2 ENERGY SECTOR REVIEW The Republic of Moldova is highly dependent on energy imports, 95% of the energy consumption is covered from import Very high energy intensity (roughly 3 times over EU average) The share of RES in final energy consumption is about 4% (according to the 2012 Energy Balance) The lack of own resources and high energy intensity sets the energy efficiency and renewable energy sources as a top priority

11 GENERAL OBJECTIVES 1 reducing the primary energy consumption by 20% until increasing the share of renewable energy sources in the overall energy balance up to 20% in increasing the share of biofuels to at least 10% in the total amount of fuels used in reducing the GHG emissions by 25% until 2020

12 NATIONAL ENERGY EFFICIENCY PROGRAM The National Energy Efficiency Program (NEEP) sets the priority policies and actions which shall be implemented during in order to meet the challenges emerged as a result of energy prices increase, dependency on imported energy resources and the impact of the energy sector on climate change. Implementation of the NEEP shall be ensured through National Energy Efficiency Action Plan (NEEAP) and National Renewable Energy Action Plan (NREAP), to be newly approved every three years. The NEEP shall be updated once in a three years period or, if necessary, according to the technical advancement and amendments operated to EC Directives.

Measures to be implemeneted: -investment stimulation; - biofuels promotion; -promotion of RES; - public awareness raising/growth; -energy consumption reduction; - cogeneration promotion; - promotion of energy efficient tyres - losses reduction; -promotion of energy labelling; -promotion of energy efficient street lighting systems; -promotion of the use of energy-efficient equipment/technologies, etc.

The above mentioned energy savings, calculated using the Bottom-Up approach cover by 12% the estimated savings submitted in previous table determined by Top_Down approach. This discrepancy between goal on energy savings and estimated achievements by 2015 appears beacause of available funds.
