Report by the President of the Commission for Atmospheric Sciences EC-70/DOC 10.1 Øystein Hov
WMO CAS October 2017 Summary of the science summit October Science for services: Developing and implementing a new interactive model for integrating research and operations. Seamless prediction in 2023: Improving predictive capacity across weather, climate, water and environment. Future infrastructures: Planning and investing in future infrastructures (computing, data-handling, observations). Nurturing scientific talents: Guaranteeing the sustainable development of science; breaking through geographical, gender and age barriers; ensuring institutional continuity and transfer of knowledge. Innovation and resources: Catalyzing innovation and mobilizing resources in weather, climate, water and environment research globally and locally.
Five priorities for weather and climate research Science Summit key outcomes (Nature, vol 552, Dec 2017) More than 100 experts and more than 50 countries met in Geneva last October for the Science Summit and CAS-17 session, discussing and agreeing on five priorities: 1. Deliver Science for Services 2. Build Seamless Models 3. Improve Infrastructure 4. Nurture a Diverse Workforce 5. Build New Partnerships becoming a landmark in moving Earth System science forwards. Modes of collecting and delivering weather and climate information are evolving. Business and non-profit organizations are increasingly supplying weather and climate services. Data now stem from a broader range of sources, such as mobile-phone apps and smart devices.
Science for service in thematic research: A value cycle, or continuum discovery-translation-application. Judged by Quality relevance - impact DISCOVERY Enabling technologies and enabling cultures are required CURIOSITY APPLICATION TRANSLATION
SCIENCE FOR SERVICES JOURNEY Quality, Relevance and Impact: User Interactions forces exploration of What works
Seamless across Weather climate water ocean ice environment Science for services Quality, relevance and impact User interactions force exploration of «What works»: Observations, Emisson fluxes, Earth System Model formulation, processes Dataassimilation EPS Core service (R&D driven production) Research - interactive Storage Postprocessing: General public Energy sector Floods, water Air quality Ecosystems Transport (air, shipping, road, rail) Offshore Marine resources Waves, storm surges Agriculture and food Tourism Emergency preparedness - HiW Observations Verification Users Research, more user involvement BACKEND FRONTEND
Enabling cultures Science Advisory Panel to provide forward-looking strategic advice on emerging challenges and opportunities, for EC and Cg to discuss and accept/reject Research Board at the TC-level to plan and implement research Inclusiveness, transparency (cfr the Science Summit). Use World Café to give everyone a voice. Practise interactive research "Science for Services, Science for society, Translational science ( researcher at the bedside = Research Board!) Drawing on the full science community: Scientific teams NMHSs, academia, private sector, other public sectors (weather, water, climate, ice, ocean, environment, ) Ensure buy-in from every corner that can contribute to solve an issue Foster the Honest Broker role in science Translate the value cycle into practise in national and international organisations incl WMO
Enabling cultures: Balancing act in research To whom are we responsible? The importance of maintaining a proper balance between Academic excellence Responsibility towards each other and society Ethics the way we touch lives and societies «The balancing act on a three-legged chair»
10.1 FUTURE WMO RESEARCH AND SUPPORTING ACTIVITIES Cg-18 draft Resolution Integrated and coordinated WMO Research for serving society across weather, climate, water and related environmental domains; Cg-18 draft Resolution A seamless-oriented research structure for WMO; codesign Cg-18 draft Resolution Seamless regional research for water; Cg-18 draft Decision Creating an environment for innovation and its optimal resourcing; Endorse the second phase of the Sub-seasonal to Seasonal Prediction project; Request Members to support the Monitoring, Analysis and Prediction of Air Quality project as a priority activity for Region I Africa; Endorse CAS statement: Low-cost sensors for the measurement of atmospheric composition: overview of topic and future applications ; RA-representatives in the CAS MG are crucial points of contact for the WMO research programmes, and represent and promote the RA-priorities into the WMO research programmes.
