City College of San Francisco Injury and Illness Prevention Program Aaron Holmberg, MBA, Authorized OSHA Outreach Trainer Risk Services May 2017
Developing a Safety Culture Work Safely Report Problems Discover why accidents occur and prevent recurrence
Our Safety Culture What did you do last time you saw a hazard? Did it get fixed? Has it been a while? Are you discouraged? Regulatory Compliance High Cos t of Injuries Absenteeism/Productivity Turnover Employee Satis faction
Individua l Res pons ibility Safety for All Proactive and reactive The s olution THIS MEANS YOU hazard identification ( SEE IT ) Communica tion ( REPORT IT ) Repairs & Maintenance ( FIX IT ) Repeat
Better, safer facilities Solution Side Effects By enacting a mutual safety culture throughout the District = Safer, happier Employees = Happier Students = Student Retention & Attraction = More FTES = More money for everyone = More happy employees
Roadmap = Injury and Illness Prevention Program Our roadmap to the solution is the 8-Part IIPP. The IIPP lays out how we can all work together effectively to enact the safety culture that will benefit us all. Regulatory Requirements: OSHA: Workplace free of recognized hazards Cal/OSHA (sec and 3203): Outcomes-based, written IIPP and Code of Safe Work Practices SF Dpt of Public Health: Regulations on hazardous materials training, storage, and disposal
8 Elements of the IIPP As required by Cal/ OSHA Respons ibility Complia nce Communica tion Hazard Assessment Investigation Correction Training Recordkeeping
1.Res pons ibility Roles and responsibilities are outlined in IIPP. Overall, everyone has a part in safety. Regulation: Identify respons ibility and authority for the program
2. Compliance How do you make sure you work safely? Let s talk about how to do this. We are increasing awareness and training opportunities. See your supervisor for guidance and direction. Regulation System for ensuring that employees comply with safe and healthy work practices
3. Communication We need to talk about safety - regularly and often. I need your help in developing systems to make sure we continue. We have postings and written procedures, but have you seen them? Where can we improve? Regulation Communication s ys tem that is readily understandable by all, encourages employees to inform employer about hazards without reprisal, training and meetings, and anonymous hazard reporting There are anonymous reporting instructions at
4. Hazard Assessment We have designed a quarterly facility inspection system, and we are in the procedure of developing implementation protocols. Regulation Procedures for periodic inspections to identify and evaluate unsafe conditions and work practices New duties should be evaluated for hazards. Where can we improve in this? Use the SchoolDude reporting system. Let the system help you.
5. Investigations - accidents and near misses We use incident reporting forms to investigate employee and student injuries. Regulation Us e report form even if no claim is filed Investigation helps avoid recurrence Investigations determine causes, identify needed corrections, and document the process. THANKS FOR YOUR PARTICIPATION! Procedure for investigating injuries and illness es
6. Hazard Correction See it, report it Put in a work order. Include a picture! URGENT? Call B&G. Otherwis e work order If you do not put in a work order, we have no record of you reporting the problem. Regulation Procedure for correcting unsafe or unhealthy conditions, work practices, and work procedures in a timely manner based on hazard severity. I meet with folks throughout the District to assess, correct, and followup on hazards, but let s work together.
7. Training We are working on how best to make sure all employees are trained not only on the IIPP but also on how to work safely and what to do or not do in certain situations. Employers are required to tell you about the hazards you may face and how you can stay safe when facing them. If you have not had this training, see your supervisor. Regulation Provide training and instruction when the IIPP changes (now), to all new employees, new job assignments, new hazards, new substances
8. Recordkeeping We are working on solutions to increase compliance in this area. Thank you for your help. Regulation Keep and manage inspection and training records for three years.
Supervisors Should Know 1. YOU are the key to safety 2. Importance of safe and healthful work conditions 3. Respons ible for being familiar with hazards, effects, and how to control them 4. How to convey info to employees about hazards and how to follow safe procedures 5. How to investigate accidents and take corrective and preventative actions
Employees Should Know 1. Success depends on their actions and yours 2. Safe work procedures and how the protect them 3. When required, how to use and maintain protective equipment 4. What to do in an emergency
Summary We work together for development of a safety culture that will work for everyone. The result is better for everyone, but we need you. And you. And you. And you. Know and communicate rules and procedures. Work safe! Support reporting, investigations, and ins pections Get training and keep records
What now? Let s work together. What are some concerns you have at your site?
