1 Advance Planning & Development (AP&D) and Plans Specifications & Estimate (PS&E) Stage Gate Checklists 2011 Transportation Short Course Design Session Presented by: David L. Seago, P.E. Assistant Director of Construction Dallas District
2 John Barton Memo Dated 7/6/11 Due to settlement with EPA for alleged storm water violations, a Construction Oversight Program (COP) was developed. Three pilot Districts (Dallas, Waco & Yoakum) and Divisions were involved in development. As part of the COP, the AP&D and PS&E Stage Gate Checklists were developed and piloted. Beginning with December 2011 letting, Stage gate Checklists will be required for each project. NOTE: The 3 EMS pilot Districts found these checklists to be some of the best tools developed when interviewed.
3 Stage Gates on E-Forms Located in ENV Folder Advanced Planning & Development Stage Gate Checklist (Form 2442) PS&E Stage Gate Checklist (Form 2443) Each Checklist begins with Instructions/Purpose for Stage Gate Checklist
4 Instructions/Purpose for Stage Gate Checklists Stage Gate Checklists are intended to be an awareness and communication tool. It is recommended that the Project Manager fill out this form at different stages of project development as described on the Checklist; however, the final decision on who fills out and signs the Checklist is left to each District. PM should communicate with Environmental personnel (and AP&D personnel if doing PS&E). It is expected that not all questions can be answered appropriately, especially in the Initial Review; therefore, some questions may be left blank at that time. When Final Review is complete; all questions should be answered and appropriately addressed. This checklist is not intended to be a comprehensive list of all environmental issues but is intended to identify some of the biggest issues or the issues that most often cause problems. Completion of this form is required on all projects. On some simplistic projects, depending on type, only Final Review would be filled out. The completed form should be kept with project files and retained according to current file retention requirements.

At the least prompt you to go ask questions if don t understand what is asked of you. Also, has Instructions/Purpose tab to further explain. 1. The AP&D Stage Gate Checklist will initially be filled out to identify areas that need to be addressed. (First Review Box). 2. Throughout AP&D process the project should be evaluated to ensure indentified needs are addressed. (Subsequent Boxes for Review).

If a schematic is required, the last question on Checklist prompts you to be sure all environmental requirements/commitments have been addressed in schematic. (Examples: Shows where needed ROW will be needed for wetland mitigation, detention ponds, etc.) (See last box on form). 4. Upon completion of Advance Planning and Development process, project will be approved to advance to PS&E stage. (See last line on form).

8 PS&E Stage Gate Checklist (Page 2) 3. Upon completion of PS&E process, should have completed EPIC Sheet and all commitments identified on the AP&D checklist and any other commitments identified in the PS&E process been noted in the plan set appropriately which should communicate the environmental requirements and environmental work requirements to the contractor? (See last box on form).
9 ENVIRONMENTALLY READY TO LET At the bottom of form you will sign off ready to advance to letting, in regards to environmental issues being properly addressed in PS&E package, and construction personnel will proceed to Construction Stage Gate Checklist during construction of project.
