3 Head of Asset Compliance and Energy c 50,000 pa The search is on for a talented leader to oversee a vital part of our Torus journey. Torus is a brand new company formed on 1 April 2015 and combines two high performing North West social landlords - Golden Gates Housing Trust and Helena Partnerships. The scale is big over 22,000 homes, 1,000 employees and an annual turnover of more than 100m with ambitions to spend 30m per annum on new homes. As for the location, Torus sits across St Helens and Warrington right at the heart of one of the fastest developing growth areas in the country. This is an exciting opportunity for a talented leader with an excellent track record in the development, management and delivery of residential servicing and maintenance programmes. The post-holder will be a senior leader and key player in the Asset Management team and will have responsibility for gas servicing compliance across 22,000 residential homes as well as the delivery of a number of mechanical and electrical schemes across the organisation. You will be responsible for the development and implementation of our green agenda including the delivery of renewable energy installations and sustainable initiatives trialed by Torus. 4 Job Description Job Title: Employer: Location: Salary: Responsible to: Responsible for: Head of Compliance and Energy Torus Warrington and St Helens c 50k Assistant Asset Management Director Compliance and Energy Team Purpose of the Post: As a leader within the Torus Asset Management team, the Head of Compliance & Energy will be responsible for ensuring our portfolio is compliance with all statutory, regulatory and corporate standards. A proven track record of leading a team and providing a highly professional service that includes the development, management and delivery of all servicing and maintenance programmes across a residential and commercial property portfolio will be expected. The Head of Compliance will have responsibility for the client functions of all gas safety, facilities management, fire safety and will be expected to lead investment programmes focusing on the delivery of mechanical and electrical compliance and renewable energy/ green initiatives. The Head of Compliance will be expected to effectively use performance management tools to set and deliver excellent services to meet corporate and divisional KPI s and to inspire and motivate staff to deliver the operational plan. It will be expected that clear leadership is provided that builds an environment that is based on trust, mutual respect, integrity, where everyone takes accountability and responsibility at the same time as working together as one team. The role holder will need to work collaboratively and in partnership with other members of the management team to deliver a seamless service to customers and offer VFM. Key Responsibilities: 1. Operational Services 1.1 To provide leadership, technical support and inspiration to a compliance team of Project Managers, Technical Officers and support staff 1.2 To ensure compliance with statutory 1.3 To ensure that all statutory compliance obligations provided to Torus customers are consistent with legislation, health and safety and best practice Page 4 of 10

5 1.4 To develop, implement and review the strategies relating to asset compliance with a focus on delivering VFM 1.5 To monitor expenditure levels for all investment and servicing programmes and to ensure budgets are managed in line with company policy 1.6 To be monitored on agreed performance targets around asset performance, productivity, project cost, time and quality and expenditure against agreed budgets and to provide regular reports focusing on performance, progress and risk 2. Compliance and Risk 2.1 To ensure that effective written procedures are in developed, implemented and regularly updated across all technical functions of the team 2.2 To ensure effective business continuity practices are in place, tested and updated 2.3 To ensure relevant financial policies and procedures are adhered to at all times 2.4 To deliver services within the corporate risk management framework to ensure that risks are effectively managed 3. Value for Money 3.1 To apply robust VFM, appraisal and reporting processes 3.2 To ensure that specific focus is given to achieving efficiencies across the Asset Management team through the development of best in class processes and systems 3.3 To monitor procurement frameworks and practices to drive VFM in respect of our contractual relationships with contractors, consultants and all other departmental services 3.4 To ensure accountability for all budgets designated to the role taking full responsibility for budget monitoring and performance reporting 4. Health and Safety 4.1 To ensure that H&S policy and procedures are adhered to and embedded to deliver effective and safe services and operations 5. Equality and Diversity 5.1 To apply and embed fairness and equality in both the delivery and offer of all services and to ensure that all staff and customers are treated fairly in order to meet an individual s personal circumstances. 6 Person Specification 1. Appropriate professional qualification Member of Gas Safe and registered with the City and Guilds with a specific qualification relating to domestic gas installations Professional membership of a body relevant to heating, hot water and gas compliance Health and safety qualification- NEBOSH or equivalent Degree level education in construction or property related discipline or equivalent relevant training/ experience Evidence of and commitment to continual professional, leadership and personal development 2. Experience and Track Record A strong domestic gas background with comprehensive knowledge of relevant statutory and regulatory requirements covering domestic heating and hot water installations Able to demonstrate a significant knowledge around the management and delivery of large scale servicing, legislative and compliance programmes gained through extensive and relevant experience Significant experience of leading property maintenance teams with specific responsibility for gas servicing, maintenance and works of a technical nature Experience of the Contract Administrator role within construction contracts Experience and knowledge of the renewable energy sector and low carbon projects within the housing sector A track record in delivering asset management strategies which have resulted in measurable business benefits Significant experience of leading and managing technical roles in a housing or property management led organisation A successful track record of achievement at managerial level in shaping and implementing change through good project management and the use of measured performance data Evidence of a track record of transforming business processes to improve business performance based on intelligence led data and strong project management skills Evidence of co-ordinating and demonstrating the importance of value for money in everyday operations Demonstrates a commitment to H&S to ensure safe operations and environment for staff and customers Evidence of horizon scanning external environment to ensure smooth delivery of corporate Page 6 of 10
