2 Background Transport Canada has supported emissions assessments at airports since concerns were first raised regarding airport source impacts on ambient air quality in the early 1970's TP 9609 A Review of Ambient Air Quality at Major Canadian Airports contains the results of 16 studies completed over a 15 year period. These studies were conducted as part of a commitment to ensure that national environmental objectives were being met.
3 Air Quality Monitoring Program Mobile Air Quality Monitoring System Carbon Monoxide (CO) Nitric Oxide (NO) Nitrogen dioxide (NO 2 ) Ozone (O 3 ) Total Suspended Particulates (TSP) Total hydrocarbons (THC) Recently used for an Ambient Air Quality Study at Calgary International Airport
4 Current focus Greenhouse Gases Mounting domestic and international pressures Emissions of current interest Carbon Dioxide (CO 2 ) Methane (CH 4 ) and Nitrous Oxide (N 2 O)
5 Airport Greenhouse Gas Emissions Inventories In 2007, a successful pilot with Victoria Airport Authority to develop an Emissions Management Plan (covering both criteria air contaminants and greenhouse gas emissions) was completed. The report was presented to their Board of Governors, and widely accepted. Recommendations based on: Air quality study (2002) Survey of VAA operations (2007) ICAO Circular 303 Operational Opportunities to Reduce Emissions and Minimize Fuel Use Emission Inventory & Recommendations for VAA (2008)
6 Goals To work in collaboration with the Canadian Airports Council (CAC) to inventory airport greenhouse gas (GHG) emissions To demonstrate Transport Canada s continuing commitment and leadership on airport environmental issues To provide an example of a governance framework on a key environmental issue using horizontal strategic partnerships with key internal and external stakeholders To respond to priorities established by the International Civil Aviation Organization s (ICAO) Group on International Aviation and Climate Change (GIACC) To establish Canada as a centre of excellence for addressing aviation emissions through collaborative approaches
7 Airport GHG Emissions Inventory 1. Airports collect the necessary source information (or as much as is available). 2. Estimations / approaches used to fill in missing information (as required). 3. Output shows total emissions and which are attributable to the airport (i.e. Scope 1)
8 Details of the Airport GHG Emissions Inventory The Airport Greenhouse Gas GHG Emissions Inventory captures airport related emissions under the following categories: Airside aircraft maneuvering, aircraft use of auxiliary generators, mobile generators, air start compressors, airside ground support vehicles, and equipment Landside road vehicles, including both visitor s and employees trips Stationary power generation plants Buildings heating and air conditioning Other sources including aircraft maintenance, engine overhaul and testing, fire training exercises, aircraft de-icing, etc.
9 Details of the Airport GHG Emissions Inventory continued. The inventory focuses on the three main GHGs common to airport activities : Carbon Dioxide (CO 2 ), Methane (CH 4 ) and Nitrous Oxide (N 2 O) Aircraft movements (TP577) Aircraft Movement Statistics Annual Report Emission Factors by province Default Values or airport specific taxi/idle times Default APU types and operating times from the EDMS database *emissions are reported by level of ownership and control (ACRP Report 11 - Scope 1, 2, and 3)
10 Operational Opportunities Transport Canada is participating the update of the ICAO Circular 303 Operational Opportunities to Minimize Fuel Use and Reduce Emissions into a new ICAO manual to ensure that the most recent information can be captured and utilized. Operational Opportunities that exist for airports include: Modifying GSE operations Alternative fuels Employee trip reductions Replacing with electric GSE Convert GPU s to alternative energy sources Improve building efficiency Implementing enforcement of idling restrictions by cars, buses and taxis Educating employees on the necessity to reduce airport emissions
11 Current Status Airport GHG Inventories have been prepared for: all of the 26 airports which constitute Canada s National Airport System and for 10 Transport Canada owned and operated airports Discussions on opportunities for future reductions are taking place through a Transport Canada Industry Working Group on Aviation Emissions 11
12 Next Steps Continue to work with the CAC and other Canadian airports to gain a better understanding of their emissions impact on the environment and continual improvement of their operations. Continue to work on opportunities for emissions reductions through a variety of measures. Continue to work with key government, industry and international stakeholders on the development and promotion of horizontal strategic approaches to reduce or minimize aviation environmental impacts from the expanded use of operational measures.
