1 Request for Qualifications: City Engineering and Architectural Services The City of Clever, Missouri ( City ) is pleased to issue this Request for Qualifications ( RFQ ) for City Engineering and Architectural Services. 1. INTRODUCTION The City of Clever is a fourth-class city located in Christian County, Missouri. The population of Clever was estimated to be 2,139 in 2015 and has been experiencing considerable growth over the previous years. The City of Clever has approximately 10 permanent employees, with 2 employees in the Public Works Department. The City offers a full range of municipal services including administration, public works, community development, police, and municipal court. Public Works offers services in street maintenance, park maintenance, water and sanitary sewer utility. The City of Clever maintains approximately 17 miles of roads. The City contains state highways, Highway 14, Route P and Route K, which transect the City. Additional information for the City of Clever can be found via our website at The City of Clever intends to enter into an on-call professional services agreements with professional engineering and architectural firms to provide services such as roadway design, storm drainage design, traffic engineering services, construction observation services, material testing and geotechnical services, surveying services, structural engineering services, and landscape architecture services. It is the City s intent to engage engineering and architectural services from qualified firms or individuals through an evaluation and comparison of past performance, project team resumes, appropriate references, prior experience in other municipalities and counties and expertise, as well as the criteria that will be used in evaluating the qualifications of firms and individuals submitting proposals. Both engineering and architectural firms and individuals are invited to submit. In order to be considered, qualifications must address each of the concerns requested in this document. The City may contract with one or more firms or individuals in order to adequately satisfy our needs for engineering and architectural services. Accessibility to and a timely response from these firms is essential to the position. Duties may be shared among other individuals within the firm as needed to meet the City s objectives. The level of involvement of the firm(s) will be defined by the Public Works Director, Mayor and/or Board of Aldermen, and requirements of active and proposed projects within the City. 2. SCOPE AND CATEGORIES OF PROFESSIONAL SERVICES Note: The final Scope of Services is subject to change following the selection process and negotiations with the selected firm(s) or individual(s). Therefore, the City reserves the right to make revisions. A. Transportation Engineering This category is intended to typically fulfill the prime consultant role in delivering complex transportation infrastructure projects and features unique to each individual project. The consultant is expected to provide project management, transportation system analysis and planning, preliminary engineering, final design, construction engineering, or any combination of these services listed. Projects may include design of roadway facilities, pedestrian and bicycle facilities, transportation system management and operations, traffic signals and signage, roundabouts, site circulation, and Page 1 of 5

2 other related items pertaining to public transportation including traffic studies. Phases of work may include, but are not limited to: project management, planning and engineering, final design, and construction engineering. B. Stormwater Management This category calls for the consultant to perform engineering services for various surface water management and water resource planning, permitting, or other project activities. Anticipated services in this category may include, but are not limited to: project management, regulatory support, underground injection control, surface water management, watershed projects, master planning, preliminary engineering, final design engineering, and construction engineering. C. Utility Infrastructure Design and Engineering Services for water distribution, stormwater and wastewater collection systems The consultant is expected to perform planning and engineering services for City utility infrastructure improvements. Improvement projects may include complex tasks such as retrofitting or removal and replacement to existing drinking water, wastewater, or stormwater utilities. Phases of work may include, but are not limited to: project management, planning and engineering, final design, and construction engineering. D. Geotechnical Engineering, Material Testing and Geologic Services This category calls for services that may include investigations, analyses, and reports on geology, groundwater, hydrogeology and soils in support of structural design of roadways, foundations, and other facilities, and developing design options for projects as deemed necessary. Services may also include analyses related to identification and correction of existing hazardous or unsuitable condition, peer review services, and value engineering services. These services also may include materials sampling and laboratory testing and analysis of soils, crushed rock, Portland cement concrete, asphaltic material, and other construction materials during construction. These services may include development of Proctor curves, compaction testing for roadways or trenches, preparation of testing of concrete cylinders or beams, and testing asphalt and concrete pavement during and/or after construction. Other services may include hydrological investigation and analyses related to identification and correction of hazardous or unsuitable groundwater conditions, nondestructive pavement testing, or pavement rehabilitation analysis and recommendations. E. Surveying Services This category calls for services that may include conventional and GPS surveying for any project in the City. These services will be used to provide horizontal and vertical locations of existing conditions, information for engineering design, and may include surveying after construction for asbuilt records and any other surveying related needs the City may have. F. Structural Engineering Services in this category may include design, planning, and oversight of construction of new building or bridges, and/or alterations and extensions to existing City properties or other structures. Services also may be included to analyze damage to structures and solutions to these problems. Page 2 of 5

Landscape Architectural Services These services are asked upon to assist the Community Development and Public Works Departments on the design of new projects and redesign of existing landscapes in the City. Services may include master planning, multiple conceptual drawings and options, recommendations based on complexity, function, and cost. H. Architecture Services Services in this category may include architectural services related to the design, planning, and oversight for new/existing buildings and other structures in the City. Services may include master planning, multiple conceptual drawings and options, recommendations based on complexity, function, and cost. I. Mechanical, Electrical and Plumbing Services This category calls for services related to the design of mechanical, electrical, and plumbing facilities for existing/new structures. Services may include peer review or preparation of engineering plans and specifications related to mechanical, electrical, and plumbing facilities. 3. PROPOSAL AND EVALUATION CRITERIA A. Instructions to Applicants: 1. The response to this RFQ should be delivered as follows: Four (4) hard copies plus one (1) electronic PDF file version (on a CD or flash drive) shall be submitted to the address below in a sealed package clearly marked to the attention of Kristy Keithley and must be received at the address below by 4:00 PM Central Time on Friday, March 23, Kristy Keithley City Clerk City of Clever PO Box S Clarke Ave. Clever, MO Any proposals received after the specified date and time will be rejected and returned unopened. Proposals may not be modified or withdrawn after the submittal deadline. However, a respondent may withdraw one s proposal from the selection process at any time prior to the submittal deadline. The City reserves the right to extend the time for submittals. 3. Additional promotional materials/brochures may be included in addition to the proposal but may not substitute for any of the content requirements of the proposal itself. This additional material need not be submitted in an electronic format. 4. Communication (other than through the process described herein) with the City, the selection committee, or the general public relative to this RFQ prior to the announcement of a selection is strictly prohibited. 5. 4 6. The City reserves the right to waive any irregularities and/or reject any and all submittals. The City is under no obligation to award a contract to any firm or individual submitting a proposal. 7. The City shall not be responsible for any costs incurred in the preparation, submittal, and presentation of proposals. 8. All materials submitted shall become the property of the City and shall be subject to the laws and regulations relating to the disclosure of public information. No guarantee of privacy or confidentiality is offered or implied. B. Proposal Requirements and Evaluation Criteria The following are the contents that all proposals must include. The following categories and criteria will be major considerations in the evaluation and determination of the most qualified and capable individual and/or firm. Note: The sequence of the listing is not intended to reflect relative weight of each category: 1. Interest and Relevant Experience: A statement of interest for the scope of services (not to exceed two pages) including a narrative describing the respondent s capabilities, relevant experience, and interest in the scope of work. Interest and relative experience can be recorded on the attached form. 2. Availability: A statement on the availability and commitment of the respondent to undertake the scope of services. 3. Background and Training: Proposal shall include resumes for personnel who may perform services, including the lead contact who will act as the responsible person performing engineering or architectural services. Resumes should list all relevant educational background/training, professional registration and licensing for the State of Missouri, and experience. 4. References: The name, address and telephone number of at least three client references (preferably municipal clients) who can attest to the respondent s ability to perform the services. Proposal shall include a description of the relationship between each reference and the respondent. 5. Disclosure: Proposal will disclose any professional or personal financial interest which could be a possible conflict of interest in contracting with the City. Page 4 of 5
