1 Position Description Manager, Performance Measurement and Effectiveness April 2013 Organisation Founded in 2003, The Children'ʹs Investment Fund Foundation (CIFF) aims to demonstrably improve the lives of children living in poverty in developing countries by achieving large- scale, sustainable impact. The foundation does this by: Finding and funding opportunities to make significant improvements to the well- being of large numbers of children. Designing investments with like- minded partners to address these opportunities. Engaging with partners throughout the investment process to optimize direct and indirect impact. Building a portfolio of consistently high- performing investments for children primarily in Sub Saharan Africa and India. The Foundation focuses on seven priority impact areas: Child Survival Hunger Alleviation & Nutrition Educational Achievement Adolescent Reproductive Health Early Childhood Development Economic Readiness Care Environment The current focus of the Foundation is in the first three areas, and Climate Change. Within the three areas of child survival, educational achievement and hunger alleviation and nutrition, CIFF is prioritising its investments in five Strategic Priority Areas (SPAs): perinatal mortality, PMTCT, treatment and prevention of severe acute malnutrition, early learning (pre- primary through grade 2), and de- worming. Over the next few years, the foundation is particularly committed to raising nutrition as a
2 development priority for better health outcomes for children and for the economic growth of countries. With an endowment of over $3.5 billion originally derived from a hedge fund, CIFF employs approximately 50 professionals in England, Africa and India. CIFF strives to couple business acumen and principles with development experience and best practices to transform the landscape for children. For more information please visit Position CIFF is seeking to hire a Manager, Performance Measurement & Effectiveness, reporting to the Executive Director, Performance Measurement & Effectiveness. The Performance Measurement and Effectiveness (PME) function is core to CIFF s vision. As a senior member of the PME team and working with colleagues across the organisation, the Manager, PME will have an opportunity to influence PME methodology and investment strategy at an early stage in a new and fast- growing organisation. The role s main objective is to ensure that funded programmes within Strategic Priority Areas (SPAs) are effectively able to analyse and report performance in a timely manner and demonstrate impact consistent with CIFF s vision. The PME Manager will work closely with the Investments, Programmes, and Leverage teams to develop clear PME frameworks that allow effective programme management and performance reporting both at the investment level and at the SPA level. The PME Manager will ensure that those frameworks are effectively implemented by both the implementation partners and any external organisations and consultants that are used for PME purposes. The PME Manager will also work closely with the Leverage team to ensure that the findings are disseminated at the right time, to the right audiences Based in the CIFF office in London, this position involves significant travel to the programme implementation sites in India and Sub Saharan Africa, in order to work closely with implementation partners to monitor the quality of our programmes PME components and engage in the dissemination of the evidence to stakeholders. Position Responsibilities The PME Manager will have responsibility for: Ensuring that CIFF s investments maintain a high quality PME system that will guide CIFF in demonstrating impact on children s well- being. Developing a range of approaches to monitor and evaluate the impact of CIFF s investments on children within the SPAs indicated above.
3 Working closely with the Investments function to ensure that the PME component of CIFF s investments is well defined, uses the most effective and efficient approach to demonstrate impact, and is effectively resourced by partners or externally. Sourcing, hiring and managing external evaluation and operational research organisations to effectively monitor and evaluate our programmes. Working closely with the Programmes function to ensure that the monitoring and evaluation data is used to enhance programme implementation. Establishing partnerships with other funding agencies to prioritise PME within their ways of working, while also leveraging CIFF s resources and experiences to get better use of data for programmatic decision making. Working with government ministries and country level implementation partners to build capacity in monitoring and programme evaluation. Representing CIFF in the field and managing relationships with our implementation and evaluation partners (organisations and consultants) in a sensitive, supportive and pragmatic way. Supporting dissemination activities where findings from CIFF investments are used to influence regional and global policy and practice. Participating in international working groups/ forums to learn and share best practices in measurement and programme evaluation. Ensuring that CIFF stays current with best practice in PME modalities and developments within its SPAs, with an emphasis on costing, cost effectiveness and financial sustainability analysis. Keeping the Executive Director, PME informed of major issues, developments and achievements in the PME of CIFF s programmes. Experience/Qualifications Required With measurement being a pillar of CIFF s strategy, there is more to this role than pure evaluation. A key dimension will be the ability to contribute to strategic impact through the use of data and analysis. Working with others, the PME Manager will need to use an evidence- based approach to convince both internal and external stakeholders about how best to leverage CIFF programmes. This will require a strategic, as well as an analytical mindset and the personal impact and communications skills needed to win the confidence of CIFF s Executive Team. This is a senior role, and the successful candidate is likely to have significant previous experience of PME work for development, in addition to the following profile: Rigorous and analytical, with a strong quantitative background, probably having a doctoral or master s degree in social sciences or public health, and
4 with expertise in managing evaluation, understanding data and leveraging evidence. Experience of managing the evaluation of large scale programmes is essential, in particular those involving partnerships with other donors. Experience in the field with an orientation towards Asia or, preferably, Africa would be ideal. Experience in developing and overseeing national M&E systems as well as building capacity of government ministries in M&E would be especially useful. Expertise in nutrition or child heath - experience in the fields of health systems, nutrition, perinatal health or education would all be relevant, but the ability to operate across a broad spectrum is more important than specific expertise in any one programme area. Experience of commissioning research is desirable: finding and engaging monitoring & evaluation providers and then managing relationships with them. A broad understanding of research programmes, randomised trials etc but with an emphasis on managing research and evaluation from a strategic point of view. Demonstrable experience of working and influencing at senior levels, especially in the use of evidence to impact policy level decisions. Strong team- working skills able to work effectively as a member of extended teams. First- class communications skills, both oral and written; able to explain findings simply to different target audiences. Good relationship building and stakeholder management skills able to manage often- sensitive relationships with providers and partners. Readiness both to manage and to get hands- on in data analysis and with a real interest and commitment to the PME role as a core function. Able to translate fluently from a detail orientation to broader strategic thinking - not just analysis but able to think outside the space. Able to identify the real impact of programmes and communicate the difference that they make in a strategic sense. An energetic self- starter with the resilience, pace, interpersonal flexibility and comfort with ambiguity and change to succeed within the evolving and sometimes demanding culture of an organisation that is still young and establishing itself. Willingness to travel typically up to eight international trips per year with a 5/6- day duration.
