2 NDC Implementation Document Joint document: UNDP, UNEP, UNEP-DTU, WRI, in collaboration with UNFCCC Secretariat Builds on previous guidance on preparing (I)NDCs Informed by country case studies Practical tool for countries as they prepare for NDC implementation Provides suggestions, but not prescriptive (depends on NDC, national circumstances) Draft for public review: October 2017

4 NDCs & Linkages with SDGs Interconnected 2030 Agenda (SDGs) and Paris Agreement put world on track to address sustainable development and climate change Aligning planning processes at the national level can ensure policy coherence, maximize resources, avoid duplication and siloing capacity Achieving Paris goals requires whole-ofeconomy transformation toward low-emission, climate-resilient development Ambition must be increased through subsequent NDCs, long-term strategies
5 Getting Ready for NDC Implementation Revisit NDC as needed New policy priorities, information, or analysis (inventories, projections, etc.) Or to improve understanding/specificity to enable implementation Appraise (and build) human, information, financial capacities E.g., technical skills, data collection mechanisms, ability to access funding/design financial mechanisms, etc. Review legal/regulatory framework (laws, institutional structures, etc.) Screen against potential conflicting policy initiatives, examine implementation barriers, integrate into development processes Some countries may prefer single, holistic climate change law
6 Getting Ready for NDC Implementation (cont d) Assess/strengthen institutional arrangements Distribute roles/responsibilities (incl. coordinating body), build capacities, improve coordination (and stakeholder input) Identify/prioritize specific policies, actions, measures to achieve goals Disaggregate national targets as needed Prioritize actions based on cost-benefit, multi-criteria, other analyses (effectiveness, feasibility, costs, etc.)
7 Developing an NDC Implementation Plan May be necessary at national or sectoral level depending on country and NDC May include information on: Measures, timeline, costs, funding strategy, institutional arrangements/coordination, monitoring, etc. Build on and ensure synergies with NAPs, development strategies, etc. Engage stakeholders (for input, to improve ownership, etc.)
8 Financing NDCs NDC implementation requires comprehensive financing strategies Draw on mix of domestic public funds, private investment, and int l climate finance (as needed) Variety of financial instruments will need to be tapped (loans, bonds, etc.) Projects mainstreaming CC in national budgets, etc. Engage private sector in process Developing a strategy may involve: Assessments of needs, gaps, financial flows, sources, climate expenditures (CPEIR) Climate budgeting; translating NDC actions into investible project pipeline Determining how to allocate resources to catalyze investment
9 Monitoring & Reporting Progress Multiple domestic/international purposes Understand progress, whether additional actions needed; inform global process, stocktake; fulfill Paris provisions; build trust; etc. Developing a monitoring plan Build on existing systems, data collection processes, national communications, BURs, NAMA/NAP monitoring, etc. Align with monitoring of SDGs and national development goals Determine information to be monitored and methods, depending on NDC goals Establish mandates for data collection PA information to be reported: inventories, CC impacts, support, etc. Will become clearer with future transparency guidelines
10 Revising Strategies / Preparing Subsequent NDCs Monitoring helps determine whether additional effort needed to achieve NDC Countries may need to amend implementation plans based on observed impacts Increasing sectoral scope, identifying additional actions, adjusting policies, etc. Future NDC cycles (every 5 years) Meant to be progression beyond current NDC, highest possible ambition Take into account long-term PA goals, in context of long-term strategies Build on institutional processes, learn from experiences/monitored outcomes Informed by global stocktake (2 years before each NDC cycle)
11 Closing Recommendations Integrate climate and development processes Adopt a whole-of-government approach and engage key stakeholders Don t reinvent the wheel Consider funding early and comprehensively
