3 AB 939 AB 939 AB 939 by then Assembly Member Sher passed in 1989, establishing a new direction for waste management in the state with the creation of the CA Integrated Waste Management Board, and setting up a new mandate for local jurisdictions to meet diversion goals. AB 939 mandated local jurisdictions to meet solid waste diversion goals of 25 percent by 1995 and 50 percent by The CIWMB would determine this diversion by looking at the base-year solid waste generation (waste normally disposed of into landfills) to determine the amount of solid waste diverted. To help in the increase of diversion rates, each jurisdiction was required to create an Integrated Waste Management Plan that looked at recycling programs, purchasing of recycled products and waste minimization Californians Against Waste

4 SB 1016 SB 1016 SB The new per capita disposal and goal measurement system moves the emphasis from an estimated diversion measurement number to using an actual disposal measurement number as a factor, along with evaluating program implementation efforts. The 50 percent diversion requirement will now be measured in terms of per-capita disposal expressed as pounds per person per day. The focus will be on program implementation, actual recycling, and other diversion programs instead of estimated numbers. CalRecycle

16 Exceptions for Agricultural Purposes. Ag may have up to 5,000 waste tires onsite for ballast or equipment bumpers All tires must be made in-capable of holding water

24 Program Certification Process Businesses must first be in compliance with all applicable environmental regulations Program coordinator provides businesses with the appropriate certification checklist Technical assistance is provided by program coordinator to enable businesses to meet and exceed program criteria Appropriate measures are implemented by business Program coordinator verifies business has met program criteria Business receives certification and is valid for 3 years All technical assistance is FREE!
