Successful delivery of the programme will see multiple grants programmes designed and undertaken, delivering significant strategic funding to the sector, improving refugee and migrant access to family reunion and integration and affecting policy level change. Context The British Red Cross helps people in crisis, whoever and wherever they are. We are part of a global voluntary network, responding to conflicts, natural disasters and individual emergencies. We enable vulnerable people in the UK and abroad to prepare for and withstand emergencies in their own communities. And when the crisis is over, we help them to recover and move on with their lives. Within the UK, the British Red Cross operates through over 3000 staff and over 20,000 volunteers. When people escape conflict, persecution, poverty or other humanitarian disasters, families can be torn apart leaving family members abroad at risk and hampering the ability of individuals in the UK to successfully integrate. Family reunion is not only a safe and legal way for families to be reunited, but also one of the only routes to protection in the UK and a key for successful integration and for people achieving their full potential. Despite scattered initiatives aimed at 1
2 supporting family reunion across the country, the refugee and migrant sector has so far not been able to offer a coordinated response to this issue. We urgently need a national co-ordinated response framework that brings the grassroots and national voluntary sector together with key allies and experts in the field of law, academia and policy think tanks to support families reuniting in the UK. Overall purpose of the role The FTI Manager will oversee the Families Together Initiative, coordinating and liaising with the FTI s Leadership Panel to design and deliver a grant-making programme with the goal of reaching the FTI s objectives. The FTI Manager will be responsible for overseeing the administration of grant funding and coordinating reporting from grantees. The FTI Manager will be expected to operate with and influence stakeholders at the highest level (potential Leadership Panel members being at Chief Executive level). The role will be critical in the delivery of the FTI s activities, expressing the strategic direction provided by the Leadership Panel in a coordinated grant-making programme, bringing together multiple actors and funded initiatives to contribute towards outcomes agreed with the Leadership Panel. The FTI Manager will perform a critical role in a project facilitating a step change in the sector s ability to achieve more, better and easier family reunion and integration for refugees and migrants. This post is full time and fixed term post funded for 3 years. Main responsibilities and duties 1. Define (in collaboration with the Leadership Panel) and deliver the agreed outcomes of the FTI project 2. Effectively chairs and coordinates the Expert Leadership Panel, enabling the panel to inform and drive the strategic direction of FTI and make re-granting decisions 3. Develops the strategic direction of the Families Together Initiative, in conjunction with the Expert Leadership Panel, taking into account the changing external environment and donor requirements 4. Through collaborating and effective coordination of the expert panel, drives the external grant-making programme and decision-making processes in line with FTI strategic priorities 5. Through external collaboration with key actors and coordination of the strategic panel, identifies and oversees research priorities to drive forward FTI goals 6. Maximises advocacy and communication opportunities through building and maintaining strong partnership with relevant actors both within and outside the sector 7. Provides leadership and coordination to strategically mobilise the sector in pursuit of FTI aims and objectives 8. Facilitates the building and maintaining of strong working relationships with and between successful grantees (both BRC and external), encouraging and creating opportunities to share learning and expertise and synergise in pursuit of FTI objectives 2
3 9. Builds collaborative and effective relationships across BRC internal business partners, project sponsors and support functions to ensure effective project coordination and administration 10. Builds collaborative and effective internal relationships with key senior stakeholders across service delivery, communications, advocacy, research, grant management and other departments and with Leadership Panel members and grantee organisations. 11. Responsible for overall effective coordination of project monitoring and evaluation, establishing a common monitoring and evaluation framework for multiple projects across various organisations 12. Responsible for establishing effective processes and mechanisms to ensure learning from multiple internal and external projects is systematically harnessed and successfully disseminated with relevant actors 13. Works collaboratively with key stakeholders to set, monitor and evaluate outputs and outcomes 14. Ensures rapid escalation and management of identified risks and ensures learning is embedded 15. Overall responsibility for ensuring FTI project achieves objectives 16. To control and monitor the agreed budget. 17. Works collaboratively to secure additional support, involvement and funding for FTI through strong communication and effectively representing the FTI to high level external stakeholders 18. Overall responsibility for ensuring effective administration of fundraising and grants contracts, working in collaboration with internal and external colleagues 19. Responsible for collating information from multiple internal and external projects to provide accurate reports to all funders in line with the agreed timescales and requirements 20. To line manage and support the development of the Project Officer 21. To ensure effective external and internal communication regarding FTI through a variety of mediums, for example, representing BRC at external events and meetings, strong internal engagement and digital communications. 22. To uphold the Fundamental Principles of the Red Cross and Red Crescent Movement and to work within the British Red Cross Equal Opportunities Policy. 23.
