5 INTERIM REMOVAL ACTION MEASURE REPORT REDMOND ARMY AIRFIELD REDMOND, OREGON TASK ORDER INTRODUCTION This report presents the results of the Interim Removal Action Measure (IRAM) activities at the Redmond Army Airfield site in Redmond, Oregon (site). These services were funded by Oregon Department of Environmental Quality s (DEQs) State Response brownfield grant from the Environmental Protection Agency (EPA) and through DEQ s Voluntary Cleanup Agreement with the City of Redmond. The site location is shown on Figure 1. The site layout is presented on Figure 2. This report has been prepared for the DEQ under Task Order BACKGROUND SUMMARY 2.1 SITE LOCATION AND DESCRIPTION The site consists of approximately 60 acres of land located between the Redmond Municipal Airport and US Highway 126 in Redmond, Oregon. The site layout is shown on Figure SITE HISTORY During World War II, the US Army constructed buildings on the north side of Roberts Field, now known as the Redmond Municipal Airport, in Redmond, Oregon. The buildings were constructed in the early 1940s as part of the Redmond Army Airfield, which operated at Roberts Field. Many of these buildings were used as living quarters and recreational facilities for military personnel, lavatories and a prison stockade. The buildings were demolished or moved to other locations between the 1950s and 1990s. Several foundations and concrete slabs remain as evidence of former building locations. Demolition debris remains scattered on the ground surface. Some site grading and placement of cinders has occurred in the vicinity of the former buildings in the years since demolition or removal. In 2006, the DEQ observed suspected asbestos-containing materials (ACM) among building demolition debris on the ground surface at the site. The apparent ACM that was observed included cement-asbestos siding, roofing materials, gray/silver paper and insulating materials. DEQ confirmed the presence of asbestos through laboratory analysis of samples of some materials. Both ACM and non-acm materials were identified through sampling and analysis. Some types of ACM at the site were friable depending upon the state of the debris matrix. Some of the identified ACM was considered extremely friable such as MAG and/or Aircell. As a result of the finding of ACM, the City of Redmond entered DEQ s Voluntary Cleanup Program and agreed to remove suspected ACM from the ground surface of the site. A specialty contractor, Western States Environmental, was hired to clean up the surface debris found on the site according to a Statement of Work, approved by the DEQ. The scope of the project included three phases: reconnaissance, abatement and documentation. The surface clean-up work began September 10, During project work, Western States mapped the site and identified intermixed soils, former burn piles and additional areas that warranted further investigation. Oregon DEQ completed a final walk-through with the File No Page 1 June 25, 2008
6 contractor on September 18, 2007 to verify that the surface debris had been cleaned up Approximately 1,380 pounds of ACM was removed. On February 15, 2008, DEQ and the City of Redmond conducted a site walk. The goal of this site walk was to determine if the winter weather (rain and snow) had exposed additional ACM. Additional ACM was not observed on the ground surface during the site walk. GeoEngineers prepared a Soil Management Plan for the site. The report was submitted to the DEQ on June 16, The Soil Management Plan describes the protocols that land owners and/or developer must follow to ensure the proper management of risks to human health and the environment resulting from active disturbance of soil at the site that potentially contains ACM. 3.0 PURPOSE The objectives of the IRAM activities were to remove buried ACM intermixed soil, and former burn piles. 3.1 SCOPE OF SERVICES Our services were completed in general accordance with the Redmond Army Airfield IRAM Work Plan (Work Plan) dated March 13, 2008 and the scope of services described in the Budget and Assumption Proposals (BAPs), dated February 22, April 12 and June 5, The scope of services completed for the IRAM included the excavation and disposal of ACM and intermixed soil. 4.0 FIELD ACTIVITIES The IRAM was conducted in general accordance with the Work Plan. Field activities were completed between May 19 and May 22, GeoEngineers contracted Envirocon, Inc. of Portland, Oregon to perform the removal activities. AMEC Earth and Environmental (AMEC) was retained to provide cultural monitoring oversight. 4.1 DUST MANAGEMENT All excavation activities were conducted using a variety of dust management techniques. Envircon prepared a dust control plan for the excavation work prior to the start of the project. A copy of the dust management plan has been included in Appendix A. The purpose of the dust control plan was to identify the methods that Envirocon would use to ensure that visible dust did not migrate more than 10 feet from site areas subject to remedial activities. The dust management plan described the procedures that Envirocon followed to monitor dust conditions, and mitigate unacceptable conditions, if necessary. Dust control measures used included spraying water both by hand and by truck, reducing vehicle speed on haul roads, restricting traffic on haul roads and covering haul vehicles. Visual monitoring indicated that dust did not migrate more than 10 feet from site areas subject to remedial activities. File No Page 2 June 25, 2008
7 4.2 AIR MONITORING All project work was completed under the supervision of a certified asbestos supervisor (CAS), a person competent in asbestos abatement and monitoring techniques. Envirocon provided a representative to assess the potential hazards to worker health and air quality, by collecting air samples to evaluate both initial, work in progress and personal exposure risks. At the start of the project (May 19, 2008), site work was completed in level C personal protective equipment (PPE). All site workers were outfitted with Tyvek and half face air purifying respirators. The CAS, from Envirocon, completed an initial air assessment using personal air monitoring devises. The samples were submitted to NVL Laboratories of Seattle, Washington on a 24-hour turn around time. The results of the initial assessment indicated that asbestos concentrations in ambient air in the work zone, during active construction, were less than the current Oregon State Personal Exposure Limit (PEL) (0.1 fibers per cubic centimeter [f/cc]) and the current industry standard for clean air [0.1 f/cc as analyzed by phase contrast microscopy (PCM)]. Based on this result, the CAS determined that the remaining site work could be completed in Level D PPE. A copy of the analytical report for the initial air assessment is included in Appendix B. 4.3 ACM REMOVAL Prior to the start of excavation activities, representatives from GeoEngineers, the City of Redmond and the DEQ walked the entire site, marking each excavation area with flagging stakes and wooden stakes. Excavation locations were chosen using the locations identified during the 2007 ACM removal. Excavation activities were competed by Envirocon using a track mounted excavator and a 26-inch smooth mouth bucket. ACM intermixed soil, and burn piles were removed from 35 locations as shown on Figure 2. In addition, Table 1 identifies the locations where material was removed. Soils were excavated and directly loaded into heavy haul trucks for transportation to the Crook County Landfill. The transportation trucks were lined with a minimum of two 6-millimeter plastic liners, with each liner sealed with glue prior to departure from the site. In total, tons of material was excavated and transported off-site to the Deschutes County Landfill for disposal. Copies of the weight tickets and shipment report forms are included in Appendix C. Appendix D contains a compact disk with site photographs Concrete and Vegetation Removal A limited number of trees were removed to allow access to specific excavation areas. All large vegetation that was removed was placed outside of the work zone near the area of excavation. Soil on the roots was removed and disposed. Concrete was removed to access a limited number of excavation areas (particularly Area A). Concrete that was removed was placed on site and was not transported off-site for disposal ACM Tile Identification During the removal of soil near the concrete pad in Area A, a number of broken tiles were identified in the fill underlying the concrete pad. Two representative samples were collected and sent to NVL for asbestos analysis. The results indicated that the tiles were ACM. A copy of the analytical results is included in Appendix E. 8 GeoEngineers consulted with the DEQ and the City of Redmond and determined that concrete pad should be removed and the fill material, with the broken asbestos tiles should be removed. This work was completed on May 22, At the request of DEQ, GeoEngineers surveyed a number of the other remaining concrete pads for the presence of ACM in the underlying fill. No additional ACM was noted under any of the other concrete pads. 4.4 CULTURAL RESOURCE OVERSIGHT GeoEngineers contracted with AMEC to provide on-site cultural resource oversight during excavation activities. A representative of AMEC was present during all site excavation activities. No artifacts were located with the excavation areas. One cultural artifact was identified on the surface of the project area 30 feet northwest of Area L. This small obsidian flake was located during the surface reconnaissance completed prior to excavation of the nearby burn pile. An intensive surface investigation of the area was conducted and no other artifacts were found. AMEC concluded that the artifact was an isolated occurrence. The artifact location was recorded using a GPS and the artifact was left in place. A copy of AMEC s cultural oversight report, including photographs, is included in Appendix F. 5.0 CONCLUSION GeoEngineers documented the removal of tons of ACM and associated soil from the former Redmond Army Airfield. The removed material was transported to the Crook County Landfill for disposal. During the excavation activities, no significant cultural resources were identified within excavated areas. A single cultural artifact was located approximately 30 feet from excavation Area L. 6.0 LIMITATIONS We have prepared this report for use by the DEQ, their authorized agents and regulatory agencies. This report is not intended for use by others, and the information contained herein is not applicable to other sites. Within the limitations of scope, schedule and budget, our services have been executed in accordance with generally accepted environmental science practices in this area at the time this report was prepared.
