2 Introduction The core business of WMO is Weather, Climate and Water Services. In Africa, the implementation of Core Programmes and Projects is at both national and regional levels. WMO generally has a strong regionalization focus with Regional Centres supporting National Level institutions. In East Africa, WMO works with ICPAC to support the national Meteorological services
3 Background of IPCC The IPCC was established in 1988 by the World Meteorological Organization (WMO) and the United Nations Environment Programme (UNEP). Its purpose is to assess scientific, technical and socio-economic information relevant to understanding the risks associated with human-induced climate change, its potential impacts, and options for adaptation and mitigation. The IPCC has three working groups: WGI addresses the scientific aspects of the climate system and climate change; WGII addresses the vulnerability of socio-economic and natural systems to climate change, impacts of climate change and adaptation options; and WGIII addresses options for limiting greenhouse gas (GHG) emissions and mitigating climate change. 3
4 World Meteorological Organization (WMO) UN system's voice on the state and behavior of the Earth's atmosphere, its interaction with the oceans, the climate it produces and the resulting distribution of water resources. WMO Coordinated Global Operational Network 191 Members
5 Distribution Of The Fixed Stations That Contribute Data To The WDCGG. The World Data Centre for Greenhouse Gases (WDCGG) is one of the Global Atmospheric Watch (GAW) programme. It serves to gather, archive and provide data on greenhouse gases (CO2, CH4, CFCs, N2O, surface ozone, etc.) and related gases (CO, NOx, SO2, VOC, etc.) in the atmosphere and ocean, as observed under GAW and other programmes. 5
6 Addressing Climate Change impacts The recent IPPC report, 2014, indicates that Climate change is leading to changes in the frequency, magnitude, and severity of extreme weather and climate events such as drought, floods, sea level rise and storms. In 2009 Country Leaders, Ministers and Heads of Delegations of over 150 countries and 70 organisations unanimously decided to establish the Global Framework for Climate Services (GFCS) at the 3rd World Climate Conference test footer 6
7 Global Framework for Climate Services Vision: WMO is to enable society to better manage the risks and opportunities arising from climate variability and change, especially for those who are most vulnerable through the development and incorporation of science-based climate information and prediction into planning, policy and practice.
8 Why a Framework? Present capabili.es for providing climate services do not exploit all that we know about climate. fall far short of mee.ng current and future needs and delivering their full and poten.al benefits, especially in developing countries. A Framework for Climate Services will build on exis.ng capaci.es and leverage these through coordina.on to address these shortcomings. exis.ng efforts to provide climate services focused on user needs, wider access and greater benefits of climate knowledge. NMHSs are the key building blocks for the Framework.
9 GFCS Components 1 User Interface to provide a means for users, user representatives, climate researchers and climate service providers to interact 2 Observation and Monitoring to ensure that the climate observations necessary to meet the needs of climate services are generated. 3 Climate Services Information System to collect, process and distribute climate data and information according to the needs of users 9
10 GFCS Components 4 Research, Modelling and Prediction 5 Capacity Development to assess and promote the needs of climate services within research agendas t o s u p p o r t s y s t e m a t i c development of the necessary institutions, infrastructure and human resources to provide effective climate services. Where is the GFCS focus? 10
11 GFCS Sectoral Priorities All sectors to be tackled but in the first four years, however, the GFCS is proposing giving priority to: 1 2 Agriculture and Food Security Health 3 Disaster Risk Reduction 4 Water Resources Management 11
12 GFCS Adaptation Programme in Africa ( ) in Malawi and Tanzania (Norway) Climate services for DRR, agriculture/food security and health sectors to demonstrate the effectiveness of the GFCS approach to ensure that climate services are tailored to the practical needs of the user community. Development and use of climate services through further stimulation and support of a 2-way dialogue process incountry Effective interaction between selected global/regional processes and national and district level policies and practices Building on existing work implemented by the partners in country. Target districts identified in both countries (Longido & Kiteto in Tanzania, Zomba, Nsanje, Lilongwe & Chikwawa in Malawi) Role of research partners to capture and disseminate learning Programme seen as a model for how agencies can work together to deliver Climate Services at scale. 13 Future Projects Plans to scale up collaborations under GFCS umbrella: FAO: Farmer/Climate Field Schools IFRC: EWS around Lake Victoria Improvement of climate prediction and analysis capability for MeteoRwanda funded by Korea Met Agency a) Reinforcement of compu.ng facili.es, (b) Further capacity development of MeteoRw to provide user oriented weather and climate product, and (c) Improving the capacity of stakeholders to access to, take up, u.lize and demand weather and climate informa.on for decision making at na.onal level Improvement of climate prediction and analysis capability of Burundi Meteorological Service funded by Korea Met Agency 13
14 Conclusion Greater focus required on enhancing national capacities to efficiently incorporate global and regional information for climate adaptation WMO is looking forward to GFCS as a major step forward in systematically providing climate information for decision making at various levels of climate-sensitive sectors. Climate adaptation and Climate-related risk management require multi-disciplinary/international collaborations and crossdisciplinary/international exchange of information. 14
