Nurul Islam, Director Bangladesh Bureau of Statistics (BBS): Bangladesh Bureau of Statistics (BBS), the Apex statistical organization of Bangladesh exist to provide reliable and timely official statistical information for policy planning, research and decision making. The Director General is responsible for generating and disseminating official statistics. It was established in August 1974 under the Ministry of Planning. In July 1975, Statistics Division was created under the Ministry, with a Secretary as its head, principally to provide administrative support to statistical activities. In 2002, government dissolve Statistics Division and BBS placed under the Planning Division. The BBS conducts its vital role through eight functional wings and field offices. The organizational structure of BBS is as follows: Ministry of Planning Planning Division Bangladesh Bureau of Statistics Agriculture Wing Census Wing BBS have 23 Regional Statistical Offices and 497 Upazila Offices. The total manpower strength of BBS stands at 4054(four thousand fifty four). Computer Wing Demography and Health Wing FA and MIS Wing Industry and Labour Wing National Accounting Wing Training Institute FIELD OFFICES Regional Statistical Office Upazilla Statistical Office
2 Industry and Labor Wing: Industry and Labor Wing of BBS is responsible for the followings: To conduct Survey of Manufacturing Industries(SMI), Annual Economic, Institutional and Enterprise Surveys(AIES), CSEC, Child Labour Survey(CLS) and Labour Force Survey(LFS), Wage pilot survey etc. To examine the BSIC and reconcile it with ISIC, CPC, ISCO etc. with a view to ensuring international comparability and standardization. To examine the present system of indices of industrial production and estimation of other derived statistics and suggest improvements. To identify the data gaps in the field of industry and labor and suggest alternative approaches to fill in these gaps keeping in view of the manpower and resource constraints. To evolve suitable survey designs for surveys and collect data and publish reports. Current implementation of ISIC in Bangladesh: Bangladesh has prepared Bangladesh Standard Industrial Classification of All Economic Activities (BSIC-2001) in direct or adapted form ISIC Rev.3. Before that Bangladesh has prepared Bangladesh Standard Industrial Classification of All Economic Activities (BSIC-1996) for its own use. Current implementation and use of national activity, product and occupation classifications in Bangladesh, and their relation to the International Standard Industrial Classification of All Economic Activities (ISIC), the Central Product Classification (CPC) is under process.

4 Category, Division, and Classes of BSIC-1996 and BSIC-2001: A comparative picture of Category, Division, and Classes of BSIC-1996 and BSIC is given below: CATEGORY DIVISION MAIN CLASS CLASS (2-Digit) (3-Digit) (4-Digit) BSIC BSIC Expectation from this workshop: The main expectation from this workshop is to discuss with experts from the region on the current state in the revision process of the economic classifications of activities, products and occupations, namely the International Standard Industrial Classification of All Economic Activities (ISIC) and the Central Product Classification (CPC). Comments on ISIC Rev.4 and CPC Rev2.0: (i) (ii) (iii) (iv) (v) Bangladesh has prepared Bangladesh Standard Industrial Classification of All Economic Activities (BSIC) in direct or adapted form ISIC Rev.3. BBS aren t in a position of adapting ISIC Rev. 4 because of shortage of technical expertise and training. Regarding the use of CPC, BBS is not using CPC for product classification. But it would be better to use CPC for product classification. BBS are not in the process of adopting CPC. BBS may use the CPC to serve as a basis for setting up the national accounts. It is also may be used in statistical surveys of inputs and products. Changes to ISIC Rev. 4 from previous revision: I. The main changes from ISIC Rev. 3 to ISIC Rev. 4 could be categorized in four groups: a. an increase in the number of headings from 17 to 21, b. more detail inside each heading, c. the inclusion of new concepts and d. finally the application of new rules.

Each structural change was explained in fair detail, keeping in mind that the main issue for this workshop was to clarify the concepts and driving factors behind the changes in the classification. III. The existing relationship between activities and products, i.e. ISIC and CPC, was discussed in connection with the ISIC changes. IV. The process remains very similar to that of previous versions, except for the trade section where the exceptions necessary to account for concepts such as specialized trade have been made more explicit. V. There exists difficulties in classifying units that were themselves vertically integrated, especially in the case of "agroindustry" and industrial and commercial companies. VI. There is crying need for a dictionary of classification items that would contain detailed descriptions. This was recognized as an important tool in ensuring that technical classifications terminology would be correctly understood. Limitations and Challenges to adopt ISIC.4 or CPC.2.0: Scarcity of proper technical expertise in BBS; Lack of adequate training in classification of items; Inadequate fund to adopt or revise/update old BSIC-2001 with ISIC.4; Inadequate fund to adopt CPC 2 ;
