7 Scottish Clinical Leadership Fellowship SCLF Application Pack 2014 Introduction NHS Education for Scotland NES in partnership with Scottish Government, the General Medical Council and the Scottish Academy of Medical Royal Colleges are pleased to launch the 2 nd cohort of the Scottish Clinical Leadership Fellow SCLF Scheme. This prestigious Fellowship is open to trainees in Scotland who have the curiosity and ambition to push their development to new heights at the leading edge. Fellows will have a bespoke opportunity to develop leadership and management capabilities, and contribute to aspects of contemporary health care and medical education development in an apprenticeship style model. These one-year SCLF posts are an integral aspect of NHS Scotland s approach to developing Professionalism and Excellence in the medical profession. The Fellows will work closely with leading figures in the host organisations, and find themselves immersed in the practicalities of running an organisation at a national level. The scheme aims to provide NHS Scotland with a cadre of doctors who are committed to living and working in Scotland and who have enhanced capability to offer leadership in their work place and potentially at national and international levels. Scheme Structure The scheme is national and whilst it is managed for employment purposes within NES Fellows will be based in a number of organisations in Scotland, the majority being in Edinburgh. The Fellowship will provide access to relevant leadership development programmes from the National Leadership Unit NLU in NES, as well as mentorship, inter-professional paired learning and links to relevant action learning sets. Fellows will have opportunities for joint learning with Clinical Fellows from the English and Welsh schemes. There will also be opportunity to work closely with existing teams working in policy areas as outlined in A Route Map to the 2020 Vision for Health & Social Care. Depending on the scheme-host organisation, there may scope for Fellows to continue with a small clinical commitment. Host Organisations Fellows may either get immersion in one organisation for the whole year, or a rotational arrangement such flexibility can be accommodated as negotiated between the Fellow, their mentor and the available host organisations. The principal scheme-host organisations include: Scottish Government Health & Social Care Directorate (Edinburgh) NES (Distributed) GMC Scottish Office (Edinburgh) Royal College of Physicians and Surgeons of Glasgow (RCPSG) - the selection process and mentorship for the RCPSG Fellow is run separately. However, there will be significant collaboration amongst all the Fellows. 1

8 Scottish Clinical Leadership Fellowship SCLF Application Pack 2014 As well as working as part of their host organisations, Fellows will have the opportunity to work collaboratively with a number of key groups which include: Scottish Association of Medical Directors Directors of Medical Education Group Scottish Chief Executives Group Support Internal to the scheme Fellows will be supported by: Executive sponsor in the host organisation facilitating and promoting the Fellowship A leadership mentor who will be a senior medical leader - not necessarily from the same host organisation - focusing on the development of leadership and management skills A project mentor whose main focus will be the practicalities of delivering a project within the host organisation A supervisor from the NLU providing closer generic support and advice Peers in the scheme Other national Clinical Fellows as relevant e.g. Scottish Patient Safety Fellows. Sponsor Mentor A (Leadership) Mentor B (Project) Supervisor NLU The Fellows External support will include: Relevant contacts in NHS territorial Health Boards; Health and Social Care Partnership organisations; and other National Health Boards. UK organisations with a leadership focus: e.g. King s Fund; Health Foundation; and Faculty of Medical Leadership and Management FMLM. 2

9 Scottish Clinical Leadership Fellowship SCLF Application Pack 2014 Key Areas of Responsibility Throughout the year Fellows will contribute creatively to a wide variety of projects in their host organisations, forming a platform for developing their own personal leadership and management capabilities. They will actively engage with their assigned mentors to develop tailored programme objectives and to plan and undertake a project that supports these objectives. Fellows will join clinical leaders for master classes as part of the National Leadership Unit s Delivering the Future scheme DTF. They will actively contribute to Inter-Professional Learning, and take part in the Leading for the Future programme LFTF. Fellows are encouraged to participate in other leadership organisations e.g. FMLM, King s Fund, or Institute for Healthcare Improvement. There may be an opportunity to pursue a formal leadership and management qualification, although no formal programme has been sponsored by the Fellowship yet. Medical Defence: The Fellow will be responsible for notifying their medical defence body of the expected programme to ensure that there is a clear balance between crown indemnity, clinical indemnity and personal indemnity cover as appropriate to cover their Fellowship and other external commitments. Medical Defence subscriptions will not be reimbursed by NES. Evaluation Whilst there will be no formal assessment of Fellows in the scheme, there is an expectation that Fellows will be highly motivated to achieve tangible outcomes that will enhance their personal portfolios and make a meaningful contribution to NHS Scotland. Fellows will need to ensure a well evidenced approach is taken to understanding and documenting achievement. 13 8. ASSIGNMENT, GENERATION AND REVIEW OF WORK Work will be generated with Fellows by the host organisation and associated groups. It is anticipated that Fellows will be able to co-produce a work plan with guidance from their assigned mentor and as far as possible tailored to the learning needs of the Fellow in the context of the agreed broad theme and needs of the host organisation. Whilst there will be no formal assessment of Fellows in the scheme, there is an expectation that Fellow will be highly motivated to achieve tangible outcomes that will enhance their personal portfolios and make a meaningful contribution to NHS Scotland. As such it would be expected that this first cohort will lead the way in ensuring a well-evidence approach to understanding and documenting achievement. 9. 18 SCOTTISH CLINICAL LEADERSHIP FELLOWSHIP CONDITIONS OF SERVICE TITLE: Scottish Clinical Leadership Fellow LOCATION: Flexible, travel necessary if not Edinburgh based REPORTING TO: Director of Medicine GRADE: As appropriate SALARY SCALE: As appropriate HOURS AND DAYS OF WORK: Proposed Monday-Friday 09:00-17:00; exact working pattern to be agreed with host organisation.
