2015.

14 Call to Action Develop and implement a strategy to be able to treat the higher salinity levels anticipated through the alternative water sources and provide potable water, to Australian drinking water guidelines, to the Broken Hill community.

15 Ministerial Direction April 2015, Funding Approval Package 1: which included the Menindee Shallow Bores supply water into the existing Menindee Broken Hill bulk raw water pipeline. Package 2: REF, returning Essential Water s 6MLD RO (BWRO (2 trains)) package plant into operation; the procurement and installation of an additional RO package plant, 4.5MLD (BWRO (1 train) and SWRO (2 trains)); completion of the existing brine pipeline to the new brine ponds as well as the detail design and construction of the brine ponds. This is under the responsibility of Essential Water. Package 4: Upgrade the Menindee WTP to be able to accept and treat water supplied from the Menindee common bore (12 weeks). 16 Client Commissioning Essential Energy engages NSW Water Solutions in May 2015 to delivery the BHSTWS Project Package 2 and Package 4 by December 2015 (8 months)

17 Strategy Return the existing Essential Water owned 6MLD RO Plant to supplement the Mica Street WTP and procure an additional 4.4MLD RO to provide a shandied 13.5MLD to the Broken Hill community. Design and Construct the partially installed brine pipeline from the Mica Street WTP to the new Brine Pond facility Design and construct a 660ML capacity brine pond configuration Minimise disruptions to the supply of potable water over the summer months during construction activities.

19 Highlights Dealt with extremely short timeframes to call and evaluate tenders and to appoint Contractors for the three contracts. Approvals from various private and government entities were obtained in record time during the design and tendering stages. Construction, commissioning and proving of different project components were synchronised to meet the very tight deadline despite adverse weather conditions such excessive heat, wind and would you believe rain. Ensured continued potable water supply while providing water for project construction, commissioning and testing to the community of Broken Hill.

20 Outcomes Contractors and suppliers successfully engaged: A supply and put into service contract to provide a leased 4.5MLD RO capacity to supplement the existing RO Plant. Completed, the plant is capable of treating raw water up to a salinity of 3,000 mg/l TDS (5,500µS/cm EC) and producing 10.5MLD of potable water at an EC of <1500µS/cm and supplemented by 3MLD of WTP treated water, for the total required 13.5MLD. Construction of a 10.5km brine pipeline from the Mica Street WTP to the Perilya Mine Tailing Dam site. A blended team of designers, private and public, were engaged to finalise the detailed design of the lined storage pond facility and the brine transfer pipeline.
