3 FUTURE STATE/VISION OF ACH SECTOR & CRITICAL VALUES Future State (Vision) To be protected and recognized by government. To be a major contributor to job creation. To play a leading role in nation-building and social cohesion. Critical Values Ubuntu (moral regeneration) being promoted through ACH. Promotion of multiculturalism and multilingualism. Promotion of cultural values. Promotion of African culture and identity. 3
4 BROAD CHALLENGES AND PROPOSED SOLUTIONS HIGH LEVEL CHALLENGE Compliance with copyright or intellectual property rights legislation / regulations. Lack of equitable funding of artist. Lack of funding for ACH sector Lack of skills Lack of promotion of local heritage PROPOSED SOLUTIONS Public education on copyrights and intellectual property rights and legal enforcement by government. Fair compensation of artists. Resources be sources from government, private sector and other funding agencies. Proper monitoring of resources provided for the development of the sector by government. Educating artists on various expertise i.e. contract management Target promotion of local heritage 4

6 Critical Challenges Relating To Your Theme Activities meant to promote nation-building & social Cohesion are politicized. Lack of understanding of national symbols. Not yet acknowledged the national Anthem as a national prayer. Cultural, religious and linguistic differences National events promoting are government centrered and not community centrered. Proposed Solutions Activities should be apolitical and promote South African ACH. Education and public awareness of national symbols. Education and public awareness. Promote, the theme unity in diversity through learning of different cultures, religion and languages. A culturally inclusive organisation should be tasked with organising national events. Xenophobia, racism and inequality. Distorted historical human relations in SA Workshops and community dialogues to address the issues. Rewriting and teaching historical. 6
7 Institutional Arrangements And Governance How should the DAC, its public entities and the sector be organized to achieve the vision for the sector Decentralise the functions of some entities to local government level. 7
8 Funding within the sector How should funding for the sector be organised within the DAC and the sector Research to scout potential artist and practitioners within the ACH sector in the various communities. Government to source funding in the form of grants to ACH sector. Dedicated budget for the promotion of ACH at local government level which must be reflected in the IDP. Integrated approach and partnerships by government and the private sector in developing the sector. 8
9 Infrastructure And Related Matters How should ACH infrastructure be organized to realize the essence of this theme and the vision Build integrating creative centres at strategic locations within communities. Deracialize the apartheid establishments through education on democratic values. 9
