1 Chief Executive Officer of the Maine Center Ventures Position Number: Department: Campus: SCHAN University Services Date of Issue: January 2018 I. Primary Purpose of Position The Maine Center for Graduate and Professional Studies (the Maine Center) is a priority UMS initiative to increase graduate and professional opportunities for its students and advance economic and work force development in Maine. Fully developed, it will comprise a consortium of graduate and professional programs working collaboratively and interactively with one another and with the private and public sectors to serve students, businesses and public organizations statewide. The initial academic consortium members are the UMS graduate business programs, the University of Maine School of Law, and USM s health management and policy graduate programs of the Muskie School and the Cutler Institute for Health and Social Policy. Because of the initiative s scope, scale, and complexity, UMS is pursuing a multi-staged implementation. The first stage, which has been completed, was focused on testing the concept and developing an initial business plan for the Maine Center. The second stage involves investing in and developing relevant inter-disciplinary academic programs, testing the market response, combining all UMS graduate business programs under the new UMaine Graduate School of Business, building innovative programs such as incubator/accelerator and executive education options to respond more nimbly to student and employer needs, and building strong community engagement with, and support for, the initiative. A key element in the Maine Center is Maine Center Ventures (MCV), a non-profit entity incorporated by the UMS Board of Trustees whose purpose is to build the Maine Center brand of active engagement and effective partnership with the business, nonprofit, government, and professional communities. This includes: encouraging and supporting new academic offerings among the professional and graduate programs in the Maine center; acting as a liaison to develop new experiential education opportunities for students and to expand executive education and other entrepreneurial programs for Maine business; acting as a liaison between the academy and the business and professional communities to advance Maine Center objectives; 1
2 and acting as a liaison to increase the focus of academic and non-academic programs and services on economic development opportunities of importance to Maine. MCV is a 501.c.3 tax exempt organization through which funding for academic and other programs of the Maine Center may flow from foundations, businesses and other external sources. MCV will be led by a Chief Executive Officer (CEO). MCV has a board of directors chaired by the Chancellor and operating under the authority of the UMS Board of Trustees. The CEO is the primary representative and voice of MCV and, along with the Chancellor, the key representative of the Maine Center vision to the external communities and the general public. II. Essential Duties 1. Programmatic Responsibilities a. The CEO is responsible for the development and implementation of the MCV s strategic plan including meeting all approved goals and objectives. b. The CEO is responsible for establishing and maintaining creative and engaged partnerships with businesses, NGOs, and public entities to plan for, implement, and evaluate needed educational and service programs. c. The CEO will lead development and implementation of a branding and marketing strategy to effectively promote the mission of the Maine Center, based on the two elements of increased student opportunity and statewide economic development together with a foundational commitment to active engagement and effective partnership with the private and public sectors. d. The CEO will build on the initial stages of an executive education pilot program resulting in a high quality, sustainable executive education program to meet needs of Maine organizations. e. The CEO will lead planning, launching and ongoing operation of the Maine Center business incubator / accelerator. f. The CEO will ensure UMS is in compliance with Harold Alfond Foundation (HAF) Benchmarks and deliverables related to MCV. With external constituencies g. The CEO will lead a broadly engaged MCV advisory council, and assess MCV and Maine Center needs and opportunities in terms of its engagement with its external constituencies. 2

The CEO will develop a fundraising strategy to meet the HAF match requirements, with the effect of making clear the relationship between the Maine Center strategy and parallel UMaine, USM and Maine Law Foundations efforts. In addition, the CEO will administer grants for funding the creation and delivery of the incubator/accelerator and executive education programs over a three year initial period. Grants will be secured through MEIF and other funding sources. Ongoing fundraising will be coordinated with the UMaine, USM and Maine Law Foundations. Funds raised from external sources will be at least $7.5 million by December 31, 2021 to meet the needs of the program and to satisfy the HAF Challenge Grant. i. The CEO will develop and carry out strategies to build close ties to Maine enterprises and businesses. With internal constituencies: j. The CEO will participate in regular meetings with the MCV Board of Directors as well as the senior system and campus leadership team to review progress and, with the Chancellor, present reports and updates to the UMS BOT and others as required. k. Working with the Maine Center, the CEO will lead efforts to create a new framework for incentives and rewards that drives new products for more markets. l. The CEO serves as the facilitator for the Maine Center programmatic Coordinating Council. 2. Fiscal Responsibilities a. Working within policy and budgetary parameters set by the Chancellor, the CEO shall build and manage the budget for MCV, including the preparation and submission of fiscal reporting. b. The CEO is responsible for identifying, securing and managing grant, contract, and other financial opportunities to underwrite present and future Maine Center activities. c. The CEO is responsible for determining MCV space requirements as well as other resource needs, and for seeking appropriate resources to meet those needs. 3
4 3. Administrative Responsibilities a. The CEO shall administer and manage the MCV. b. The CEO is responsible for supervision of all assigned staff, including hiring, retention, evaluation, employee development, discipline and termination, etc. Staff may be employed by MCV or through an agreement with UMS may be employees of UMS. If employees are UMS employees, supervision will in accordance with UMS policies. c. The CEO will be in contact with the Chancellor or his designee as needed and on a regular schedule to be determined. d. The CEO will maintain a regularly updated deliverables schedule and status report available to the Chancellor as requested. 4. Other Responsibilities a. The CEO is responsible for developing and coordinating the MCV s internal and external communications programs, and is responsible for serving as an effective liaison among all System-internal and external stakeholders as well as the media and general public. b. The CEO shall support the work of the MCV Board and other appropriate advisory groups. c. The CEO participates in and represents the University of Maine System in professional and business related activities and functions in the state and region to advance MCV and serves as a resource to the broader community. d. The CEO is responsible for other duties as assigned by the Chancellor to fulfill the MCV s mission and goals. III. IV. 5 V. Reporting Relationship Reports to the Chancellor VI. Knowledge, Skills and Abilities Required: 1. Knowledge of, or a demonstrated serious commitment to, higher education and its role in economic development. 2. A record of successful grant, corporate, and foundation fund raising. 3. Very strong communication skills across all stakeholder groups, and the ability to articulate and market a clear vision for Maine Center Ventures reflective of its mission. 4. Appropriate knowledge of Maine s business, legal and public higher education strengths and challenges. Preferred: None VII. Qualifications Required: 1. MBA, J.D. or equivalent graduate or professional degree. 2 A significant and demonstrable record of achievement as a business executive, NGO /non-profit executive, legal practitioner, economic development leader, or graduate education administrator with major private sector experience, or an equivalent professional position. 3. Demonstrated leadership success in a complex organization that uses both hierarchical and influence governance and management systems. 4. A record of strong entrepreneurial leadership, including innovation and a history of building and sustaining consensus around change.
