2 Mandates for MRV Implementation COP 13 BALI ACTION PLAN (1/CP.13 paragraph 1 (b) (ii) ly appropriate mitigation actions by developing country Parties in the context of sustainable development, supported and enabled by technology, financing and capacitybuilding, in a measurable, reportable and verifiable manner COP 16 di Cancun 2010 (FCCC/CP/2010/7/Add.1/C/Par.70) Encourages developing country Parties to contribute to mitigation actions in the forest sector by undertaking the following activities, as deemed appropriate by each Party and in accordance with their respective capabilities and national circumstances: (a) Reducing emissions from deforestation;(b) Reducing emissions from forest degradation;(c) Conservation of forest carbon stocks;(d) Sustainable management of forests;(e) Enhancement of forest carbon stocks (1/CP.16 paragraph 71 (c)) In relation with mitication actions, there is a need to develop appropriate and transparent monitoring and reporting system (1/CP.16 paragraph 61 and 62) internationally and domestically supported mitigation actions will be measured, reported and verified domestically in accordance with guidelines to be developed under the Convention SBSTA 36 Bonn 2012 Term of Monitoring, Reporting and Verification was changed to Measurement, Reporting and Verification (MRV) REDD+ Strategy a series of evaluation activities involving measurement, reporting and verification of emissions reductions achieved and the amount of carbon stocks preserved or increased, carried out periodically in relation to REDD+ activities. 2 A Need for MRV REDD+ System REDD+ Implementation Indonesia Indonesia is committed to reducing emissions by 26 percent from the Business as Usual development scenario by 2020 through utilization of its own funds and without sacrificing development in other sectors, or by 41 percent with international assistance. Reducing emissions from deforestation, forest and/or peatland degradation, preserving and accumulating carbon stocks through: 1) Forest conservation, Need of MRV System The basis for REDD+ incentive is performance of reducing emission, that obtained from land based emission Measurement (M) which is Reported (R) as REDD+ performance that its validity can be Verified (V). MRV system supports sustainable forest management 2) Sustainable forest management, 3) Rehabilitation and restoration of damaged areas, and 4) creation of additional benefits along with reduced emissions: - improvement of local people s welfare, - improved preservation of biodiversity, 3 - improved protection for other ecosystem services
