2 Numbers and History of Japan s assistance to ASEAN For Japan has accepted 170,000 trainees from ASEAN countries 59 years Japan has offered assistance to Southeast Asia Japan provided 34.9% of global ODA to ASEAN Japan joins the Colombo Plan; Program to Receive Trainees in Japan is launched The Japan Overseas Cooperation Volunteers (JOCV) dispatch program is launched, with its first set of young volunteers going to Laos ASEAN is founded with its five original members; the number will double over the next 32 years. Japanese PM, Fukuda announces the Fukuda Doctrine, defining Japan and ASEAN as equal partners working toward a shared future. JICA program launched to build capacity development training centers in ASEAN countries For security dialogue, the ASEAN Regional Forum (ARF) is launched, bringing together foreign ministers from ASEAN and other participants around the world. After the Sumatra quake and Indian Ocean tsunami, JICA dispatches Japan Disaster Relief teams to the affected region : Japan and ASEAN mark the 40 th 2004 anniversary of formal relations. Japan will host the ASEAN-Japan Commemorative Summit in Dec.

9 Concept: East Asia Knowledge Platform for Low Carbon Growth Low Carbon Asia Research Network (LoCARNet) Low Carbon Growth Policy-makers in East Asia Training for Policy-makers Feed-back Inputs Inputs Policy Policy and Project Implementation / Field Experience Universities, Research Institutes, Thinktanks Local Governments, Private Sector, Civil Society, Development / Finance Agencies Based on the 1st East Asia Low Carbon Growth Partnership Dialogue (Tokyo, Japan, April ): Provide opportunities for researchers, policy makers and development practitioners to (i) originate & share policy oriented research skills and outputs, (ii) digest & translate research outputs and best practices into policy proposals, and (iii) train & assist policymakers to create and implement strategies. 9
