2 Scope of work PNG REDD+ MRV PNG together with Costa Rica introduced the concept of REDD+ the Government of PNG through Climate Change & Development Authority (CCDA) and PNG Forest Authority (PNGFA) have been putting much effort on the country s REDD+ readiness, continuously playing the international leading role in REDD+ PNG acknowledges assistance provided by international organisations like Food and Agriculture Organisation (FAO), UNEP, JICA, and World Bank - FCPF who ensured PNG s compliance. 2

3 PNG REDD+ MRV & REDDCompass Through assistance provided, PNG was able to develop; National Forest Monitoring System (NFMS) Forest Reference Level (FRL) Action Plan or REDD+ Strategy Also officers of both CCDA and PNGFA have received training through the assistance provided, however, more improvement is required. REDDCompass Training, PNG colleagues appreciated that: REDDcompass - a reliable web application to access methods, guidance and tools that guides countries to design and develop MRV system. REDDcompass - provides guidance in analysing current capacities and gaps of MRV system of developing countries including PNG

4 Components of REDDcompass This web application has four (4) major themes; Institutional Arrangement Policy + Design Decision Measurement + Estimation Reporting + Verification Under each of the themes, there are number of Concepts and Actions which enables developing countries to identify their strengths and gaps of their MRV system. 7 PNG National roadmap: Current Capacity Climate Change & Development Authority (CCDA) is the National Designated Agency (NDA) in PNG responsible for REDD+ reporting. The mandated NDA has a legal document in place, i.e., Climate Change Management Act, PNG agreed for national approach in REDD+ reporting All REDD+ stakeholders identified REDD+ activities identified Both GIS/RS software available including Saiku analyst software, Collect Earth & Terra PNG. PNG National REDD+ strategy launched (6 Oct, 2017) PNG s NFMS has been developed. Information is disseminated to the public through REDD+ Web portal ( ) PNG FRL submitted to UNFCCC for technical assessment.

8 PNG s Identified Needs Agencies responsible for REDD+ estimates yet to be identified ( ) Development of roles & responsibilities of agency for establishing and implementing protocols for receiving results-based payment( ) Development of roles & responsibilities of agency for establishing and implementing protocols for non-carbon benefits Budget constrain to support the sustainability of the overall MRV system in PNG Establishment of processes for transfer of emissions reductions & benefit sharing Establishment & documentation of framework for regular acquisition and archiving of remote sensing data and ground observation to enhance transparency

9 PNG s identified needs Procedures for quality assurance and quality control for review and validation of data & information collected. (JICA/FAO) Processes and procedures to do Key Category Analysis of all data sources, i.e., remote sensing data for all remote sensing. (JICA/FAO) Further improvement required in stand operating procedures (SOPs) set by development partners. Alignment of policies to address deforestation and forest degradation. Uncertainty Assessment of forest area change activity data. (JICA/FAO) Integrated system to store all relevant data. Establishment of verification processes and procedures, both internal and external verification.

10 Benefits PNG s RM from REDDcompass The GFOI Platform is useful for the government of PNG and organisations taking lead in REDD+ readiness (CCDA & PNGFA) highly recommend it for the strengthening of its current capacity and identified on gaps and the needs - through building capacity or through partnership potential donors/partners. An ideal mechanism/platform to seek assistance from donor agencies to support both technically and financially to equip PNG through capacity building & in other development through REDD+

11 Way forward Papua New Guinea Climate Change & Development Authority is developing regulations to strengthen institutional arrangement and other section. Currently, Climate Change & Development Authority (CCDA) & PNG Forest Authority (PNGFA) are utilising assistance provided by development partners (FAO, EU, JICA, World Bank - FCPF) to improve actions that require further improvement. Also seeking assistance from donor agencies to improve and develop a robust MRV system of PNG for all the sectors,
