1 AGENDA REPORT Meeting Date: September 6, 2016 Agenda Item # City Manager Approval: TO: FROM: Honorable Mayor and Members of the City Council Rick Crabtree, City Manager/Attorney SUBJECT: Interim Public Works Director/City Engineer RECOMMENDED COUNCIL ACTION: Approve the proposed contract with NorthStar Engineering for Interim Public Works Director/City Engineer services. SUMMARY: Former Public Works Director/City Engineer, Bruce Henz, retired effective August 31, The City plans to conduct a comprehensive search for a full-time permanent replacement. In the meantime, the City must contract with a licensed civil engineer/surveyor (or an engineering firm) for assistance with the Public Works Director/City Engineer functions. The City Manager recommends contracting with NorthStar Engineering ( NorthStar ) for Interim Public Works Director/City Engineer services. PREVIOUS COUNCIL ACTION: Bruce Henz was appointed Public Works Director on July 11, DISCUSSION: The City needs to enter into an interim agreement with an individual or firm to provide Interim Public Works Director/City Engineer services. The City Manager recommends contracting with NorthStar to provide these services. The current job description for Public Works Director/City Engineer is attached. The City already has an existing relationship with NorthStar. NorthStar is familiar with City infrastructure and staff. NorthStar also has a broad range of experience and expertise which the City can draw on. Information regarding NorthStar Engineering s services and staff can be found on the internet: ( Existing Northstar - City projects include: Baker Road Bridge construction supervision. 2 State Transportation Improvement Program (STIP) work on the South Main interchange. Regional Transportation Planning (RTP). NorthStar is on the City s approved on-call list of consultants. It is anticipated that during this interim period Northstar Engineering will be on-site at the City (normally at City Hall but also in the field) a minimum of two days per week (e.g., Tuesday & Thursday). At other times, Northstar staff will be available via telephone, , etc. Existing employees Vinnie Pagnano (Assistant Engineer) and Scott Miller (Associate Civil Engineer) will be guided/supervised by NorthStar. In order to allow NorthStar to focus on more traditional Public Works/City Engineer services, during this interim period, it is recommended that the City Manager assume the role of staff to the City Airport Commission (meetings held on second Wednesday at 5:30 PM) and City Parks Commission (meetings held on second Wednesday at 7:00 PM). It is also recommended that the City Manager also assume supervision over the Community Center operations and recreation programs. During the interim period, the City will conduct a broad search for a permanent Public Works Director/City Engineer. CITY FISCAL IMPACT: The cost of the proposed services will depend on the total number of hours expended. We expect the cost of contracted services to be met within the existing Public Works Department s personnel budget. 3 CLASS SPECIFICATION PUBLIC WORKS DIRECTOR / CITY ENGINEER CITY OF RED BLUFF GENERAL PURPOSE Under administrative direction of the City Manager, plans, organizes and provides direction and oversight for all public works functions and activities, which include infrastructure engineering, design and construction; streets and traffic control; underground lines; review of private sector development; facility, equipment and infrastructure maintenance; construction and maintenance of water distribution and treatment systems and wastewater collection and treatment systems; airport operation, maintenance and facility management; fosters cooperative working relationships with intergovernmental and regulatory agencies and various public and private groups; and performs related work as required. SUPERVISION RECEIVED Works under the direction of the City Manager. SUPERVISION EXERCISED Exercises direct supervision over mid-management, supervisory, professional, technical and clerical staff. ESSENTIAL DUTIES AND RESPONSIBILITIES Develops and directs the implementation of goals, objectives, policies, procedures and work standards for the Public Works departments; prepares and administers the department s budgets. Plans, organizes, administers, reviews and evaluates the work of professional, technical, maintenance and office support staff directly and through subordinate levels of supervision. Provides for the selection, training, professional development and work evaluation of department staff; authorizes discipline as required; provides policy guidance and interpretation to staff. Contributes to the overall quality of the department s service by developing, reviewing and implementing policies and procedures to meet legal requirements and City needs. Plans and coordinates the Capital Improvement portion of the Development Impact Fee Program. Performs the duties of the City Engineer as prescribed by State law and City ordinances, including overseeing the preparation of engineering plans and specifications, the construction of public projects, and the administration of professional service, construction, maintenance and other contracts. 4 Reviews, approves and signs plans and specifications for City infrastructure and facilities, assessment districts, subdivisions and developments. Confers with and represents the department and the City in meetings with members of the City Council, members of boards and commissions, various governmental agencies, developers, contractors, business and industrial groups and the public. Oversees the development or update of the City s stormwater, wastewater and water plans, and programs, the Capital Improvement Plan and other plans related to municipal infrastructure. Oversees traffic engineering and transportation planning activities; develops local, state and federal funding sources for such activities. Prioritizes and allocates available resources; reviews and evaluates program and service delivery, makes recommendations for improvement and ensures maximum effective service provision. Prepares and directs the preparation of a variety of written correspondence, reports, procedures, ordinances and other written materials. Maintains and directs the maintenance of working and official departmental files. Monitors changes in laws, regulations and technology that may affect departmental operations; implements policy and procedural changes as required. PERIPHERAL DUTIES Participate on a variety of boards and commissions; attend and participate in professional group meetings. Assists in the training of City personnel in public works systems and techniques. Respond to citizen inquiries and resolve difficult and sensitive complaints. Promote and maintain safety in the workplace. Perform related duties and responsibilities as required. DESIRED MINIMUM QUALIFICATIONS Education and Experience: Graduation from an accredited four-year college or university with a degree in Civil Engineering or a closely related field and The City of Red Bluff is an Equal Opportunity Provider
5 Five (5) years responsible experience in the management of public works programs, preferably including supervision and development of supervisory, professional and technical employees. Two (2) years extensive and responsible experience in the management and supervision of subordinate public works employees. and Professional registration as a Civil Engineer issued by the California State Board of Registration for Professional Engineers. Possession of a license to practice Land Surveying is also desirable. Necessary Knowledge, Skills and Abilities: Considerable knowledge of civil engineering principles, practices and methods as applicable to a municipal setting; thorough knowledge of applicable City policies, laws, and regulations affecting departmental activities. Skill in operating the listed tools and equipment. Ability to communicate effectively, orally and in writing, with employees, consultants, other governmental agency representatives, City officials and the general public. Ability to conduct necessary engineering research and compile comprehensive reports. SPECIAL REQUIREMENTS A valid California driver s license or ability to obtain one. TOOLS AND EQUIPMENT USED Personal computer, printer, scanner, typewriter, calculator, telephone, copier, fax machine, postage machine, two-way radio; may use specialized equipment such as cameras, plotter, etc. PHYSICAL DEMANDS The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.
