1 Macungie Borough Request for Proposals For MS4 Pollution Reduction Plan Engineering Services Macungie Borough is requesting proposals from qualified firms/individuals to provide engineering and project management services for the Borough s anticipated stormwater pollution reduction plan pursuant to the requirements of the Pennsylvania Department of Environmental Protection ( DEP ) in relation to the Borough s MS4 program. The Borough anticipates beginning the review, analysis, preparation and development of its MS4 Stormwater Pollution Reduction Plan in Eight (8) copies of the Proposal must be received by 4:30 p.m. Monday, January 9, Submissions not received by the aforementioned date and time may be deemed untimely. It is anticipated that the Borough of Macungie will consider the responses to this RFP at its regular meeting on Monday, January 16, All proposals shall remain valid until the service is awarded. Release of any proposal information shall be conducted in accordance with the Pennsylvania Right to Know Act. Macungie Borough reserves the right to reject any and all submissions, and to waive any inconsistencies in any submission. There is no expressed or implied obligation for Macungie Borough to reimburse responding firms for any expenses incurred in preparing proposals in response to this request. 2 Macungie Borough 21 Locust Street Macungie, PA, Phone: Request for Proposal Macungie Borough MS4 Pollution Reduction Plan Engineering Services Macungie Borough is requesting submission of proposals from qualified firms/individuals to provide engineering and project management services for the Borough s anticipated stormwater pollution reduction plan pursuant to the requirements of the Pennsylvania Department of Environmental Protection ( DEP ) in relation to the Borough s MS4 program and NPDES permit renewal. Background: Macungie Borough, located in Lehigh County, Pennsylvania, is a Pennsylvania Borough under the codes and laws of the Commonwealth of Pennsylvania, governed by an elected seven member Borough Council and Mayor. The Borough s current appointed municipal engineer is Barry Isett & Associates. This RFP is for stormwater engineering and project management services for the Macungie Borough s Stormwater Pollution Reduction Plan associated with the Borough s MS4 program and its NPDES permit renewal process, and not for the appointment of the Borough s general municipal engineer. The Borough anticipates beginning the review, analysis, preparation and development of its MS4 Stormwater Pollution Reduction Plan in The Borough is currently accepting proposals for the anticipated engineering and management services needed in relation to the Borough s MS4 stormwater pollution reduction plan as set forth herein. Scope of Services: A. Macungie Borough MS4 Stormwater Pollution Reduction Plan ( Pollution Reduction Plan ). Provide the Borough with professional engineering services for the analysis, design, mapping, management, preparation, development and implementation of the Pollution Reduction Plan required by DEP as part of the Borough s MS4 program and its NPDES permit renewal. The Pollution Reduction Plan will include, but not be limited to the following anticipated engineering services: 1. Plan, prepare for and participate in informational meetings, both public and internal, relating to the preparation and implementation of the Pollution Reduction Plan. 2. Review and preparation of plans and documents relating to the Pollution Reduction Plan and assist the Borough in preparing plans, reports and related documents for review at public meetings and provide a minimum of one (1) electronic copy of the Pollution Reduction Plan and five (5) hardcopies of the same for public review, and further prepare and maintain a log of the public comments and the Borough s responses.

3 3. Prepare GIS Mapping of the Pollution Reduction Plan, including an update of the base map with local sewershed information pursuant to DEP requirements. Prepare and update stormwater outfall maps to delineate drainage areas of the local sewershed. 4. Review and analyze DEP s MS4 Requirement Table to identify specific impairments for each stream and prepare a table showing the required 10% sediment reduction and 5% Phosphorous reduction. Review, analyze, calculate and account for pollutants and existing load calculations required as part of the Pollution Reduction Plan. 5. Review, analyze and calculate the effectiveness values for each BMP proposed to meet pollution reduction loads. Review, analyze, calculate, design and participate in the Best Management Practice (BMP) selection and effectiveness determination as part of the Pollution Reduction Plan. 6. Review, analyze, calculate, design and prepare the requisite operation and maintenance guidelines of the proposed BMPs as part of the Pollution Reduction Plan as required by DEP. 7. Review, analyze, investigate and research funding sources and opportunities for the implementation of the Pollution Reduction Plan and work with the Borough to identify possible funding sources, and further prepare a spreadsheet for tracking the Pollution Reduction Plan s BMPs and related funding information to be included with the Borough s NOI submission to DEP. 8. Prepare, review and finalize reports for submission to DEP in relation to the Pollution Reduction Plan and prepare three (3) hard copies of the Pollution Reduction Plan. 9. Prepare, review and finalize the Borough s Pollution Reduction Plan pursuant to the requirements of DEP and assist the Borough with submitting the Pollution Reduction Plan to DEP as required. The services shall include complete design, preparation, review, finalization, oversight and management of the Macungie Borough Pollution Reduction Plan, including but not limited to the engineering, design, plan preparation, review, proposed implementation, management and final submission of the Pollution Reduction Plan to DEP. B. General Services to be provided in relation to the Pollution Reduction Plan. 1. Provide the Borough with MS4 stormwater engineering services as required during the NPDES permit renewal process, and in particular for the above-referenced Pollution Reduction Plan and in conformance with the Borough of Macungie Code of Ordinances and the PA Borough Code. Possess appropriate knowledge of applicable federal, state and municipal codes, laws and planning acts. 2. Prepare the requisite engineering plans and studies as requested by Borough Council, the Borough Manager and/or the appointed Municipal Engineer. Maintain all MS4 stormwater plans, maps, report calculations and designs in relation to the Pollution

4 Reduction Plan and/or as commissioned by the Borough as custodian of such records for the Borough. 3. Attend Council meetings (1 st Monday at 7:30 p.m.) if requested by the Borough, other applicable Borough meetings relating to the Pollution Reduction Plan, when requested, and other miscellaneous conferences and meetings as needed. Provide substitutes suitable to the Borough to adequately cover absences. Provide quarterly written reports to the Borough summarizing the engineer s activities and the status of the Pollution Reduction Plan and the NPDES permit renewal process in general. Provide other reports to the Borough upon request. 4. Provide on-site inspections of improvements relating to the Pollution Reduction Plan to ensure compliance with Borough standards and plans. Prepare written reports detailing results and observations made during inspections. 5. Provide preliminary analysis, alternatives/feasibility studies, engineering/design, and accompanying detailed specification preparation for the Borough s Pollution Reduction Plan. 6. Provide guidance and assistance (including design) to the Borough Manager, Municipal Engineer and Borough Council regarding improvements to the existing MS4 stormwater management systems in the Borough in relation to the Pollution Reduction Plan. 7. Provide direction and support to Borough s in-house staff. Submission Format and Content: 1. The Submission shall contain a general statement regarding the Responder s understanding of the Scope of Services to be provided. 2. The Submission shall contain an organizational chart containing the location of the offices with an indication of which office will serve the Borough. 3. The Submission shall clearly state the Responder s qualifications and licenses to perform the services listed. Unique strengths of the individual and firm should be indicated. 4. Submit reference(s) with a contact person and phone number of clients(s) for whom you have provided stormwater management and engineering services in the last ten years. 5. Provide a list of all projects, public and private, performed or located in Macungie Borough during the last 10 years. 6. Provide a detailed description of the firm s information and technology systems. 7. Provide the names and resumes for the specific individual(s) to be assigned to this engagement and the specific area(s) of responsibility they will be assigned. No other individuals are to be assigned to this engagement without prior approval of the Borough. 8. Provide the firm s most recent annual report, if applicable.

5 9. Provide a certificate or statement of amount of professional liability insurance coverage maintained. 10. Provide a description of the firm s rate structure for all applicable personnel. Provide a description of other expenses and billing procedure. The Borough is asking Responders to provide their hourly rates and a not to exceed amount for the services associated with the Pollution Reduction Plan described herein. 11. Provide a list of all municipal work experience, within the previous five (5) years, of your firm and/or the specific individual assigned to Macungie Borough. Other Provisions: 1. Responders may be required to make an oral presentation to the Borough and respond to questions, possibly at a public meeting, as part of the selection process. 2. Macungie Borough reserves the right to reject any and all Submissions, and to waive any inconsistencies in any submission. 3. Macungie Borough will evaluate the proposals with an emphasis on the governmental experience of the firm and the qualifications of the specific personnel to be assigned to the Borough. The reasonableness and overall cost associated with the project budget will also be considered. Macungie Borough reserves the right to reject any or all proposals, and to request additional information from any firm submitting a proposal and to negotiate terms to address performance criteria, costs, and any other aspect of the proposal. Please note that this RFP is for professional services and is exempt from the competitive bidding requirements. 4.
