2 PART I Background
3 Over all view on slums in Egypt The inhabited area of Egypt is 4% 50% of the population live in urban areas 50% of the inhabitant in urban areas live in slum areas Number of slum areas is 1221 with 81 of these are in Cairo Expansion of slum areas into agriculture land started since 1950 around cities The total investment by the governorate reached 845 billion pounds in 1997
4 Ismailia Sustainable Growth & Development 1993 Ismailia adopted the participatory urban and environmental planning & management (EPM) through preparing long term strategic development plans, as well as public investment project proposals to mobilize funding, parallel to a comprehensive training and capacity building for local leaders, NGOs, CBOs, Woman & Youth.
5 EPM (Environmental Planning & Management) The EPM process which brought together the different stakeholders involves four distinct phases. These are : 1. Information and expertise. 2. Prioritization, negotiating strategies and decision making. 3. Implementation. 4. Mobilizing and efficient use of resources EPM process and strategic planning also produce projects with vital importance to all sectors. City Environmental Profile The profile was prepared on Ismailia governorate, includes a description of Isamilia s location, geographic characteristics, history, details on development sectors, environmental problems and institutional framework of the governorate. City Consultation The Ismailia Cities Consultation were held after six months of the startup of the project to identify, review and expand upon urban environmental issues of priority concern which affect the sustainable growth and development of each city, also to bring together key actors to jointly develops and agree on the need for an improved city management process and to obtained the commitment necessary to operate the demonstrated cross sectoral working group approach in addressing the priority issues identify and agreed at the city consultation. Establishing & Supporting Working Group The Role of a Working Group : Working group is a platform for negotiation and decision-making mechanism, it is cross sectorial in representation, the stakeholders through working groups negotiate and agree on strategies and action. Strategic & Action plans Strategy and action plan means to understand what are Ismailia s resources and comparative advantage, to identify and agree on goals for development of Ismailia, broadly define ways to achieve the goals, translate general ideas into specific actions an measures, and at least to decide on priorities. The strategies are issue specific and contain policy, institutional, capacity building and specific project necessary to achieve sustainable growth and development to Ismailia. 11 5. Institutionalization In roads towards institutionalizing the EPM 1. The transformation of the steering committee to broad-based. Sustainable Development Council for Ismailia Governorate with the project TSU The development Governorate Committee for Participatory Development cross cutting support. 2. Establishing a training center supported by UN-Habitat, the center provided trainers, materials, handouts etc in the filed of: (Leadership, CBO, NGO, Capacity Building, Tools of urban participation and Gender) 3.The allocation of national; 5 years budget line supporting the governorate of Ismailia were among the steps taken to institutionalize the process. 4.The Environment & Development Association (EDA) in the SIP initiating the setting up of an NGO which is structurally and legally separate from the project.

36 Working Groups The WGs composed of stakeholders including local NGOs, CBOs, women, youth, associations, community leaders. The WGs are responsible for identifying and prioritizing issues and problems that need to be addressed. The WGs act as a liaison between the community and the local authorities.
