4 1. 1 China s Energy consumption and production China s the biggest energy producer and user in the world, but China is facing challenge in energy development. Total energy consumption was 3.48 Gtce accounted for 20.3% of the world total in Total energy production in 2011 was 3.18 Gtce. 4

11 1.5 Energy efficiency is low China s energy took 20.3% in the world total, but GDP took10.5% in terms of official exchange rate; so the energy efficiency in terms of GDP in China is almost half of the world average. But the gaps of energy efficiency in terms of physical unit is much small than the advanced level in the world. 11

15 2. 2 The energy policy to guarantee energy security Energy demand will continue to grow up driven by expansion of activity level, industrialization progress, and urbanization progress. There are four indicators for the target of twelfth five plan: cap energy demand by Gtce by 2015; energy intensity in terms of GDP decreases 16% and CO 2 intensity in terms of GDP decreases 17% during ; the proportion of non-fossil energy in total primary energy consumption reaches 11.4% by

17 2.4 Regional and global energy cooperation China participates actively of the hybrid energy cooperation and dialogues for more trust and understanding. Energy cooperation expanded from oil to oil and gas dominated, covering more fields of coal and power China has established initially the 4 energy channels combined the middle Asia, Russia, Burma and northwest, northeast and southwest as well as offshore.

18 2.4 Regional and global energy cooperation Deepen bilateral cooperation and mutual benefit platform established for both Promote practical cooperation and energy resource deployment in a sustainable way Accelerate renewable energy international cooperation and promote diversified clean energy supply Enrich energy technology cooperation, and improve energy deployment level Optimize investment environment and attract foreign investment to energy Contribute to world energy supply security and stability as a responsible country
